Medical Emergency Resilience Foundation (MERF) was incorporated on 2nd day of November 2015, as a company limited by guarantee under Section 42 of the Companies Ordinance, 1984. The main objective of the Company is to improve health status of population by human resource development through capacity building and strengthening the health system including effective management of health information system and efficient supply chain system for better health outcomes. It also aims at improving hospitals, rural health centers, basic health units and support provision in case of emergencies delivering relief in response to a natural and man-made disaster including health and nutrition services.

MERF-Medical Emergency Resilience Foundation organized a two day workshop on Community Engagement, Risk Communication and Social & Behavior Change Communication (SBCC) to support the routinization of the HPV vaccine in districts of Azad Jammu and Kashmir AJK.

The session brought together stakeholders, health professionals, community representatives, and partner organizations to strengthen strategies that build community trust, improve risk communication, and promote informed decision making about HPV vaccination.

The workshop focused on practical approaches to:

• Strengthen community engagement for immunization programs
• Address vaccine related concerns through effective risk communication
• Apply SBCC strategies to improve vaccine acceptance and demand
• Support the successful integration of the HPV vaccine into routine immunization services

This initiative is part of a broader effort to protect adolescents from Human Papillomavirus (HPV) causing cervical cancer, through sustained immunization efforts.

The project is supported by Gavi, the Vaccine Alliance, implemented in close coordination with the AJK Expanded Programme on Immunization EPI AJK, and in collaboration with local partners Community Services Program - CSP and Aiming Change for Tomorrow - ACT

Through collaborative learning and partnership, stakeholders reaffirmed their commitment to strengthening immunization systems and safeguarding the health of future generations in AJK.

Cervical cancer remains one of the most preventable yet deadly cancers affecting women. In Pakistan alone, more than 16,000 new cases are reported every year, largely linked to Human Papillomavirus (HPV) infection.

On International HPV Awareness Day, we reaffirm the importance of knowledge, prevention, and vaccination to protect future generations.

Through community engagement and awareness activities across Azad Jammu and Kashmir, MERF-Medical Emergency Resilience Foundation (MERF), with support from Gavi, the Vaccine Alliance in coordination with EPI AJK together with its partners Aiming Change for Tomorrow - ACT and Community Services Program - CSP continues to support communities by:
📘 Promoting HPV awareness and improving understanding of cervical cancer risks
📘 Educating communities on cervical cancer prevention and the importance of early protection
💉 Supporting the introduction and uptake of HPV vaccination to safeguard adolescent girls and future mothers

Awareness is the first vaccine for the mind. The real one then protects the body. Together, informed communities can help prevent cervical cancer before it starts.

Senator Rubina Khalid, Chairperson of the Benazir Income Support Programme (BISP), inaugurated the newly established Benazir Nashonuma Programme Facilitation Centre at Maulvi Ameer Shah Memorial Hospital, Peshawar with support from World Food Programme.
Under the leadership of the Government of Pakistan and BISP Pakistan, the Benazir Nashonuma Programme has already reached more than 4 million women and children, delivering essential nutrition services during the most critical first 1,000 days of life - a period that shapes a child’s future health, growth, and development.
At MERF, we believe that strengthening facilitation centers like this is key to improving access to life-saving nutrition services for vulnerable families. This initiative reflects our shared vision of a healthier, stronger Pakistan where mothers and children receive the care they deserve at the right time.
At the centre, MERF-Medical Emergency Resilience Foundation is providing:

مرف بلوچستان کے 12 اضلاع میں بینظیر نشوونما پروگرام پر عمل درآمد کر رہی ہے تاکہ ماں اور بچے کی صحت کو بہتر بنایا جا سکے اور دو سال سے کم عمر بچوں میں کم نشوونما کی شرح کو کم کیا جا سکے - یہ منصوبہ بچوں میں غذائی قلت کی وجہ سے عمر کے لحاظ سے قد نہ بڑھنے کی کیفیت (سٹنٹنگ) پر قابو پانے کے لئے بہت اہمیت رکھتا ہے

اس منصوبے کے تحت مرف حاملہ خواتین، دودھ پلانے والی ماؤں اور کم عمر بچوں کو ضروری غذائی خدمات، نشوونما کی باقاعدہ نگرانی، صحت سے متعلق مشاورت اور حفاظتی ٹیکہ جات و دیگر طبی سہولیات کے لیے ریفرل فراہم کر رہی ہے۔

مرف کی ٹیمیں کمیونٹی کی سطح پر متحرک کردار ادا کرتے ہوئے متوازن غذا، ماں کا دودھ پلانے کی اہمیت، تکمیلی غذا کے درست طریقوں، صفائی ستھرائی اور احتیاطی صحت کی تدابیر سے متعلق آگاہی فراہم کر رہی ہیں۔ حکومتی محکموں اور شراکت داروں کے ساتھ قریبی تعاون کے ذریعے مرف بلوچستان میں بچوں کی بہتر نشوونما، ماؤں کی صحت میں بہتری اور مجموعی کمیونٹی فلاح کے لیے طویل المدتی مثبت تبدیلی میں اپنا کردار ادا کر رہی ہے۔

Lesson Learned Workshop on HPV Vaccination Rollout | Muzaffarabad AJK

MERF-Medical Emergency Resilience Foundation participated in a Lesson Learned Workshop on HPV Vaccine Rollout organized by Jhpiego in Muzaffarabad, Azad Jammu & Kashmir. The session was held under the chairmanship of Dr. Sardar Manzoor Hussain, Provincial Program Manager EPI AJK , with Ms. Surraiya Khanum, Special Secretary Elementary & Secondary Education Department as the Chief Guest.

