PRO 8 Secures Suspected Illegal Substance Turned Over by Local Fisherman in Eastern Samar

CAMP KANGLEON, PALO, LEYTE— The Police Regional Office 8, under the leadership of PBGEN JASON L CAPOY, acted swiftly following the turnover of a suspected illegal substance by a vigilant local resident in Brgy. Carmen, Hernani, Eastern Samar on August 14, 2025.

Initial police reports revealed that at about 12:10 PM, the reporting person, a 52-year-old fisherman and resident of Brgy. Carmen, personally reported to the Hernani Municipal Police Station (MPS) to hand over the items he had accidentally discovered earlier while fishing along the coastal area at around 11:45 AM.

Hernani MPS personnel, coordinating closely with barangay officials, secured six (6) packs of the suspected illegal substance, with an estimated total weight of 5.4 kilograms. The items are now set to undergo chemical analysis at the Crime Laboratory.

PBGEN CAPOY highlighted the incident as a clear example of how police-community coordination can effectively prevent illegal drugs from reaching local communities.
“Through timely reporting and cooperation between residents and our police personnel, we can intercept dangerous substances before they pose a threat to our people,” he said.

PRO 8 continues to encourage residents to remain vigilant and promptly report any suspicious items or activities to the nearest police station, reinforcing the shared commitment to peace, order, and public safety in Eastern Visayas.

PRO 8 Facilitates Surrender of Three CTG Members in Samar and Northern Samar, Fi****ms Recovered

CAMP KANGLEON, PALO LEYTE – In a significant stride for peace and order across Eastern Visayas, the Police Regional Office 8 under the leadership of PBGEN JASON L CAPOY, successfully facilitated the surrender of three members of the Communist Terrorist Group (CTG) in Samar and Northern Samar on August 12, 2025.

The joint elements of the 2nd Samar Provincial Mobile Force Company, together with the Regional Intelligence Unit 8 and the 802nd Maneuver Company, Regional Mobile Force Battalion 8, facilitated the surrender of alias “Ben,” a 55-year-old married farmer and resident of Paranas, Samar, and a former CTG member of the NPA in a barrio under YAKAL PLTN, SRC BROWSER, EVRPC.

Meanwhile, two CTG members from Northern Samar chose to abandon the armed struggle and surrendered to authorities. The surenderer was a former member of SDG, FC1 SRC EMPORIUM operating in the area of 1st and 2nd district, Province of Northern Samar, and identified as alias “Boyit,” a 22-year-old male farmer and resident of Catarman, Northern Samar, who surrendered one (1) unit of caliber .38 ARMSCOR SPI 202 with a defaced serial number and without ammunition; and alias “Jojo,” a 36-year-old male farmer and resident of San Isidro, Northern Samar, who surrendered one (1) unit Smith & Wesson caliber .38 revolver with a defaced serial number and two (2) rounds of live ammunition. The surenderer was a former member of SRGU, SRC, EMPORIUM, EVRPC from year 2014 to 2021, NPSR.

The elements of the 1st Northern Samar Provincial Mobile Force Company, together with the Catarman Municipal Police Station, successfully facilitated the surrender of alias “Boyit,” while the joint personnel led by the 804th Maneuver Company, RMFB 8, successfully negotiated the surrender of alias “Jojo.”

PBGEN CAPOY commended the continued efforts of the PRO 8 personnel in paving the way for CTG members who want to return to the government. “The decision of these former rebels to lay down their arms and return to the fold of the law reflects their trust in the government’s peace and development programs. By surrendering their fi****ms, they have not only abandoned the path of violence but also embraced the opportunity to help build safer and stronger communities in Samar and Northern Samar.”

The CTG surrenderers are now under the custody of the 2nd Samar PMFC, 1st Northern Samar Provincial Mobile Force Company, and 804th MC, RMFB 8, respectively, for processing and assessment of their possible enrollment in the government’s E-CLIP.

Swift PRO 8 Response Secures Immediate Surrender in Pambujan Stabbing

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8, under the leadership of PBGEN JASON L CAPOY, lauded the prompt response of Pambujan Municipal Police Station (MPS) operatives that led to the swift surrender of a suspect involved in a stabbing incident in Brgy. Camparanga, Pambujan, Northern Samar, on the afternoon of August 13, 2025.

