IHRA and PNRA Hold Coordination Meeting to Strengthen Regulatory Frameworks and Public Safety
Islamabad, Pakistan — A meeting of the Islamabad Healthcare Regulatory Authority (IHRA) was held at the Pakistan Nuclear Regulatory Authority (PNRA) to enhance inter-authority coordination and strengthen regulatory processes with a shared focus on public safety.
During the meeting, Mr. Asad Ajaz, Director PNRA, briefed the participants on the regulatory framework of the Pakistan Nuclear Regulatory Authority, outlining its mandate, inspection mechanisms, registration processes, enforcement procedures, and complaint handling systems. He emphasized PNRA’s commitment to ensuring safety, security, and regulatory compliance in its areas of responsibility.
From IHRA, Dr. Ismat Rubab Deputy Director Inspection presented a comprehensive overview of the regulatory framework of the Islamabad Healthcare Regulatory Authority. The briefing covered IHRA’s inspection protocols, licensing and registration processes, enforcement actions, and complaint management systems aimed at regulating healthcare establishments and ensuring quality healthcare services for the public.
Both authorities exchanged their process flows related to inspections, registration, enforcement, and complaint resolution, and held detailed discussions on identifying areas for improvement and alignment. The participants explored ways to further advance these regulatory processes through mutual learning and collaboration.
A key focus of the meeting was the digitization of regulatory processes. IHRA shared its initiatives and progress toward adopting digital systems to improve efficiency, transparency, and service delivery. Both authorities discussed potential avenues for collaboration in digital transformation to modernize regulatory operations.

Parliamentary Secretary for National Health Services, Regulations and Coordination, Dr. Nelson Azeem, visited the Islamabad Healthcare Regulatory Authority (IHRA) today for a meeting with IHRA Chief Executive Officer, Dr. A. R. Kazmi. The meeting focused on the ongoing efforts for rationalizing healthcare service prices, particularly in the domain of diagnostic services.

During the discussion, Dr. Kazmi briefed the Parliamentary Secretary on IHRA’s current strategic initiatives and regulatory progress. Dr. Nelson Azeem emphasized the need for standardization of IVF centers within the Islamabad Capital Territory (ICT), as well as the introduction of subsidized treatment rates for low-income patients referred through public sector hospitals until the public sector IVF facilities become fully operational.

The CEO informed that the draft standards for IVF facilities are already in the final approval stage. Once approved, IHRA will move towards the implementation of these standards and initiate the licensing process accordingly.

They have also discussed about the assessment of healthcare services in upgraded Basic Health Units (BHUs) and Rural Health Centers (RHCs). It was further highlighted that two new community healthcare centers have been established, with additional facilities and three more currently under development phase.

Dr. Kazmi expressed his appreciation for the Parliamentary Secretary’s visit and assured IHRA’s continued cooperation and support in all discussed areas.

The Islamabad Healthcare Regulatory Authority (IHRA) held a formal hearing committee session under Section 12 of IHRA Act,2018 addressing complaint cases alongside multiple enforcement matters.
During the proceedings, the committee reviewed enforcement cases of healthcare establishments (HCEs) in Model Town Humak, F-7, Kahuta Road Sihala, Hardo Ghar Kahuta, Rawat, Kirpa, and Lehtrar Road. Following a thorough assessment of the violations, appropriate fines were imposed on non-compliant HCEs to ensure strict adherence to healthcare standards and regulatory requirements.

IHRA Holds Progress Review Meeting to Strengthen Regulatory Performance

Islamabad, 18 November,2025— The Islamabad Healthcare Regulatory Authority (IHRA) conducted a comprehensive Progress Review Meeting to evaluate ongoing initiatives and set strategic priorities for the months ahead.

The meeting was chaired by Dr. Muhammad Riaz Shahbaz Janjua and attended by board members Dr. Ilahi Bux, Dr. Mahboob Ur Rahman, Dr. Mati Ur Rahman, Lt. Col. (R) Dr. Arif, Syed Sibt-e-Hassan Gardezi, Mr.Kashif Zahoor Chaudhary, Ms.Asma Khalil, along with IHRA’s Chief Executive Officer, Dr. Syed Ahmed Raza Kazmi.

During the session, the Board thoroughly reviewed the current progress, developmental status, and regulatory activities of the Authority. Members commended areas of advancement and discussed challenges requiring focused attention. The Board provided strategic guidance and new directions to the CEO for enhancing governance, expediting reforms, and strengthening IHRA’s overall regulatory mandate.

