Ang Department of Health (DOH) ay makakasigurong magkakaroon ng sapat na serbisyong pangkalusugan sa 2025 kahit na walang subsidiyang alokasyon mula sa gobyerno ang PhilHealth sa pamamagitan ng paggamit ng kasalukuyang pondo at reserba ng PhilHealth. Ang P284 bilyong operating budget ng PhilHealth, na may P150 bilyong surplus mula 2024, ay sapat para sa mga benepisyo, ayon kay DOH Secretary Teodoro Herbosa.
