A training program titled “𝗥𝗼𝗹𝗹𝗼𝘂𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝘁𝗵𝗲 𝗨𝘀𝗲 𝗼𝗳 𝗖𝗼𝘂𝗻𝘀𝗲𝗹𝗶𝗻𝗴 𝗶𝗻 𝘁𝗵𝗲 𝟰𝗣𝘀 𝗖𝗼𝗻𝘁𝗲𝘅𝘁” was conducted last September 3, 2025 at the Golden Berries Hotel, Tabuk City, Kalinga through the Regional Director Lucia Suyu-Alan, RSW together with its Training Specialist II Glynish L. Macapia and the training team.

The event was able to cater 61 city and municipal links who are non-Social Workers. As a member of the DSWD Social Welfare Development Learning Network (SWD LNet), the Oasis Psychological Testing and Counseling Center’s Agency Head and Clinical Psychologist, Perpetua I. Tobias, RPsy, CSCLP, CSAP, served as a resource speaker and discussed the event’s third session entitled “𝘽𝙖𝙨𝙞𝙘 𝙋𝙧𝙞𝙣𝙘𝙞𝙥𝙡𝙚𝙨 𝙤𝙛 𝘾𝙤𝙪𝙣𝙨𝙚𝙡𝙞𝙣𝙜” aimed at equipping the participants with fundamental counseling skills to better support cities and municipal links within Region 2 and the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.

This is a great event to further improve the awareness and understanding of our workers to better the lives of the families/clients with their assistance and support.

In celebration of the 𝟮𝟬𝟮𝟱 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝘀𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗥𝗶𝗴𝗵𝘁𝘀 𝗪𝗲𝗲𝗸 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝘁𝗵𝗲𝗺𝗲 "𝙄𝙣𝙣𝙤𝙫𝙖𝙩𝙞𝙤𝙣 𝙛𝙤𝙧 𝙄𝙣𝙘𝙡𝙪𝙨𝙞𝙤𝙣: 𝘽𝙪𝙞𝙡𝙙𝙞𝙣𝙜 𝙄𝙣𝙘𝙡𝙪𝙨𝙞𝙫𝙚 𝘾𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙞𝙚𝙨 𝙏𝙤𝙜𝙚𝙩𝙝𝙚𝙧", the LGU of Santo Niño, Cagayan, through the leadership of Local Chief Executive Mayor Andrew Vincent R. Pagurayan, together with its MSWDO, Mr. Rommel M. Tejada, spearheaded a tailored-fit project for the welfare of children with special needs.

The Training cm Orientation for Parents and SNED Teachers on Behavioral Management of Learners with Disabilities was conducted on July 31, 2025, 8:00 to 10:00 AM, at the Audio Visual Building, Santo Niño Central School. Simultaneously held a PWD Got Talent and Huwarang Pamilya nang PWD at San Manuel Gymnasium.

Ms. Jinky P. Nogueras, CHRA, AA III, of the said office, presented "Understanding the Stages of Development". Oasis Psychological Testing and Counseling Center Agency Head and Clinical Psychologist, Perpetua I. Tobias, RPsy, CSCLP, CSAP, served as a resource speaker and discussed "Strategies for Managing Challenging Behaviors and Promoting Positive Social Interactions", aimed at equipping attendees with practical tools to better support learners with disabilities in both school and home settings.

The day ended with a great understanding among stakeholders as well gained valuable insights on how the community, working together, can do more for the welfare of children with special needs.

“𝙋𝙖𝙢𝙞𝙡𝙮𝙖 𝙈𝙖𝙝𝙖𝙡𝙖𝙜𝙖, 𝙎𝙤𝙡𝙤 𝙋𝙖𝙧𝙚𝙣𝙩 𝘼𝙖𝙡𝙖𝙡𝙖𝙮𝙖𝙣 𝙠𝙖”

A Mental Health and Well-being Activity for Solo Parents was held on July 10, 2025 at Amulung Municipal Gymnasium. The event engaged a total of 190 solo parents from 47 barangays of the municipality. This program was initiated by Oasis Psychological Testing and Counseling Center headed by its agency head, Mrs. Perpetua I. Tobias, clinical psychologist, together with the psychology interns from Cagayan State University - Carig Campus and Isabela State University - Cabagan Campus

We are very grateful to the Local Chief Executive, Hon. Elpidio R. Rendon, as well as the MSWDO, Mrs. Myrna N. Matias for allowing the program to be conducted at their headquarters.

The outreach featured lectures on R.A. 8972 (Solo Parents Welfare Act of 2000) and R.A. 11861 (Expanded Solo Parents Welfare Act)—reminding participants that they are not just recipients of aid, but vital partners of the government. The discussion also included the Mental Health Law (R.A. 11036), which ensures that basic health services—including mental health and psychosocial support—are accessible even at the community and barangay levels, reaching vulnerable populations such as Solo Parents. These discussions emphasized the importance of emotional resilience in navigating the unique challenges of solo parenthood.

Today, February 17, 2025, the Psychology and Sciences Department of the School of Education, Criminology, Arts, and Psychology (SECAP) invited OASIS Psychological Testing and Counseling Center, represented by our clinical psychologist and administrator, Perpetua I. Tobias, to participate as a feedback contributor during the Professional Internship Culminating Experience Program. As one of the partner agencies of the University for the internship of the Psychology students, it was an honor to attend this Exit Conference, sharing insights and experiences we had with the students. We are confident that the insights shared by various advisors will bear fruit and have a lasting impact on the future endeavors of the interns. We hope that this feedback will guide their growth and development in their future careers.
