The HIV Proficiency Training is recommended strictly for RMTs from Medical Facilities for Overseas Workers and Seafarers (MFOWS). NEQAS Announcement:

We are pleased to announce the commencement of the 2025 National External Quality Assessment Scheme (NEQAS) for HIV, Hepatitis B & C, and Syphilis.

As stipulated in Section VI of the Guidelines of Administrative Order No. 2007-0027, Revised Rules and Regulations Governing the Licensure and Regulation of Clinical Laboratories in the Philippines, it is required that:

“The clinical laboratory shall participate in an External Quality Assurance Program (EQAP) administered by designated National Reference Laboratories (NRL) or in other local and international EQAP approved by the DOH”

Access to online registration and detailed instructions is available via the official website: app.nrlslhsaccl.com.ph . Participating laboratories will incur a registration fee to cover costs associated with reagents, supplies, and other operational expenses (Refer to Department Memorandum No. 2009-0086B).

• PHP 2,500 (one test event)
• PHP 4,500 (two or more test events)

Payments may be made in-cash at San Lazaro Hospital cashier (for walk-ins) or through over-the-counter deposits using the following details:

The San Lazaro Hospital - National Reference Laboratory, STD AIDS Cooperative Central Laboratory (SLH-NRL SACCL) would like to inform our partner facilities and stakeholders that we are resuming the acceptance of HIV Early Infant Diagnosis (EID) referral samples using plasma.

Requirements for Plasma Sample Referral:
• Two (2) 2 mL cryovial tubes containing at least 1.5 mL volume of EDTA plasma each
• SLH – NRL/SACCL Molecular Request Form
• DOH – Epidemiology Bureau Form A-MC
• Copy of the mother's HIV confirmatory result

Currently, we are encountering logistic concerns on the availability of collection kits for whole blood, thus the need to shift back to plasma to ensure continuous provision of EID for HIV testing service and other necessary diagnostic care. We will provide further updates once the whole blood sample referral resumes.

The SLH-NRL SACCL would like to inform all stakeholders that the acceptance of samples for HIV Early Infant Diagnosis (EID) testing is temporarily suspended, effective immediately and until further notice.

This temporary adjustment is necessary to address ongoing logistical and regulatory matters.

We appreciate your understanding and cooperation as we work to resolve these issues. A follow-up advisory will be released as soon as the acceptance of samples resumes.