“This is how we want our police to act, fast, decisive, and working hand in hand with the community. Swift responses like this not only resolve cases quickly but also prevent further harm and build public trust in law enforcement,” PBGEN CAPOY said.

Based on the initial investigation, at about 4:30 PM, the victim, alias “Leo,” 46, a farmer from Brgy. 8, Pambujan, was sitting at the front door of a house having a drinking session with a friend when the suspect, alias “Bob,” 37, also a farmer from the same barangay, suddenly arrived armed with a short-bladed weapon. Without apparent reason, the suspect stabbed the victim. The victim was immediately brought to St. Scholastica Hospital for medical treatment.

Upon receiving the report, Pambujan MPS personnel quickly proceeded to the scene to secure the area and gather initial information. A hot pursuit operation was immediately launched to locate and apprehend the suspect, who fled after the incident.

The relentless police follow-up and close coordination with local officials paid off when, at about 7:50 PM the same day, the suspect voluntarily surrendered to Pambujan MPS. He was accompanied by a barangay councilor and was reportedly under the influence of alcohol during the attack.

The suspect is now under police custody for proper disposition, while investigation continues to determine the motive for the assault.

EV Cops Arrest 11 Drug Suspects in One-Day Anti-Drug Operations

CAMP KANGLEON, PALO, LEYTE – In its relentless commitment to the fight against illegal drugs, the Police Regional Office 8 (PRO-8), under the leadership of PBGEN JASON L CAPOY, successfully carried out a series of buy-bust operations across Eastern Visayas on August 11, 2025, resulting in the arrest of two High-Value Individuals (HVIs) and nine Street Level Individuals (SLIs), and the seizure of approximately 13.65 grams of suspected shabu.

A total of nine operations were conducted by operatives from the Palo Municipal Police Station (MPS); Carigara MPS; Villaba MPS; Mayorga MPS; Catbalogan City Police Station (CPS); Provincial Drug Enforcement Unit, Samar Police Provincial Office (PDEU, SPPO); Sta. Rita MPS; Police Station 2, Tacloban City Police Office (PS2, TCPO); Police Station 6, Ormoc City Police Office (PS6, OCPO); Ormoc City Drug Enforcement Unit; OCPO–Criminal Investigation Unit; Ormoc City Police Station 3; Ormoc City Police Station 5; and the City Intelligence Team, Regional Intelligence Unit 8 (CIT, RIU-8), in close coordination with the Philippine Drug Enforcement Agency (PDEA) Region 8.

Among the notable operations was a buy-bust in Brgy. 44 Quarry, Tacloban City, where operatives seized 5 grams of suspected shabu and apprehended two SLIs, both residents of the city. Another significant operation in Brgy. A. Bonifacio, Mayorga, Leyte, led to the arrest of a 33-year-old SLI from Brgy. Buracan, La Paz, Leyte, and the confiscation of 3.133 grams of suspected shabu.

Two more HVIs were arrested in separate sting operations—one in Brgy. Mercedes, Catbalogan City, Samar, and another in Sitio Tzu Chi, Brgy. Liloan, Ormoc City.

PBGEN CAPOY lauded the efforts of the operating units for their swift and coordinated actions, as well as the support of the community in providing information that led to these arrests.

“The relentless fight against illegal drugs is a shared responsibility. Through the dedication of our police units and the support of partners such as PDEA, we are sending a clear message that illegal drug activities have no place in Eastern Visayas,” he said.

All arrested suspects are now under police custody and face charges for violation of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002. The confiscated drugs will be submitted to the Regional Forensic Unit 8 for laboratory examination.

PRO 8 Apprehends Two Most Wanted, Eight Other Wanted Suspects in One-Day Regionwide Ops

CAMP KANGLEON, PALO, LEYTE - Demonstrating its relentless campaign against criminality, the Police Regional Office 8, led by PBGEN JASON L CAPOY, scored a significant breakthrough with the arrest of two Most Wanted Persons (MWPs) and eight other wanted individuals in coordinated operations across Eastern Visayas on August 11, 2025.

