On March 31, 2026, Councilor Doc Clifford Tito, O.D., Committee Chairperson, presided over a productive session of the Committee of the Whole at the SB Function Hall in Solano, Nueva Vizcaya.

The Committee of the Whole, spearheaded by the Committee on Finance, Appropriation, and Budget centered on the review of the proposed Revenue Code of 2026.

The Committee on Health and Sanitation also moved forward with the review of two proposed ordinances. The Smoking and Va**ng Ordinance (authored by PPSK Isaac Divina) and the Anti-Spitting of Momma Ordinance (authored by Councilor Dave Santos) were discussed with an emphasis on balancing traditional practices with modern public health standards.

The proceedings mark a significant step in the council's 2026 legislative agenda to improve both fiscal transparency and community hygiene.

Solano Council Advances "Safe Spaces" Ordinance to First Reading

In a significant move toward enhancing public safety and gender equality, the Sangguniang Bayan has officially passed on first reading an ordinance aimed at eliminating gender-based sexual harassment in public areas.

Authored by Councilor Edwin Clifford F. Tito, O.D. with the , the proposed legislation seeks to declare all streets and public spaces within the Municipality of Solano as "Safe Spaces for All." The ordinance establishes a strict legal framework prohibiting acts such as catcalling, wolf-whistling, sexist remarks, and other forms of gender-based harassment.

Recognizing the crucial role of collective leadership, Councilor Tito extends his sincere appreciation for the full support of Vice Mayor EduardoDL. Tiongson and the entire 12th Sangguniang Bayan of Solano for their commitment to advancing this essential community safety initiative.
