𝗟𝗧𝗢 𝗦𝗔 𝗠𝗚𝗔 𝗗𝗥𝗜𝗩𝗜𝗡𝗚 𝗦𝗖𝗛𝗢𝗢𝗟: 𝗕𝗔𝗪𝗔𝗟 𝗔𝗡𝗚 𝗢𝗩𝗘𝗥𝗣𝗥𝗜𝗖𝗜𝗡𝗚

NAGTAKDA na ang Land Transportation Office (LTO) ng pamantayang halaga ng sisingilin ng mga pribadong driving institution sa mga aplikante ng lisensya ng pagmamaneho.

Kasabay nito ang mahigpit na babala ni LTO Chief Jay Art Tugade na maaaring managot o mapagmulta ang ano mang driving school na maniningil ng labis o hindi makasusunod sa isinasaad ng pinagtibay na Memorandum Circular No. JMT-2023-2390 o "Omnibus Guidelines on the Accreditation, Supervision, and Control of Driving Institutions, and the Standardization of Driver and Conductor’s Education."

Magiging epektibo o iiral ang Memorandum Circular No. JMT-2023-2390 sa Abril 15.

Sa ilalim ng bagong pamantayan, ang pinapayagang pinakamataas na halaga na maaaring singilin ng mga pribadong driving institution para sa Theoretical Driving Course (TDC) ay hanggang P1,000.00.

Itinakda naman ang pinakamataas na halaga ng sisingilin sa sasalang sa Practical Driving Course (PDC) sa P2,500.00 para sa kukuha ng lisensyang may code A at A1; hanggang P4,000.00 para sa license codes B, B1, at B2; at P8,000.00 para sa mga heavy vehicle na may license code C o Carrier of Goods (Truck), D o (Passenger Vehicles (Bus), at CE o Articulated Vehicles.

May katapat na multang P50,000 at anim na buwang suspensyon ng akreditasyon ang mga driving school na sa unang pagkakataon ay hindi susunod sa maximum prescribed rates ng mga TDC at PDC; multang P100,000.00 at hanggang isang taong suspensyon para sa ikalawang beses na paglabag; at revocation o pagkansela na ng akreditasyon kung lalabag pa rin sa ikatlong pagkakataon.

"Ang mga bagong panuntunan na ito ay dumaan sa masusing pag-aaral ng technical working group at sumalang din sa serye ng mga konsultasyon sa lahat ng stakeholders," diin ni LTO Chief Tugade.

"Nabuo ang maximum prescribed rates na ito bilang tugon sa apela ng marami nating kababayan na umiiyak sa mataas na singilin pero maituturing din itong patas na hakbang para sa driving schools na namuhunan din," dagdag ng opisyal.

Samantala, nakasaad sa bagong panuntunan ang binawasang araw para makumpleto ang mandatory 15-hour na TDC. Mula sa dating tatlong araw, maaaring tapusin ng aplikanteng drayber ang kurso sa loob ng dalawang araw – pitong (7) oras sa unang araw at walong (8) oras sa susunod na araw – sa loob ng isang buwan.

Ang practical driving naman ay kailangang isagawa nang hindi bababa sa walong oras sa bawat license code na kukunin ng aplikante.

“PDC for light and heavy vehicles shall be conducted for at least TWO days while 8-hour PDC for motorcycles may be conducted in one day, provided that the student-driver has proven to have already acquired the knowledge based on the assessment by a practical driving instructor,” ayon pa sa memorandum circular.

Inoobliga na rin ang mga driving school na ipasok sa LTO system ang mga detalye ng bawat aplikante, gamit ang Land Transportation Management System (LTMS) Client ID upang matukoy ang totoong petsa ng pagsisimula ng TDC nito sa gitna ng isyu ng "non-appearance" ng ilang aplikante.

“Registration of his/her biometrics before and after every session for attendance purposes is required. The Driving Institution shall provide and maintain an attendance sheet to record the actual presence of the applicant during the conduct of the face-to-face TDC and written examination or validation,” ayon pa sa memorandum.

Matapos na makumpleto ang kurso at maipasa ang final exam sa TDC at ang 8-oras na PDC, bibigyan ng Certificate of Course Completion ang aplikante na real-time at electronically transmitted sa LTMS sa pamamagitan ng Driving Institution Portal.

Digitalization at paperless transactions, palalakasin ng LTO

PINAPAYAGAN na ng Land Transportation Office (LTO) na magamit bilang katibayan ng transaksyon sa ahensya ang mga Official Receipt (OR) na naka-imprenta sa ordinaryong bond paper.

