A graduate of the UP-PGH fellowship program, Dr. Dy specializes in providing comprehensive care for patients with head and neck tumors, combining surgical precision with the latest evidence-based protocols.

Their inclusion as consultants boosts the services, training, and research of the department by providing updated, high-quality surgical procedures, especially for head and neck tumors, high-definition ear surgeries, and reconstructive surgeries.

𝗕𝗠𝗖-𝗛𝗔𝗖𝗧 𝗪𝗼𝗿𝗹𝗱 𝗔𝗜𝗗𝗦 𝗗𝗮𝘆 𝗥𝗲𝗰𝗮𝗽

The Bicol Medical Center – HIV/AIDS Core Team (BMC-HACT) recently concluded a series of high-impact activities in observance of World AIDS Day. From December 1 to 12, the unit went beyond the hospital walls to bring HIV awareness to the heart of our communities.

📍 Dec 1: Community Outreach & Advocacy
The campaign kicked off with Dr. Cherry Pinky M. Budao and Ms. Phoebee M. Atole, RN, as they conducted advocacy sessions in Ocampo, emphasizing early testing.

Simultaneously, Dr. Jose Manuel T. Rañola III and the team partnered with the Naga City Social Hygiene Clinic and AHF at the UNC Sports Palace to provide clinical lectures and free screenings, bringing life-saving information directly to the youth.

💻 Dec 5: Professional Education & Expanded Access
The BMC HACT Unit partnered with the IPCU, PETRU, and IMISS for the webinar “Protect, Treat, and Thrive Batch 2,” equipping BMC staff with the latest clinical and ethical strategies for PLHIV care.

On the same day, a collaborative effort with the BMC Dermatology Department offered free HIV screenings at the Regional Cancer Center, proving that integrated healthcare is the key to ending stigma.

🤝 Dec 11: Inter-Agency Linkages in Del Gallego
Extending our reach to the borders of Bicol, the team traveled to Del Gallego. In coordination with the 18-Day Campaign to End Violence Against Women, Dr. Budao and Mr. Mark Joseph Olayon discussed the vital link between HIV awareness and the protection of women and children, providing testing services to community leaders and youths.

This campaign was made possible through the unwavering support of our partners: the LGUs of Ocampo and Del Gallego, the University of Nueva Caceres, and our co-advocates at the Naga City Social Hygiene Clinic and AHF. We also salute our fellow BMC partners (IPCU, PETRU, IMISS, and the Dermatology Department) for their vital role in our clinical and educational initiatives.

The BMC-HACT Unit remains steadfast in its mission to end AIDS-related deaths and stigma by 2030. Through education, treatment, and compassion, we continue to be your Champions of Hope and Healing.

The Bicol Medical Center Department of ENT-HNS is honored to receive its official Certificate of Accreditation from the Philippine Board of Otolaryngology – Head and Neck Surgery, Inc. for its 𝗥𝗲𝘀𝗶𝗱𝗲𝗻𝗰𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝘁𝗵𝗮𝘁 𝗵𝗮𝘀 𝗯𝗲𝗲𝗻 𝗴𝗿𝗮𝗻𝘁𝗲𝗱 𝗮 𝗳𝘂𝗹𝗹 𝗳𝗼𝘂𝗿-𝘆𝗲𝗮𝗿 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 (January 1, 2026 – December 31, 2029).

The Department of Otolaryngology–Head and Neck Surgery (ENT-HNS) was established as an independent specialty in 2009 under the strategic leadership of then Medical Center Chief, Dr. Ruben Peñafiel.

Driven by a growing team of dedicated consultants, the department inaugurated its residency training program, achieving its initial accreditation in 2018. Since then, the department has consistently maintained its fully accredited status, reflecting a steadfast commitment to high-quality medical education and specialized patient care.

The department is composed of full-time, fellowship-trained consultants specializing in various subspecialties of Otolaryngology:
🩺 Otology: Dr. Diosdado Uy (USA), Dr. Nicole Sacayan-Quitay (Japan)
🩺 Rhinology: Dr. Marifee Reyes (Austria)
🩺 Laryngology: Dr. Al Santiago (Japan)
🩺 Head and Neck Cancer Surgery: Dr. Beatrice Guce (Taiwan), Dr. Josali Sandy Dy (visiting consultant)
🩺 Plastic: Dr. Archimedes Bagnes (ongoing)
🩺 Craniomaxillofacial Surgery: Dr. Neil Aldrine Peñaflor, Dr. Kevin Michael Mendoza
