Zero Billing, 100% Care: How Governor Victor Yu Transformed Healthcare in Zamboanga del Sur
Governor Victor J. Yu has redefined healthcare in Zamboanga del Sur by transforming the Zamboanga del Sur Medical Center (ZDSMC) from an economic enterprise into a zero-billing hospital. This groundbreaking initiative has provided free and accessible hospitalization to 114,119 beneficiaries across the province from 2019 to January 2025, amounting to P645MILLION. This is made possible through PhilHealth and the Medical Assistance for Indigent Patients (MAIP) Program.
This visionary initiative reflects true leadership with a heart, prioritizing the health and well-being of every Zambosurian. By eliminating financial barriers to healthcare, Governor Yu has set a new standard in public service and good governance, proving that health is a fundamental right, not a privilege.