The workshop brought together a diverse group of stakeholders including education leaders, religious scholars, health experts, private schools representatives, district leadership, development partners and frontline workers. Their collective presence reflected strong multisector ownership for protecting adolescent girls through HPV vaccination.

Participants reviewed field experiences and findings from the HPV vaccine introduction and campaign across AJK. Key lessons were documented covering planning, coordination, ACSM, community trust building and service delivery. These insights will directly inform stronger integration of HPV vaccination into Routine Immunization and preparations for Phase Two scale up.

MERF-Medical Emergency Resilience Foundation remains committed to working with the Government of AJK and it's partners Community Services Program - CSP & Aiming Change for Tomorrow - ACT along with UNICEF and World Health Organization to strengthen sustainable immunization outcomes through evidence, collaboration and community engagement.

With generous support from the European Union in Pakistan EU Civil Protection & Humanitarian Aid and International Rescue Committee (IRC) , the 𝗠𝗼𝘁𝗵𝗲𝗿 & 𝗖𝗵𝗶𝗹𝗱 𝗛𝗲𝗮𝗹𝘁𝗵 (𝗠𝗖𝗛) 𝗖𝗲𝗻𝘁𝗲𝗿 𝗖𝗵𝗮𝗺𝗮𝗻 is serving Afghan refugees and host communities in some of the most challenging contexts. Despite the remote location and harsh winter conditions, the facility remains fully functional 24/7, ensuring uninterrupted access to essential maternal and child health services. In just one month, the facility has 𝘀𝘂𝗽𝗽𝗼𝗿𝘁𝗲𝗱 𝟮𝟬𝟬 𝘀𝗮𝗳𝗲 𝗱𝗲𝗹𝗶𝘃𝗲𝗿𝗶𝗲𝘀, making a significant contribution to improving maternal and newborn health outcomes.
Beyond District Chaman, is actively providing services in Killa Abdullah and Pishin districts, expanding access to integrated health and protection support. In addition to clinical services, the project emphasizes psychosocial support and community outreach sessions, helping address mental health needs, raise awareness, and strengthen community resilience.
Together, these efforts reflect MERF’s commitment to delivering dignified, inclusive, and life-saving assistance to those who need it most, no matter how hard to reach.

In Pakistan, cervical cancer remains the second most common cancer among women, with over 16,000 new cases reported each year. Most of these are preventable through timely HPV awareness and vaccination.

This January, awareness did not stay on paper or in halls. It moved into communities in districts of AJK. Despite tough winter weather, our teams with community members, health workers, and stakeholders came together for awareness walks, Community sensitization across Azad Jammu & Kashmir, turning knowledge into visible action. These walks and community sessions were not symbolic. They were about mobilizing communities, busting myths & disinformation, and encouraging communities to protect their daughters through HPV vaccination.

🚨 MERF Emergency Winter Relief Response | Khyber Pakhtunkhwa ❄️
MERF Emergency Response Teams are on the ground in Tirah Valley in of Khyber... Amid severe winter conditions, heavy snowfall, and harsh weather in the Tirah Valley of Khyber District, the MERF-Medical Emergency Resilience Foundation swiftly mobilized its emergency response teams to assist in the safe evacuation of internally displaced persons (IDPs) who were stranded along snowbound routes. MERF in coordination with district administration & health authorities has mobilized its emergency teams to support internally displaced and weather-affected families stranded along transit routes and temporary settlements. Essential medicines were distributed among the IDPs to address common and immediate health needs. Category - D Hospital Bazar Zaka Khel managed by MERF, in Khyber district is ready to tackle any emergency.

Despite freezing temperatures and difficult terrain, MERF field teams are on the ground
➡️ Reaching vulnerable IDPs and travelers
➡️ Providing immediate relief and essential medical support
➡️ Coordinating with local stakeholders to ensure safety and continuity of care

These images capture moments from the field where humanity meets urgency—from relief distribution on snow-covered roads to rapid coordination in harsh weather conditions.

According to on-ground assessments, more than 7,500 IDPs from Tirah, particularly from the Maidan area, have been displaced, with women, children, the elderly, and patients with chronic illnesses identified as the most vulnerable and in urgent need of medical and humanitarian support.
MERF remains committed to its mission of serving the most vulnerable, especially during emergencies when access, mobility, and survival itself become a challenge.