Kaugnay ito ng pagpapalakas ng paperless transactions at digitalization sa lahat ng tanggapan ng LTO sa bansa.

Sa pamamagitan ng Memorandum na nilagdaan ni LTO Assistant Secretary Jose Arturo “Jay Art” Tugade, hindi na magbibigay ng Official Receipt (OR) na nakaimprenta sa espesyal na paper o security paper ang para sa mga transaksyon na idinaan sa Land Transportation Management System (LTMS), online man o over-the-counter.

“In view of LTO Memorandum Circular No. 2021-2295 dated 15 September 2021 which provides that the system shall generate electronic Official Receipt (eOR) for transactions processed using LTMS whether over-the-counter or online, this office has ceased issuing Official Receipts (ORs) printed on security paper for said LTMS transactions,” ayon sa Memorandum.

Inaatasan din ang lahat ng law enforcement officers (LEOs) na kilalanin o tanggapin ang Official Receipts na nakaimprenta sa ordinaryong bond paper.

Batay pa sa hiwalay na Memorandum ni Assistant Secretary Tugade, inaabisuhan ang mga law enforcer na huwag nang obligahing magprisinta ng Official Receipt (OR) ang mga mahuhuling motorista kung nakapagpakita na ng driver’s license nito.

“Considering that said OR is not required to be presented during apprehension, all LTO Law Enforcement Officers (LEOs) and deputized agents are proscribed from requesting the same when the driver’s license card has been presented,”ayon pa sa hiwalay na memorandum.

“We are using technology to avoid any more inconvenience to the motoring public but without sacrificing the efficient enforcement of traffic laws and regulations. We will still look at more effective ways on how our enforcers can do their jobs at protecting our motorists and at the same time maintain road safety,” pahayag ni LTO Chief Tugade.

Bagamat naka-imprenta sa bond paper ang mga Official Receipt (OR), nabatid naman mula kay Danilo Encela, hepe ng Operations Division ng LTO, na gumagamit pa rin sa ngayon ng security paper para sa pag-imprenta ng Certificate of Registration (CR) ng mga sasakyan.

NEWLY installed Land Transportation Office (LTO) Chief Assistant Secretary Jose Arturo M. Tugade today vowed to lead the LTO to even greater heights in the future, maximizing the use of the latest technology to be able to serve the motoring public, its prime customers, in the most effective and efficient manner.

The new LTO chief, known for his management and litigation skills, made the declaration during simple turnover rights held today at the LTO Central Office in Quezon City.

In his short message, LTO Chief Tugade first thanked President Ferdinand Marcos, Jr. for entrusting to him the LTO mantle of leadership. He also exhorted his co-workers in government to put sustained efforts that will deliver a greater customer experience to the people transacting daily at the LTO Central and the Regional and District offices nationwide.

He also vowed to put an end to corruption in the Agency, particularly in the processing of important documents such as motor vehicle registration and driver’s license applications, among others, through modern technology.

He likewise shared the dream of former LTO Chief Assistant Secretary Teofilo Guadiz III to rid the corrupt personnel that continuously erodes the public’s confidence in the Agency and continue to path towards complete digitalization.

“Through the power of digitalization as envisioned by Assistant Secretary Guadiz, we believe that the days of corruption in this Agency are numbered. I shall continue to tread the path laid down by Assistant Secretary Guadiz for a fully digitalized, transparent, and corrupt-free LTO of the future,” LTO Chief Tugade said.

Also, part of the priorities of the new LTO chief is to pursue and intensify the LTO’s campaign on road safety. The Department of Transportation, he said, has set in place a Philippine Road Safety Plan that calls for zero deaths in road accidents.

“I would like the LTO to pursue this same path espoused by outgoing LTO chief Guadiz. We need roads that are safe not only for motorists but also for pedestrians and the general public, especially our children,” said Tugade.

Guadiz, on the other hand, said he hopes the new LTO chief will continue his dreams and vision for the Agency during his stint. He made specific mention of ridding the Agency of corruption, putting up of LTO’s own IT system run solely by LTO IT experts for better transparency and more efficient vehicle and driver’s license registration, where customers can register their vehicles and apply for driver’s license online and make the LTO truly a world-class agency, and making LTO employees financially capable and independent through proper compensation.

“I pass on the dream of an LTO that takes care of its employees, an IT system that is responsive to the needs of the public and someday, we can say to everyone that I am LTO employee free from corruption. Mr. Assistant Secretary, I pass on that dream to you,” former LTO Chief Guadiz said.
