Hon. Mayor Mohammad Faizal H. Jamalul would like to express his deepest gratitude for the invitation to serve as the guest speaker at the first commencement ceremony of Dar Al-Ulfa Institute during the academic year 2023-2024. This prestigious event took place at the Cordoba Convention Hall in Palacio del Sur - Marcian Hotel, Zamboanga City.
In his speech, He emphasized the importance of fostering a strong educational foundation for Muslim youth. To achieve this, He encouraged prioritizing Islamic education, as it serves as the shaping force for the future generation. Additionally, He stressed the significance of secular education, which is vital for human development. Lastly, He urged the graduates to strive to become valuable assets to their society.
He would like to extend his sincere appreciation to the director, faculty, and administrative staff of Dar Al-Ulfa Institute in Zamboanga City. May Allah grant them blessings in their religious devotion. Thank you, and may peace be upon us all.

LOOK | National Bureau of Investigation IX Regional Director Atty. Moises B. Tamayo and Senior Agent Moises Tabcao paid a courtesy call on Monday, January 8, 2024 to the Office of Governor Yshmael "Mang" I. Sali of Tawi-Tawi who was represented by Board Member Dr. Sukarno Asri, together with Board Members Abduljamil Ishmael, Renil Samsuya, Melhan Masdal, and Mahmud Bawasanta, Mayor Mohammad Faizal Jamalul, and Provincial Public Employment Service Officer Mr. Francis Marcial.

RD Tamayo and Agent Tabcao presented to the Tawi-Tawi Provincial Government their proposal to establish an NBI National Clearance Center in Bongao to cater to Tawi-Tawi constituents to address the costly and taxing travel to Zamboanga City for the sake of securing an NBI Clearance.

BM Asri, in behalf of Governor Sali, thanked the NBI WEMRO 9 - Zambasulta for favorably responding to the Provincial Government's request for an Offsite/Mobile NBI Clearance Issuance in Tawi-Tawi that will run until Friday, January 12, 2024 at Datu Amirbahar Jaafar Convention Center to primary cater passport applicants that need such clearance as an additional proof of identity for the Passport-on-Wheels.

Turtle Islands Municipality Mayor Faizal Jamalul seconded BM Asri as he shared that Mobile NBI Clearance Issuance and the intent to establish a local clearance center are aligned and supportive of the plans of Governor Sali to bring national services closer to the people in the southernmost end of the country.

BM Mohammad Yusof Tidal, Chairman of the Sangguniang Panlalawigan Committee on Peace and Order, explained that the proposed establishment of an NBI National Clearance Center will positively impact the development of the province, especially by making services more accessible to the constituents of Tawi-Tawi.

BM Abduljamil Ishmael appreciated the gesture and intent of the NBI IX Director as their proposal and commitment to supporting manifest the whole-of-nation approach and ease the difficulties and burdens of Tawi-Tawians who have to secure NBI clearances for various purposes, including documents needed by halaws who have been returned from Sabah.

Provincial PESO Mr. Francis Marcial expounded that the plan to put up an NBI Clearance Center in Tawi-Tawi will widen the opportunities of their constituents especially in acquiring a passport and seeking jobs both locally and abroad. He further shared with the provincial officials present that NBI IX generously extended their stay until January 12, 2024 to cater to NBI Clearance applications for purposes such as job application, job promotion, and instating a personal documentation record of identity, among others.

RD Tamayo looks forward to coming back to Tawi-Tawi as he aspires to realize the NBI National Clearance Center in the province.

During his inspirational message, Mayor Jamalul underlined the importance of collaboration and camaraderie among stakeholders in order to forge a harmonious and strong relationship in our endeavor.

Hon. Mohammad Faizal Jamalul attended the Turn-Over Ceremony and Signing of Memorandum of Agreement for Sea Medical Ambulance Project of MP Atty. Laisa M. Alamia under Transitional Development Impact Fund (TDIF) 2022 on December 7, 2023 at Garden Orchid Hotel, Zamboanga City. Turtle Islands Municipality of the province of Tawi-Tawi under the leadership of Mayor Jamalul is one of the recipients of the said project.

Transitional Development Impact Fund or TDIF is funded by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) under the leadership of Interim Chief Minister Ahod Ibrahim Murad, Al-Haj through the Office of Members of Parliament in partnership with different ministries. Among the chosen TDIF Projects of the Office of MP Atty. Laisa M. Alamia is the Sea Medical Ambulance Project of the Ministry of Health (MOH).

Rear Admiral Donn Anthony Miraflor of the Naval Forces Western Mindanao, MP Ambolodto, MP Alamia, MOH Minister Rizaldy L. Piang, Mayor Hadar Hajiri of Lugus, were also present during the Turn-Over ceremony.

The signing of the Letter of Intent One Borneo Quarantine is witnessed by Governor Yhsmael “Mang” I. Sali of Tawi-Tawi, Mayor Mohammad Faizal H. Jamalul of Turtle Islands Municipality, Mindanao Development Authority Secretary Maria Belen Acosta, and other representatives from the Philippines.

For the EAGA sub-region to see real socio-economic development and growth, Secretary Acosta underlined the significance of more tangible project implementation, improved convergence activities with the private sector and local governments, and expanded relationships with development partners.

She also extended an invitation to the BIM countries to attend the first BIMP-EAGA Parliamentary Forum, which the Philippines would organize in Davao City, Mindanao, perhaps in May 2024.

Governor Yshmael "Mang" I. Sali of Tawi-Tawi, Philippine Head of Delegation to the 26th BIMP-EAGA Ministerial Meeting and Chair of the 5th Chief Minister, Governors, and Local Governments Forum, reported to the economic development and cooperation plenary the outcomes of the recent CMGLGF in Brunei Darussalam.

Governor Sali stressed in his speech the vital roles that municipal and state governments play in the overall growth of BIMP-EAGA. “We are the grass-root enablers to achieve the collective aspiration for a resilient, inclusive, sustainable, and economically-competitive growth and development in the sub-region,” he added.

As a practical measure to encourage strategic socio-economic cooperation and reciprocal advantages for state and local governments in the sub-region, the BIMP-EAGA CMGLGF is anticipated to review its Terms of Reference (TOR).

The Philippines delegates in this meeting include Turtle Islands Mayor Hon. Mohammad Faizal Jamalu, Midsayap Mayor Hon. Rolando Sacdalan, Magpet Mayor Hon. Jay Laurence Gonzaga, and BARMM Chief Minister Special Envoy for BIMP-EAGA and BTA Parliament Deputy Speaker Benjamin Loong.
