𝐈𝐦𝐛𝐢𝐬 𝐩𝐚𝐧𝐠𝐚𝐥𝐚𝐠𝐚𝐚𝐧 𝐧𝐚𝐭𝐢𝐧 𝐚𝐧𝐠 𝐡𝐞𝐚𝐥𝐭𝐡𝐜𝐚𝐫𝐞 𝐰𝐨𝐫𝐤𝐞𝐫𝐬, 𝐩𝐢𝐧𝐚𝐠-𝐚𝐚𝐰𝐚𝐲 𝐚𝐰𝐚𝐲 𝐩𝐚 𝐧𝐠𝐚𝐲𝐨𝐧 𝐤𝐚𝐬𝐢 𝐡𝐢𝐧𝐝𝐢 𝐩𝐚𝐧𝐭𝐚𝐲 𝐩𝐚𝐧𝐭𝐚𝐲 𝐚𝐧𝐠 𝐩𝐚𝐠𝐛𝐢𝐛𝐢𝐠𝐚𝐲 𝐧𝐠 𝐛𝐞𝐧𝐞𝐩𝐢𝐬𝐲𝐨” - Robert Mendoza on DOH’’s new COVID-19 Allowance System.

The DOH’s removal of the ‘Special Risk Allowance’ and ‘Active Hazard Duty Pay’ has led to various healthcare worker associations to speak up on the unfairness of its replacement.

Under the new system, the level of risk associated with the task for the healthcare worker dictates the amount of compensation they are to be given. Those qualified as low risk would be given Php 3, 000, moderate risk Php 6, 000 and a significant amount of Php 9, 000 for those of high risk.

As observed, the DOH’s intention of making the new One COVID-19 Allowance (OCA) System a more responsive and inclusive alternative has only resulted in salary disparity among healthcare workers. With the pandemic being far from over, unity in all aspects and sectors is a necessary requirement in the Philippines’ goal of overcoming this health situation. Last December 30, 2021, President Rodrigo Duterte officially signed the P5.2 trillion national budget for 2022, which was meant to augment the expansion of face-to-face classes, booster shots for Filipinos, and help those who were severely affected by Typhoon Odette (Ranada, 2021).

Sadly, from the trillion peso budget, only a mere P188.3 billion would be allotted for the Department of Health, which was meant to cover the provision of health workers’ benefits, coronavirus vaccine booster shots, and other programs aimed at combating the effects of the pandemic. (Cepeda, 2021).

Nevertheless, prior to the signing of the national budget, health workers had already been calling for an increased allocation of the health budget in the following year and an increase in the pay for public health workers. (Sarao, 2021). But as many would also soon find out amongst the budget that was allocated, health care workers were not even seen as top priority. Though as it would turn out, a P50 billion budget would be set to compensate the workers, it remains to be seen that in the process of planning health care workers are still somewhat omitted in spite of the sacrifice they have made to save lives.

This short clip taken from an interview with Melbert Reyes, the President of Philippine Nurses Association makes it clear that the government really needs to ramp up its efforts amidst the pandemic.

The ‘brain drain’ phenomenon has long been a challenge to the development of the Philippines, seeing as the country struggles with highly skilled workers leaving for greener pastures every year due to the lack of opportunities.

A great number of those who leave are from the medical profession such as nurses, medical technicians, and even paramedics. Indeed it has become somewhat ironic that the country has been dubbed as one of the world’s biggest suppliers of nurses with 17,000 leaving to work overseas, including in the UK and the US, in 2019. (Ratcliffe, 2021).

How much goes into becoming an HCW? 💵 Philippine nurses have to invest between PHP 8500-PHP 50000, depending on the school’s tuition fees. For potential doctors, this can go anywhere from PHP 8000-55000 per semester in pre-med education, to an absurd PHP 35000-PHP120000 for a Medicine program. This, of course, does not include other miscellaneous expenses a potential medical worker may incur in their studies.

And what compensation do nurses receive for their time and investment? 🤔 An average salary of PHP 40000 a month, the lowest among Southeast Asia’s biggest economies, and a country that fails to see the worth of these individuals as givers and preservers of life.

And it is not just the monetary investments that our healthcare workers have poured into their passions. Maybe it is also the time, effort, and love for the country that they have invested into their degrees. And that is priceless. However, priceless does not mean that they should do it for free; it means that we should do everything to reward these acts.

We must remember that love for country does not mean forgetting one’s self. Philippine healthcare workers are faced with two options once they enter the profession: to dedicate their lives for the country in return for meagre salaries and benefits, or to risk a career abroad, where much more respect, representation, and compensation is given to healthcare workers in other countries.

We cannot fault them, we should not fault them for choosing the latter option. Love for country cannot feed an empty stomach, and nationalism alone won’t be enough to secure their future or the future of their children. We need them more than they need us, and they need us to help fight for what they need: the same norms, standards, representation, and benefits found across the world.

With these thoughts in mind, is it better to be a HCW in the Philippines or abroad?

A new year brings with it new opportunities that people can take in order to improve their lives for the better, but each comes with a cost that either forces you to leave or to stay.
As the COVID-19 pandemic closes in on its second year, the Philippines is once again in need of healthcare workers to deal with the ramifications of the Omicron variant. However, with benefits still withheld and salaries nowhere near as it should be as well as working environments becoming more and more hazardous, we ask a simple question to our HCWs:
Is it better to be a HCW in the Philippines or abroad?

As we approach another year of the COVID-19 pandemic, it still remains to be a challenge for many healthcare workers to receive the supposed benefits that they have been owed for their duties. The deaths and resignations of fellow colleagues has taken a cost on the lives of workers, whose morale has been waning since the start of the pandemic.

Are we willing to remain silent all the while we witness one of the most important sectors in society crumble?

We spend our Christmas in the comfort of our friends and family. They spend their Christmas treating and caring for diseases and injuries

Every year, hundreds of healthcare workers spend their holidays in their clinics and hospitals, as accidents know no pauses, and pandemics know no breaks. We must remember that every healthcare worker selflessly dedicating their lives during the holiday season is a family with an incomplete Christmas.

Lasallians for Health Workers aims to launch a signature campaign for the betterment of healthcare workers in the country in the spirit of the season; it isn’t much and can never truly repay them for all the sacrifices they have made for us, but this our own little way of showing them that they matter and that they are loved and supported by the rest of us.

COVID-19 has emphasized modern-day heroism in the field that provides us care and medicinal support.
