“Bawat lungsod ay may kanya-kanyang hamon—mula sa kalusugan, edukasyon, imprastruktura, kaligtasan, hanggang sa kabuhayan. Maaaring nakaka-engganyo ikumpara ang ating butihing Mayor Emi Calixto-Rubiano sa ibang lider na tila magaling sa paningin ng iba. Pero hindi nila dinaranas ang mga totoong suliranin ng ating komunidad. Ang mga desisyong ginagawa nila na ugma sa kanilang pangangailangan ay maaring hindi akma sa pangangailangan natin dito sa lungsod ng Pasay.

Walang masamang hangaan ang mga katabing lider ng bayan/bansa na wala namang direktang pananagutan sa atin, sa halip mas makabubuting ituon natin ang pansin sa kung ano ang maaari nating gawin sa sarili nating lungsod. Suriin natin ang pamumuno batay sa tunay na epekto, hindi sa impresyon lang. At kung may nakikita tayong kakulangan, pag-usapan natin ang mga solusyon—hindi puro puna. Ang tunay na pagbabago ay nagsisimula kapag tumigil tayong tumingin sa iba para sa sagot, at nagsimulang bumuo ng mga solusyon dito mismo, kasama ang isa’t isa.”

OFFICIAL STATEMENT OF PASAY CITY GENERAL HOSPITAL

Being an institution rooted in multi-cultural strength in healthcare, Pasay City General Hospital strongly refutes the claims and anecdotes regarding the alleged inhumane treatment given to a certain foreign patient in our care. We wish to set the record straight and affirm our unwavering commitment to providing equitable, high-quality healthcare to all.

Recently, a number of social media pages (Daily Variety Vlogs, Oicron Nosneg Nylanoj, Pam Isdr, KC Zeng, and Xiang Candy) have posted, shared, and commented on claims regarding the case of a 29-year-old Chinese national admitted at our institution. At present, the patient has been made aware of the recent events and has volunteered the following information:

1.) He is unaware that there are videos of him posted online showing his face and other markers of his identity.
2.) No consent has been given for such posting
3.) He has never requested help in any form, may it be physical accompaniment or financial assistance.
4.) An unrelated individual has volunteered to assist him, without disclosing information on sources of funds and instructions.

Given the lack of transparency, the presence of paid companions without clear authority, and unverified reports of external financial solicitations and breach of data privacy laws by vloggers, these events raise serious ethical, legal, and patient protection concerns.

Below is an accurate narration of events that had transpired since the patient's initial consultation at the Emergency Room on June 16, 2025:

The patient presented with multiple non-healing wounds on his lower extremities, which initially required surgical intervention due to its urgent nature. Intravenous antibiotics, as well as supportive medications, have been administered, which eventually improved his clinical course, eliminating the need for the initially contemplated surgery. During this course in his admission, he was admitted to the Emergency Room while waiting for a vacancy at the Surgical Ward. In the Emergency Room, he was given a cubicle to himself, with an available bed, but the patient insisted on not utilizing the bed for his subjective comfort. On July 2, 2025, after a thorough assessment, he was deemed ready to be discharged with good disposition.

However, discharge was delayed due to the unavailability of a companion or relative to assist in the discharge process. Our Medical Social Service workers have communicated via text, calls, and even a written letter addressed to the Chinese Embassy to refer this patient for proper disposition since the date of admission but up to now we have yet to receive a response from the said institution.

On July 4, 2025, discharge was then deferred due to episodes of difficulty of breathing and onset of edema. The patient was then referred to the Department of Internal Medicine for evaluation and was found to have new-onset Pneumonia, Heart Failure, Diabetes Mellitus, alongside his previously treated wounds.

On July 5, 2025, the patient was formally transferred to the Internal Medicine service for continued inpatient management by multidisciplinary medical specialists. Required critical and essential medicines and supplies are compliantly given to the patient since transfer to the Internal Medicine ward. At present, he is still admitted, with stable vital signs and over-all good disposition. Comprehensive care is continued until clinical improvement is maintained.

