I. The CVHRDC

The Cagayan Valley Health Research and Development Consortium (CVHRDC) was established in response to persistent clamors of the people of Region 02 to localize solutions to health problems, through Research and Development. This proposal was based on experiences of local Health researchers who

have been encountering difficulty in accessing financial and technical assistance from the Philippine National Health Research System (PNHRS) through the Northern Luzon Cluster Health R & D consortium, Thus in 2005 Government and Non Government Agencies and Organizations met and established the CVHRDC through a memorandum of Agreement (MOA) signed and notarized September 08, 2006. Initially, as provided in the MOA, the objective were the following:



General Objective


CVHRDC shall facilitate productive scientific endeavors and maximum interaction between and among member institutions through cooperation and sharing of resources, in Biochemical, Pharmaceutical, Food safety and Nutrition R & D and Health Service Delivery. Identify research opportunities and research priorities and conduct researches to develop technologies and appropriate solutions to health problems, in the region.
2. Strengthen S & T and R & D services for Health in the Region, through evidence-based policies and support system.
3. Establish networking system for the efficient use of R & D facilities, personnel and resources, for effective collaboration.

In a continuing effort to strengthen the health research information ecosystem in the Philippines, the Cagayan Valley Health Research and Development Consortium (CVHRDC), in collaboration with the Philippine Council for Health Research and Development (DOST-PCHRD), conducted a Health Research and Development Information Network (HERDIN) Orientation today via Zoom.

HERDIN serves as the national health research information management system and is the official repository of health research in the country. Managed by DOST-PCHRD, the platform provides a centralized and accessible database for collecting, organizing, and disseminating health research outputs. It plays a vital role in promoting evidence-based policymaking, fostering research collaboration, and supporting national development goals in the health sector.

The orientation aimed to familiarize participants with the HERDIN platform and its features, demonstrate how to register and upload research outputs, highlight the importance of open access to health research, and encourage institutions to become active HERDIN partners.

Attended by over 100 participants from various consortium member institutions, offered more than just technical know-how—it empowered them to amplify the reach and relevance of their research. By contributing to HERDIN, researchers from the Cagayan Valley region can ensure that their work becomes part of the national health knowledge base, accessible to policymakers, institutions, and fellow researchers across the country and beyond. This increased visibility not only validates their efforts but also opens doors to collaboration, funding opportunities, and policy influence.

Researchers, health professionals, academic institutions, and research staff across the region are encouraged to leverage HERDIN as a tool for greater visibility and impact of their work.

The initiative reflects CVHRDC’s and DOST-PCHRD’s shared vision of enhancing transparency, accessibility, and the practical use of locally generated health research to shape more responsive health policies and programs.

In response to the growing influence of artificial intelligence in scientific inquiry, the Cagayan Valley Health Research and Development Consortium (CVHRDC) through the Department of Science and Technology Region 02 (DOST-02), in collaboration with Isabela State University-Ilagan Campus, successfully conducted a webinar titled "Responsible Use of Generative AIs in Health Research" via Zoom and FB live.

The virtual event attracted over 450 participants from academic institutions, government agencies, hospitals and health research communities across Region II. It aimed to explore both the promise and the risks of using generative AI in healthcare-related research.
In her keynote message, Dr. Virginia G. Bilgera, Regional Director of DOST-02 and Chairperson of CVHRDC, underscored the dual responsibility of innovation and ethics in scientific advancement. “𝐼𝑛𝑛𝑜𝑣𝑎𝑡𝑖𝑜𝑛 𝑤𝑖𝑡ℎ𝑜𝑢𝑡 𝑒𝑡ℎ𝑖𝑐𝑠 𝑖𝑠 𝑒𝑥𝑝𝑙𝑜𝑖𝑡𝑎𝑡𝑖𝑜𝑛. The program began with a series of welcome opening and messages, including from Engr. Alfonso R. Simon, Ph.D., Campus Executive Officer of ISU-Ilagan, and Dr. Ricmar P. Aquino, ISU President represented by new president elect of ISU, Dr. Boyet L. Batang.

Lecturers Dr. Marie Khadija Xynefida P. Ontiveros (CSU-Aparri) discussed Ethical Considerations and Responsible Use of Generative AI in Health Research, Dr. Maribel Abalos (ISU-Ilagan) tackled Generative AI for Data Analysis and Interpretation, and Dr. Billy S. Javier (CSU-Aparri) addressed Challenges and Limitations of Generative AI in Health Research.

An engaging open forum followed the presentations, allowing attendees to interact with the speakers and delve into practical and ethical concerns around AI integration in the health sector.
The webinar concluded with a message from Engr. Mark Gil S. Hizon, Supervising Science Research Specialist of PSTO-Nueva Vizcaya and CVHRDC Regional Coordinator, who reiterated the need for capacity-building initiatives that keep pace with technological change while safeguarding ethical standards.

The webinar marks a significant step forward in fostering a community of researchers who are both technologically skilled and ethically responsible — paving the way for more inclusive, impactful, and just applications of AI in health research.
