In the Philippines, circumcision is a common practice, especially among males, due to cultural and religious beliefs. However, when it comes to who is legally allowed to perform circumcisions, there are specific regulations.

According to Republic Act No. 9262 (Anti-Violence Against Women and Their Children Act) and other related health regulations, circumcision in the Philippines is generally performed by licensed health professionals, including doctors (typically pediatricians or surgeons).

Regarding midwives and nurses:

Midwives are not authorized by law to perform circumcisions. They are trained in maternal and child health but do not have the specific medical training required for surgical procedures like circumcision.

Nurses, although medically trained, are also not legally allowed to perform circumcisions unless they are supervised by a licensed physician during the procedure.

There is, however, a common practice in rural areas where trained "circumcision practitioners" or barbers, who are not licensed medical professionals, may perform circumcisions, but this is discouraged by the government due to safety concerns.

For a circumcision to be performed safely and legally in the Philippines, it is generally recommended that the procedure be done by a licensed doctor, especially considering the potential risks and complications associated with the surgery.
