⚠️ ROAD ADVISORY ⚠️

DPWH Regional Office 1 Situational Report re: Severe Tropical Storm Neneng as of October 16, 2022, 7:00 A.M.

DPWH Region I Ilocos Norte First DEO

The Manila North Road, Kilometer 578+800, Sitio Banquero, and Pancian bridge,
K580+291 at Barangay Pancian, Pagudpud, Ilocos Norte is TEMPORARY CLOSED due to the adverse effects of STS "Neneng" (heavy rainfall and landslide).

DPWH Team monitoring the area. Clearing of landslides will resume if deemed safe to operate.

ALTERNATE ROUTE FOR ALL TYPES OF VEHICLES via IlocosSur-Abra-Kalinga-
Tuguegarao Road & vice versa (National Road).

Take Manila North Road (MNR), Ilocos Sur-Abra Road Junction Narvacan Ilocos Sur-Bangued, Abra Section then Abra-Kalinga Road (Bangued-Tayum-Lagangilang-Licuan Baay-Balbalan Section) then Kalinga-Abra Road (Balbalan-Pasil-Tabuk Section) and then Junction Kalinga-Tuguegarao Road.

OTHER POSSIBLE ALTERNATE ROUTE from Ilocos Norte to Region 2 via Ilocos Norte-Apayao Road & vice-versa:

For 4x4 vehicles only (hardly passable for 4x2 vehicles)
1.) Tuguegarao via Conner Apayao road- Kabugao, Apayao-Calanasan, Apayao -Solsona Ilocos Norte.
2.) Claveria, Cagayan-Calanasan Junction Namaltugan going left to Kabugao Apayao, going right to Solsona Ilocos Norte (one lane passable- due to ongoing project).

NOTE: Need to pass Three (3) Rivers
passable with caution.

Motorists are advised to take safety precaution while travelling the alternate route.

Procuring Entities (PEs) may now directly purchase subscriptions for (i) electronic publications, references, and journals; (ii) computer software and applications such as video conferencing applications, computer-aided design and drafting applications, office productivity tools, and system protection software; (iii) web-based services such as news and social media monitoring tools; and (iv) off-the-shelf information systems when no local provider is available or cannot comply with its requirements.

For the direct purchase of online subscriptions, PEs can already use the credit card as a mode of payment supported by a certification from the Head of the Procuring Entity (HoPE) of his/her duly authorized representative that it is the more expeditious and inexpensive mode of payment.

PEs can directly purchase online subscriptions with an Approved Budget for the Contract (ABC) of up to One Million Pesos (PhP1,000,000). However, if the needed online subscription would require an ABC beyond One Million Pesos (PhP1,000,000), PEs may increase the ABC not to exceed Five Million Pesos (PhP5,000,000) and subject to the approval of the HoPE.