Among the key accomplishments was the arrest of alias “Roy,” 20, ranked No. 3 Most Wanted Person (MWP) in the province of Northern Samar. He was apprehended in Brgy. Sta. Clara, Bobon, by joint elements of the Bobon Municipal Police Station and the Provincial Intelligence Unit. The operation was carried out by virtue of a court-issued warrant of arrest for robbery and two counts of r**e, with a recommended bail of Php72,000.00.

In a separate operation, alias “Mae,” 24, ranked No. 5 MWP in Leyte, was arrested in Brgy. Cogon, Ormoc City, by joint operatives of Police Station 1, Ormoc City Police Office (PS1, OCPO), the City Intelligence Unit (CIU), and San Isidro Municipal Police Station. She was arrested by virtue of a warrant of arrest for 46 counts of qualified theft, with a recommended bail of Php1,156,000.00.

Meanwhile, the Leyte Police Provincial Office reported the arrest of six wanted persons for various offenses, including violation of RA 7610 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act), violation of Section 77 of PD 705 (Revised Forestry Code of the Philippines), violation of PD 449 (Cockfighting Law of 1974), and robbery with force upon things. In Eastern Samar Police Provincial Office, operatives arrested a suspect for violation of RA 9995 (Anti-Photo and Video Voyeurism Act of 2009), while the Tacloban City Police Office apprehended a wanted individual for qualified theft.

PBGEN CAPOY commended the police units for their outstanding performance, noting that the success of the operations reflects the diligence and coordination of the personnel involved. “The swift and well-coordinated actions of our team demonstrate our firm dedication to justice and the protection of our communities. These arrests send a strong message that offenders will be held accountable, regardless of the time it takes,” he said.

All arrested individuals are now under police custody for proper legal disposition.

PNP NASAGIP ANG NAWAWALANG 14-ANYOS NA TSINO SA PARAÑAQUE

Sa isang mabilis at maingat na operasyon, matagumpay na natunton at nasagip ng Philippine National Police Anti-Kidnapping Group (PNP-AKG), katuwang ang Armed Forces of the Philippines at National Capital Region Police Office (NCRPO), ang nawawalang 14-anyos na Chinese national na natagpuan sa Macapagal Avenue, Parañaque City noong gabi ng Pebrero 25, 2025.

Agad na naibalik ang menor de edad sa kanyang ama at dinala sa pinakamalapit na hospital para sa medical examination upang matiyak ang kanyang kalagayan.

Pinuri ni PNP Chief, Police General Rommel Francisco Marbil, ang mabilis at epektibong aksyon ng mga operatiba, na patunay ng dedikasyon ng PNP sa seguridad at kapayapaan.

"Ang pagsagip na ito ay patunay ng ating matibay na paninindigan sa proteksyon ng lahat ng mamamayan sa ating bansa. Hindi natin hahayaang mamayani ang takot sa ating mga komunidad," pahayag ni PGen. Marbil.

Binigyang-diin din ng mga awtoridad na walang ransom na ibinayad sa insidenteng ito, na nagpapakita ng matatag na paninindigan ng PNP laban sa anumang uri ng pananamantala at ilegal na gawain.

Dagdag pa ni PGen. Marbil, “Patuloy nating paiigtingin ang ating intelligence-gathering at operasyon upang maiwasan ang ganitong mga insidente. Ang kaligtasan ng lahat—Pilipino man o dayuhan—ang ating pangunahing prayoridad.”

Ang matagumpay na operasyong ito ay alinsunod sa mas pinaigting na kampanya ng pamahalaan sa ilalim ng pamumuno ni Pangulong Ferdinand R. Marcos Jr. upang mapanatili ang kapayapaan at kaayusan sa buong bansa.

Patuloy ang imbestigasyon upang malaman ang buong detalye ng insidente at matukoy ang mga nasa likod nito. Hinihikayat ng PNP ang publiko na manatiling mapagmatyag at agad iulat sa mga awtoridad ang anumang kahina-hinalang aktibidad.
