Building a healthier Philippines, one lab at a time!

On October 2, the Department of Health – Office for Health Laboratories unveiled the National Framework of the Philippine Health Laboratory System (PHLS) and the National Laboratory Strategic Plan 2025-2030. This landmark program strengthens laboratory networks, boosts workforce capacity, and ensures quality, safe, and timely results—directly benefiting the health and well-being of every Filipino.

The event also honored development partners with plaques of recognition, celebrating their continuous support in building a resilient and world-class laboratory system. With panel discussions, strategic presentations, and collaborative sessions, the journey toward excellence in Philippine laboratory services is officially underway!

The Health Facility Development Cluster (HFDC) conducted an online Cascading of Health Facility Advisories, Modules, and Other Policies (CHAMP) last December 22, 2025 for all government hospitals and infirmaries.

The activity was conducted pursuant to Department Memorandum (DM) No. 2025-0268, Implementation of the 2025 Health Facility Profiling System (HFP System) in all government and private hospitals, infirmaries, and primary care facilities nationwide. The session served as a follow-through activity to the online orientation held on September 25, 2025, in line with compliance to the required submissions.

The CHAMP aimed to provide updates and detailed instructions on the accomplishment of the HFP System modules for Calendar Year 2025, including guidance on the submission of the Integrated Hospital Operations and Management Program Self-Assessment Tool (IHOMP SAT), other HFDB self-assessment tools, and related program requirements.

The DOH–HFDB, together with the Central Luzon HFDC and validators from JRMMC–Dermatology, conducted monitoring and mentoring visits to two DOH hospitals in Central Luzon as part of the Specialty Centers multisite initiative.

Visits were held at PJGMRMC (ACSC) last Sept. 30–Oct. 1 and at JBLMGH (BCSC) on Nov. 17 to assess their Dermatology services in line with the Regional Specialty Centers Act (RA 11959).

The team reviewed documents, service capabilities, equipment, and facility conditions, and met with hospital leaders and staff to discuss workflows, challenges, and improvement areas. JRMMC also shared technical guidance as the National Specialty Center for Dermatology.

These activities strengthen inter-facility collaboration, support capability development, and help ensure quality and accessible dermatologic care across the region.

From November 25–28, HFDB, together with representatives from various CHDs—including HFDU Central Luzon—participated in the face-to-face consultative workshop held at Thunderbird Resort, La Union. Regions presented their 2025 Performance Reports, followed by HFDB divisions outlining program directions and priority activities for 2026.

The workshop provided a clearer understanding of regional performance, showcasing strong practices while identifying areas needing improvement. Peer sharing highlighted key factors that influence successful implementation—such as organizational capacity, resource availability, and effective management processes.

Review of FY 2025 accomplishments also revealed regional performance trends, including CHDs requiring additional support. Central Luzon CHD notably achieved a 100% obligation rate under the HFPPD fund.

Discussions on common operational gaps emphasized recurring challenges that require strengthened support systems. The strategic direction-setting led by HFDB guided regions in aligning their plans with national UHC goals, identifying priority gaps, and reinforcing the need for continuous capacity-building to ensure optimal use of resources.

DOH Region III Strengthens Laboratory Safety!

In partnership with RITM-Biorisk Management Office, DOH Region III- Regional Health Laboratory Network successfully conducted its inaugural Biosafety, Biosecurity, and Biorisk Management Training on October 28–31 at Belajandro Hotel, Angeles City. 66 laboratory professionals from government hospitals, RHUs, and private labs gained hands-on skills in PPE use, risk assessment, and spill management.

💡 Why it matters:

For laboratories: Safer, more efficient operations with stronger biosafety and biorisk systems.

For health personnel: Enhanced skills, CPD units earned, and readiness to safely handle infectious materials.

For communities: Faster and safer disease detection and response, ensuring healthier environments.

This initiative is aligned with DOH Administrative Orders 2021-0037, 2023-0018, and 2025-0007, strengthening a policy-aligned, resilient laboratory network across Region III.