Turkish Delegation Visits Islamabad Healthcare Regulatory Authority (IHRA)
Islamabad with the officials of Ministry of Health,18th November,2025 — A high-level Turkish delegation visited the Islamabad Healthcare Regulatory Authority (IHRA) to deepen collaboration and exchange insights on healthcare regulation and digital transformation.
The delegation was warmly welcomed by the Dr. Syed Ahmed Raza Kazmi, Chief Executive Officer IHRA, who provided an overview of the Authority’s mandate, regulatory functions, and ongoing initiatives. During the meeting, the visitors were briefed on IHRA’s regulatory framework and operational mechanisms.
In a detailed discussion, delegation members briefed about the licensing process and digitization. The CEO highlighted IHRA’s partnership with the National Information Technology Board (NITB), noting that significant digital reforms are underway.
The CEO also shared updates on IHRA’s collaboration with NADRA and the training sessions being provided to healthcare establishments for the integration of Health Information Management Systems (HIMS). Initially, the integration will enable the acquisition of real-time data on newborns and deaths. Once fully operational, the system will support comprehensive data gathering on disease surveillance, morbidity and mortality rates, prevalence of communicable diseases, and overall burden of disease. These advancements will play a critical role in strengthening Pakistan’s healthcare system and informing evidence-based policy and strategy formulation.
The Turkish officials appreciated IHRA’s efforts, transparency, and commitment to innovation. Additional queries from the delegation were thoroughly addressed by the IHRA team.
Later in the visit, the delegation held a meeting with the IHRA Board of Authority. The Dr. Muhammad Riaz Shahbaz Janjua, Chairman of the Board briefed them on the development of the regulatory framework and the Authority's governance structure. The Turkish delegates delivered a presentation on their HIMS model and its implementation across Türkiye and neighboring countries, sharing insights on the successes achieved through their digital health transformation.
The visit concluded with closing remarks from the Chairman, who thanked the delegation for their valuable exchange of knowledge and expressed IHRA’s commitment to continued cooperation.

IHRA Advances Digital Civil Registration & Vital Statistics (CRVS) Implementation — Phase II Successfully Convened

Islamabad, October 22nd, 2025:
The Islamabad Healthcare Regulatory Authority (IHRA), in collaboration with the National Database and Registration Authority (NADRA), successfully convened the second stakeholder meeting (Phase II) on the implementation of the Civil Registration & Vital Statistics (CRVS) digital integration system across healthcare establishments in Islamabad Capital Territory (ICT).

Following the first session held on September 18, 2025, this second phase marks another milestone toward strengthening real-time and accurate registration of all births and deaths through NADRA’s Birth Notification & Registration Tool (BNRT) and Death Notification & Registration Tool (DNRT).

Pakistan is striving to implement the UN Sustainable Development Goals (SDG) 17.19.2 — “Achieve 100% birth and 80% death registration, by 2030.” IHRA remains fully committed to advancing this national cause by ensuring timely implementation of the CRVS system, aiming to achieve these targets well before 2030.

The Authority has worked tirelessly to engage all healthcare establishments, coordinate with NADRA, and ensure active participation of administrative and IT focal persons in the initiative. This effort reflects IHRA’s continued dedication to promoting efficiency, transparency, and accountability in healthcare data and registration systems across ICT.

IHRA Conducted Meeting of Clinical Governance committee to device MSDS for different categories to Strengthen Patient Safety and Healthcare Standards

Islamabad — The Islamabad Healthcare Regulatory Authority (IHRA) held a comprehensive review meeting on Minimum Service Delivery Standards (MSDS) at its headquarters. The session was chaired by Dr. Mati-ur-Rehman, Member BOA. The meeting was also attended by Dr. Arif Masood Ali, Dr. M Naeem Malik Member BOA, Chief Executive Officer (CEO) IHRA Dr. Syed Ahmed, Raza Kazmi and Dr. Suleman Ahmad Deputy Director (Clinical Governance).

During the meeting, participants thoroughly reviewed the draft of various categories of MSDS, which aims to ensure the enforcement of IHRA’s mandate across all Healthcare Establishments (HCEs) in the Islamabad Capital Territory. The revised standards are designed to enhance the quality of healthcare services, promote compliance among healthcare providers, and strengthen mechanisms for ensuring patient safety and well-being.

The participants emphasized IHRA’s continued commitment to maintaining high healthcare standards and ensuring that all HCEs operate in accordance with the regulatory framework for improved patient outcomes.
