The National Council on Disability Affairs (NCDA), an attached agency of the Department of Social Welfare and Development (DSWD), will begin the pilot implementation of the Unified Identification (ID) System for persons with disabilities in July 2025. The initiative will initially cover 200,000 individuals in 35 local government units (LGUs) across the country.
In successive interviews with Bagong Pilipinas Ngayon, PTV Philippines on Monday, June 23, and with Super Radyo DZBB on Tuesday, June 24, 2025, NCDA Executive Director Glenda Relova announced the pilot rollout of the Unified ID System. The unified ID system is part of DSWD Secretary Rex Gatchalianโs directive to establish more inclusive and efficient government services, in support of the administrationโs broader social protection agenda under President Ferdinand R. Marcos Jr.
โWe expect to begin pilot testing by the start of July. This effort is designed to streamline identification and access to services for persons with disabilities,โ Director Relova stated during the interview.
The selection of pilot areas was based on two key considerations: first, LGUs with reported incidents of falsified PWD ID cards; and second, LGUs that formally expressed interest in participating in the pilot phase.
The pilot sites include: Bangsamoro Autonomous Region in Muslim Mindanao: Parang, Maguindanao
Region I Ilocos Region: Dagupan City, San Carlos City, Urdaneta City, and Alaminos City (Pangasinan)
Region II Cagayan Valley: Solano, Nueva Vizcaya
Region III Central Luzon: Multiple Cities and Municipalities in Bulacan such as San Rafael, Baliwag, Malolos, San Jose Del Monte, Guiguinto, San Miguel, Bocaue, Santa Maria, Pandi, Marilao, Balagtas, and Meycauayan
Region IV-A Calabarzon: Cainta, San Mateo, Teresa, and Antipolo City (Rizal); Carmona (Cavite); Pila and City of Santa Rosa (Laguna)
Region V Bicol Region: Daet, Camarines Norte
Region VI Western Visayas: Kalibo, Aklan
Region VII Central Visayas: Candijay, Bohol
Region X Northern Mindanao: Malaybalay, Bukidnon
Region XII SOCCSKSARGEN: Koronadal City and Surallah, South Cotabato
National Capital Region: Pasay City and Muntinlupa City
The new ID will be issued in two formats: a physical RFID-enabled PVC card with enhanced security features for offline use, and a digital version accessible via a mobile application or web portal. The digital ID will include a QR code for fast and secure verification.
While the NCDA leads policy and system development, LGUs will remain responsible for the application, validation, and approval process through their respective Persons with Disability Affairs Offices (PDAOs). The DSWD will procure the necessary equipment and the centralized printing and production of the unified ID will be handled by NCDA.
This initiative affirms the NCDAโs commitment to building a more inclusive society through strengthened identification systems, prevention of fraudulent practices, and improved delivery of services for persons with disabilities.
