ENAC Health Project

ENAC Health Project ENAC is a collaborative project of the Philippine NGO Support Program, Inc.

(PHANSuP), Merck Sharp and Dohme Corporation (MSD) and the Provincial Government of La Union (PGLU) to support and nurture community-owned and-driven health initiatives. The ENAC (Enhancing Access to Health Resources) Project has two project components: health and development education (HDE); and community health systems (CHS) development. On one hand, the HDE component focuses on improving the

knowledge, attitude, skills and practice or behavior of target individuals. It has three learning areas: primary health care, water and sanitation, and social enterprise development. On the other hand, the CHS component focuses on the development of a community support system that is not solely reliant on the government but on the involvement and engagement of all community residents and other stakeholders as well. It endeavors to create a support mechanism closely linked with the available structures at the barangay and even at the municipal levels but with strong community involvement and engagement.

In the United States, more than 160,000 people are living with HIV but haven’t yet been diagnosed, according to government estimates. Some of them cannot or don’t want to visit a health care facility to perform a HIV test.
It is now possible to self-administer a diagnosis test, thanks to home tests sold online or at authorised retailers. A drop of blood or oral fluid and a few minutes will be enough to know if the user is HIV-positive. The latest tests are 90% reliable.

PHANSUP, a national NGO focused on development entrepreneurship, envisions healthy, self-reliant and vibrant communities. It engages individuals, groups and organizations in co-creating lasting, people-centered solutions to address health and development disparities and inequities. Since 1993, it has partnered with about a hundred civil society, academe, business and government organizations in implementing various initiatives in different parts of the country aimed at improving health and development outcomes through behavior change communication and, starting in 2010, through social health enterprise development.

As it intensifies its current initiatives to cover more areas particularly those affected by recent disasters, PHANSUP is in need of an:

Operations Director

He/she shall lead and manage the organization’s programs and projects to ensure the availability and optimal use of resources towards the timely delivery of planned results. He/she is a strategic thinker but with an eye for details, process-oriented yet results-driven, and a team player. He has a good understanding of health and development issues as they affect marginalized groups, and with a good network of contacts in the health and development sector.

Minimum Qualifications:

1. At least 3 years supervisory/managerial experience in community development particularly in the fields of health and welfare, water and sanitation, and shelter.
2. A bachelor’s degree in health and social sciences, engineering or any related field of study; a master’s degree in entrepreneurship or management is an advantage.
3. Has a demonstrated experience in social innovation and enterprise development, project implementation and M&E, and partnership building and resource mobilization.

The position offers an opportunity to make a difference in the lives of people in difficult circumstances; to meet and work with development professionals locally and abroad; and, to some extent, represent PHANSUP in national and international learning events.
