THE LOW PRESSURE AREA EAST OF AURORA HAS DEVELOPED INTO TROPICAL DEPRESSION AND MADE LANDFALL OVER CASIGURAN, AURORA

• Location of Center (10:00 AM)
The center of Tropical Depression ISANG was estimated based on all available data in the vicinity of Casiguran, Aurora (16.3°N, 122.1°E).
• Intensity
Maximum sustained winds of 55 km/h near the center, gustiness of up to 90 km/h, and central pressure of 1002 hPa
• Present Movement
Westward at 15 km/h
• Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 200 km from the center

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are also possible within any of the areas under Wind Signal No. 1.

The Southwest Monsoon slightly enhanced by ISANG will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Aurora (areas not under Wind Signal) Zambales, Bataan, Metro Manila, CALABARZON, MIMAROPA, Camarines Norte, Camarines Sur, Catanduanes, Burias Island, Western Visayas, Negros Island Region, Central Visayasa, Dinagat Islands, Southern Leyte, Surigao del Norte, and Camiguin.
• Tomorrow (23 August): Batanes, Cagayan, Ilocos Region, Cordillera Administrative Region, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Metro Manila, Cavite, Rizal, Palawan, Occidental Mindoro, Romblon, Burias Island, Camarines Sur.

• Up to 3.0 m: The seaboards of Batanes and Cagayan.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Isabela, Ilocos Norte, and Ilocos Sur.
• Up to 2.0 m: The seaboard of Aurora and Zambales; the western seaboards of Bataan and Lubang Island.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK
• Tropical Depression ISANG will move generally westward during the forecast period. On the track forecast, it will traverse Northern Luzon in the next 12 hours, emerge over the West Philippine Sea tonight, and eventually exit the Philippine Area of Responsibility tomorrow (23 August) morning or afternoon.
• ISANG is forecast to intensify into a tropical storm tomorrow morning and may reach severe tropical storm category while approach the waters south of Hainan, China. However, intensification into a tropical storm at a much earlier time (e.g., several hours after emerging over the West Philippine Sea) is not ruled out.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. “GORIO” SLIGHTLY INTENSIFIES AS IT BEGINS TO APPROACH THE EASTERN COAST OF SOUTHERN TAIWAN.

Location of Center (4:00 AM)

The center of the eye of Typhoon GORIO was estimated based on all available data at 165 km Northeast of Itbayat, Batanes (21.9°N, 122.9°E).

Maximum sustained winds of 140 km/h near the center, gustiness of up to 170 km/h, and central pressure of 965 hPa

“GORIO” MAINTAINS ITS STRENGTH AS IT MOVES WEST NORTHWESTWARD OVER THE PAST SIX HOURS.

• Location of Center (4:00 PM)
The center of Typhoon GORIO was estimated based on all available data at 440 km East of Itbayat, Batanes (21.5°N, 126.0°E).

• Intensity
Maximum sustained winds of 120 km/h near the center, gustiness of up to 150 km/h, and central pressure of 975 hPa

• Present Movement
West northwestward at 25 km/h

• Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 400 km from the center

➣ Heavy Rainfall Outlook

Refer to Weather Advisory No. 2 issued at 5:00 PM today for the heavy rainfall outlook due to TC GORIO.

➣ Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are also possible within any of the areas under Wind Signal No. 1.

Based on the current forecast scenario, the highest possible Wind Signal that may be hoisted is Wind Signal No. 2 in Batanes. Furthermore, should there be a southward shift in the track forecast and changes in radius, the expansion of areas under Wind Signals is possible.

The enhanced Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):

• Today: Babuyan Islands and the northern portion of mainland Cagayan.
• Tomorrow (13 August): Babuyan Islands, the northern portion of mainland Cagayan, the eastern portion of Isabela, and the northern portion of Ilocos Norte.

➣ Coastal Inundation

While no storm surge warning is hoisted, there may be an increased potential for coastal flooding due to high waves near the coast, especially if the track forecast shifts further south.

HAZARDS AFFECTING COASTAL WATERS

A Gale Warning is in effect over the seaboard of Extreme Northern Luzon. Refer to Gale Warning No. 1 issued at 5:00 PM today.

➣ 24-Hour Sea Condition Outlook

Up to very rough seas over the following coastal waters:
• Up to 9.0 m: The seaboards of Batanes
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

Up to rough seas over the following coastal waters:
• Up to 3.5 m: The northern and eastern seaboards of Babuyan Islands
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of Babuyan Islands; the northeastern seaboard of mainland Cagayan
• Up to 2.0 m: The remaining seaboards of mainland Cagayan; the seaboard of Isabela; the northeastern seaboard of Aurora
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• GORIO is forecast to move generally westward for the next 12 hours then turn west northwestward for the entirety of the forecast period. On the track forecast, GORIO may make landfall over the eastern coast of southern Taiwan tomorrow (13 August) morning or afternoon and exit the Philippine Area of Responsibility (PAR) by tomorrow afternoon or evening.
• GORIO is forecast to intensify prior to its landfall to Taiwan before weakening throughout the remainder of the forecast period.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