Patient records and documentations were reviewed side by side with claims posted on social media, showing great discrepancies between what has occurred and what is being implied online.

Concern Over Social Media Activity has come to our attention that multiple videos and posts are circulating online, allegedly showing the said patient soliciting financial help and claiming medical neglect.

Pasay City General Hospital remains fully committed to its mission: to provide compassionate, competent, and inclusive care for everyone.

We urge the public to verify claims with hospital management before relying on social media content, and we reassure our patients--Filipino and foreign--that we value and uphold their trust without compromise.

As part of our commitment on delivering quality medical services, we encourage the public to address complaints, issues or recommendations to our administrative office directly. Social media, though convenient and accessible, is not standard, and is prone to misuse, abuse, and delay in correspondence and care.

Bilang isang institusyong nakaugat sa lakas ng pagkakaiba-iba ng kultura sa larangan ng pangkalusugan, mariing pinabubulaanan ng Pasay City General Hospital ang mga alegasyon at salaysay ukol sa umano’y hindi makataong pagtrato sa isang banyagang pasyente na nasa aming pangangalaga. Layunin naming itama ang mga maling impormasyon at patibayin ang aming hindi matitinag na paninindigan sa pagbibigay ng pantay-pantay, makatao, at de-kalidad na serbisyong medikal para sa lahat, anuman ang lahi, relihiyon, o estado sa buhay.

Kamakailan, ilang mga social media pages gaya ng (Daily Variety Vlogs, Oicron Nosneg Nylanoj, Pam Isdr, KC Zeng, at Xiang Candy) ang nag-post, nagbahagi, at nagkomento sa mga alegasyon kaugnay ng kaso ng isang 29 na taong gulang na Chinese national na na-admit sa aming institusyon.

Sa kasalukuyan, ang nasabing pasyente ay naipabatid na sa mga pangyayaring ito at kusa niyang ibinahagi ang sumusunod na impormasyon:

1.) Hindi siya pamilyar o may kaalaman na may mga video na nai-post online na nagpapakita ng kanyang mukha at iba pang pagkakakilanlan.
2.) Wala siyang ibinigay na pahintulot o pagpayag para sa paglalathala ng mga nasabing video o larawan.
3.) Hindi siya kailanman humiling ng anumang uri ng tulong—maging ito man ay pisikal na pag-akay o pinansyal na suporta.
4.) Mayroong isang indibidwal na hindi konektado sa pasyente ang nagkusang mag-alok ng tulong, ngunit hindi nagbigay ng malinaw na impormasyon kung saan nagmula ang mga pondo o kung ano ang layunin ng tulong.

Dahil sa kakulangan ng transparency, presensya ng mga bayarang kasama na walang malinaw na awtoridad, at hindi beripikadong ulat ukol sa panlabas na pangangalap ng pera at paglabag sa batas ukol sa data privacy ng ilang vloggers, ang mga pangyayaring ito ay nagbubunsod ng seryosong usaping etikal, legal, at pangangalaga sa karapatan ng pasyente.

Narito ang tapat at detalyadong salaysay ng mga pangyayaring naganap mula sa unang pagkonsulta ng pasyente sa Emergency Room noong Hunyo 16, 2025:

Ang pasyente ay dumating na may maraming sugat sa ibabang bahagi ng katawan na hindi gumagaling, at nangangailangan ng agarang pagsusuri at posibleng surgical intervention. Dahil sa kalubhaan ng kondisyon, agad siyang sinimulang gamutin gamit ang intravenous antibiotics at mga kaukulang suportang gamot. Dahil dito, nagpakita ng positibong tugon ang kanyang kalagayan, kaya’t hindi na kinailangang isagawa ang inisyal na planong operasyon.

Noong Hulyo 2, 2025, matapos ang masusing pagsusuri, siya ay idineklarang maayos na ang kondisyon at maaari nang ma-discharge.

