President Marcos has declared July 17 to 23 of every year as โNational Disability Rights Weekโ to ensure full and equal enjoyment of all human rights and freedoms by persons with disabilities.
A two-page document of Proclamation No. 597 was signed by Executive Secretary Lucas Bersamin on June 13, reaffirming the government's commitment to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
In his proclamation, President Marcos emphasized the Philippines' dedication to the UNCRPD's goal of promoting, protecting, and ensuring the rights and dignity of persons with disabilities. To align with this commitment, he repealed Proclamations No. 1870 and 361, which had previously designated the third week of July as โNational Disability Prevention and Rehabilitation (NDPR) Weekโ and July 23 as its culmination.
The Department of Social Welfare and Development (DSWD), through the National Council on Disability Affairs (NCDA), is tasked with leading and coordinating โNational Disability Rights Week.โ The NCDA will identify relevant programs, activities, and projects for the celebration.
All government agencies, government-owned or -controlled corporations (GOCCs), state universities and colleges (SUCs), local government units (LGUs), non-government organizations (NGOs), and the private sector are encouraged to observe and participate in the celebration.
