Promoting drug-free workplaces is a crucial component to ensure a safe, healthy, and productive work environment.

Dangerous Drugs Board issued the Board Regulation No. 13, Series of 2018 mandating all government and non-government offices to establish and institutionalize drug-free workplace policies, including the conduct of authorized drug testing to all its officials and employees.

To promote drug-free workplaces even in non-government offices, the DDB has outlined guidelines for implementing drug-free workplace policies and programs in the private sector through Board Regulation No. 8, Series of 2003.

From 2022-2023, DDB conducted a total of 30 trainings on drug prevention in offices of national government agencies, local government units, hotel and bar industries, transport groups, security agencies, and healthcare practitioners, among others.

The training aims to inform and discourage drug use by government and private employees to keep their respective agencies a “drug-free workplace”.

The treatment and rehabilitation are the most humane aspects of the anti-drug campaign as it reintegrates former drug dependents into society. The following treatment and rehabilitation programs are provided by the government to address the ill effects of drug use and dependence.

Balay Silangan Reformation Program caters to former drug pushers and plea bargainers. The program will serve as an alternative intervention for pushers who are not qualified to be admitted to a Department of Health facility or any drug treatment and rehabilitation facility as determined by an accredited physician. They will then be admitted to a Balay Silangan Reformation Center.

Community-based Treatment and Rehabilitation Program is a holistic model of treatment referred for Persons Who Used Drugs (PWUDs) diagnosed with “Mild Substance Disorder” who will undergo several family and community support services.

Treatment and Rehabilitation Center, whether public or private, refers to a facility for the rehabilitation and aftercare of drug dependents.

| Under the Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, Section 61 stipulates that individuals who refuse to apply for Voluntary Submission Program are subject to Compulsory Confinement if he/she is determined and found to be dependent on dangerous drugs.

The Board or any of its authorized representatives shall petition the drug dependent for treatment and rehabilitation in any Center duly designated or accredited for that purpose.

Ensuring a holistic recovery, aftercare and follow-up are integral components of the treatment and rehabilitation process.

Guided by Dangerous Drugs Board Regulation No.1, Series of 2006, the Aftercare Program (ACP) is dedicated to individuals who are recovering from drug dependence. The ACP is designed to help individuals maintain their recovery and prevent relapse by offering continued support, counseling, and resources.

The ACP equips individuals with essential skills for sustained recovery, addressing daily responsibilities, interpersonal relationships, livelihood reintegration, and psychological well-being.

The Dangerous Drugs Board designated Authorized Representatives to assist drug dependents who submit themselves for treatment and rehabilitation to the court.

They play a crucial role in providing support and guidance to individuals struggling with drug dependency. Hence, the DDB conducts training sessions and activities to augment their understanding of their roles and responsibilities. One of the programs conducted is the Orientation Seminar for Authorized Representatives of the Dangerous Drugs Board, which aims to:

1. Enhance the knowledge and empower designated DDB Authorized Representatives in carrying out their duties and responsibilities effectively;
2. Discuss how to properly represent first-time minor drug offenders to the court; and
3. Explain the processes involving filing of petitions for voluntary and compulsory confinement.

The Representatives of the Board shall be assisted by the Department of Justice, through the Public Attorney’s Office, in the performance of their delegated authority.