Gayunpaman, naantala ang pag-discharge ng pasyente dahil sa kawalan ng kasama o kamag-anak na makatutulong sa proseso ng paglabas sa ospital. Mula pa noong araw ng kanyang pagkaka-admit, ang aming mga Medical Social Service workers ay nakipag-ugnayan sa pamamagitan ng text, tawag, at maging sa pamamagitan ng isang sulat na ipinadala sa Embahada ng China upang i-refer ang pasyente para sa maayos na disposisyon, subalit hanggang sa kasalukuyan ay wala pa rin kaming natatanggap na tugon mula sa nasabing institusyon.

Noong Hulyo 4, 2025, muling naantala ang discharge ng pasyente dahil sa biglaang pagkakaranas ng hirap sa paghinga at pamamanas. Siya ay agad na inirefer sa Department of Internal Medicine para sa karagdagang pagsusuri at napag-alamang may bagong sintomas ng Pulmonya, Congestive Heart Failure, at Diabetes Mellitus, bukod pa sa kanyang mga sugat na dating ginagamot.

Noong Hulyo 5, 2025, ang pasyente ay pormal nang inilipat sa Internal Medicine service para sa patuloy na pangangalaga mula sa mga multidisciplinary medical specialists. Ang lahat ng kinakailangang gamot at suplay na kritikal at mahalaga ay maayos na naibibigay sa pasyente mula nang siya ay mailipat sa Internal Medicine ward. Sa kasalukuyan, siya ay nananatiling naka-admit, may stable na vital signs, at nasa mabuting kalagayan. Ang komprehensibong pangangalaga ay patuloy na isinasagawa hanggang sa tuluyang makamit ang klinikal na paggaling.

Ang mga rekord at dokumento ng pasyente ay masusing nirepaso at ikinumpara sa mga pahayag na lumalaganap sa social media, at nakita ang malalaking pagkakaiba sa pagitan ng mga totoong pangyayari at sa mga ipinapahiwatig online.

Napag-alaman namin na maraming video at post ang kumakalat online na diumano’y nagpapakita na ang naturang pasyente ay humihingi ng pinansyal na tulong at nag-aakusa ng kapabayaan sa medikal na pangangalaga.

Naninindigan ang Pasay City General Hospital sa aming layunin: ang magbigay ng mahabagin, mahusay, at inklusibong serbisyo sa lahat.

Hinihikayat namin ang publiko na tiyaking totoo ang mga impormasyon sa pamamagitan ng pakikipag-ugnayan sa pamunuan ng ospital bago magbigay ng tiwala sa mga nilalaman sa social media. Ipinapaabot din namin sa aming mga pasyente—Pilipino man o dayuhan—na pinahahalagahan at pinangangalagaan namin ang kanilang tiwala nang walang kompromiso.

Bilang bahagi ng aming layunin na makapaghatid ng de-kalidad na serbisyong medikal, hinihikayat namin ang publiko na idulog ang anumang reklamo, isyu, o mungkahi direkta sa aming administratibong opisina. Bagamat madali at abot-kamay ang social media, ito ay hindi pamantayang plataporma ng komunikasyon at madalas ay nagiging sanhi ng maling impormasyon, pang-aabuso, at pagkaantala sa tamang aksyon at serbisyo.

A Blood Letting Activity of St. Francis of Assisi College-Bacoor Campus NSTP Class under Ms. Jennifer Pantoni Salinas in partnership with PCGH Medical Social Service and Laboratory-Blood Bank Section was held on April 12,2025.
The activity's goal is to convey to students the value of volunteering, donating, and saving lives through a priceless resource that cannot be generated. Despite their dread of the unknown, they stepped forward and donated blood and their act is admirable. Indeed, said event is a successful one.
As the recepient of such good deeds, the PCGH Community expresses gratitude to the Franciscan Community, Sir Alfred Orosco, and in particular to Ms Jen, SFAC NSTP coordinator.
