Baidarie Baidarie Sialkot Pakistan was founded in 1993. Objectives:

a. b. c. d. Reduction in Discriminations & Violence against women, children and religious minorities. e.

It works for the socio-economic empowerment of marginalized, vulnerable and excluded segments of society especially women, children, persons with physical limitations and religious minorities. Baidarie works for the Capacity-building of the right holders and concerned stakeholders and establishment of enabling channels for empowerment of the socially and economically excluded / vulnerable group

s to take sustained collective and organized actions to address poverty, ignorance, disease, violence, coercion, injustice and discrimination.



2. Promotion and protection of human rights, especially rights of women and children other vulnerable ones. Provision of enabling environment for access to quality services for Education, Adult Literacy, Health & Hygiene and reproductive health care services to the people, especially women and children. Socio-Economic Empowerment of socially and economically excluded classes especially Women through provision of quality services for Micro Financing, Entrepreneurship enhancement, access to employability and CPI Improvement. Research & analysis on the issues confronting overall development of the people. f. Strengthening efficient, transparent and accountable governance structures & practices to ensure participation of all the stakeholders in local policy and decision making formations and functions. g. Development of Baidarie as a sustainable institution making right-based, holistic interventions to raise the standards of living of the people of Sialkot District, especially women and children

4. Organizational Strategies

a. Issue sensitization, knowledge building, Awareness raising & Social Mobilization. Group Formation & capacity building. Public dialogues, debates and consultations on issues relating human and socio-economic development. Information generation, collection, compilation & dissemination. Policy Analysis and Advocacy. Information on Prior Work: The organization has been providing input in the following areas to pace up the process of economic and social inclusions of the poor and ultra poor communities. a. Poverty alleviation through social mobilization, skill diversifcation and ehancement, micro-financing, development of entrepreneurship and increase in access for the deprived ones to the linkages for maximizing productiivity, employablity and income generation. Awareness raising, knowledge building and sensitization in the state and society related policy/opinion /decision makers for proactively addressing the issues thwarting gender mainstreaming, equality and justice. Increasing Responsiveness in state & societal legal and social support mechanisms for protection and promotion of the fundamental rights of vulnerable groups and facilitating easy and expedited access to justice for the victims. Capacity building of the grass-root CSOs and other relevant stakeholders to provide legal and social protection to women/girls, children and other survivors of gender based discriminations violence and torture. Increased demands for pro-poor and gender-sensitive legislation and across the board enforcement of legal instruments protecting the rights of vulnerable ones. Research on social and economic issues and analysis to find out the root causes and impacts etc. The organization has also been working to increase women adult literacy, protection of the rights of women workers, primary health care, formal and non-formal education, universal primary education, child rights protection, youth development, protection of human rights, capacity development of local bodies enabling them to function effectively, provision of releif to the affectees of natural calamities and the rights based advocacy and etc. During the struggle spanning from 1993 to 2014, Baidarie Sialkot has been honoured to work in collaboration with UN WOMEN, Pakistan Poverty Alleviation Fund, ILO, The Asia Foundation, UNICEF, NCHD, EC-EIDHR, DFID, British High Commission, CIDA-PSU, CIDA-PAGE, SCF (UK), SAP-Pk, Social Welfare Department, DTCE, TVO, GFW, Corporate Sector, vocational training institutes, Aurat Foundation (AF), Muslim Charity Fund, Awaiting Eyes Foundation, District Government Sialkot and Local support structures etc.

Baidarie successfully organized a Consultative Workshop on Legislative Review & Improvement on 25 April 2026 at Four Points by Sheraton Lahore under the project “Catalyzing Growth for Women Economic Empowerment in District Sialkot (Punjab), Pakistan.”

The workshop brought together key stakeholders including government representatives, legal experts, civil society, and media to review important laws, particularly the Punjab Home-Based Workers Act 2023.

Insights were shared by Dr. Javaid Gill, Ms. Hina Noureen Vice President Baidarie and Ms. Umme Laila Azhar Executive Director Home Net Pakistan, highlighting legislative gaps, labour law enforcement challenges and pathways for women’s empowerment.

Participants emphasized the need for effective implementation of laws to ensure fair wages, social protection and improved working conditions especially for women and home-based workers.

The workshop concluded with actionable recommendations aimed at promoting gender equality and strengthening policy implementation.

📢 District-Level Networking Event | Sialkot
Baidarie, with the support of UN Women Pakistan, successfully organized a District-Level Networking Event on 23 April 2026 at Sanatzar Sialkot under the project “Catalyzing Growth for Women Economic Empowerment in District Sialkot (Punjab) Pakistan.”
The event brought together key stakeholders to strengthen collaboration and promote economic leadership and resilience among women and girls, especially women home-based workers.
During the session, Mr. Arshid Mehmood Mirza (Executive Director, Baidarie) highlighted that Baidarie has been working since 1993, with a focused approach toward women’s economic empowerment since 2010. Starting with just 100 women in four villages,
Baidarie has now:
✔️ Trained over 20,000 women
✔️ Facilitated employment opportunities in factories
✔️ Supported 2,500 women in starting their own businesses
Mr. Asif Raza (Project Manager, Baidarie) presented a comprehensive overview of the project, outlining its objectives and expected outcomes. Ms. Rahat Ahsan (Assistant Director, Sanatzar Sialkot) shared insights on the government’s role and available support mechanisms for women. Mr. Imran Kisana (Law Officer, Women Protection Center Sialkot) provided awareness on women’s rights and existing legal protection mechanisms. Ms. Sundas Asghar (Project Manager, Sudhar) highlighted the role of civil society organizations and the importance of collective efforts in empowering women.
💬 An interactive discussion session encouraged networking, partnerships and shared commitment toward empowering women at the district level.

Awareness Raising Session on Pro-Women Laws & Policies
Baidarie successfully conducted an awareness-raising session on 20 April 2026 at Leather Products Development Institute under the project “Catalyzing Growth for Women Economic Empowerment in District Sialkot (Punjab) Pakistan.”
The session was addressed by Asif Raza (Project Manager, Baidarie), Iqra Razzaq & Sadia Neelum (Social Organizers), Rana Muhammad Amjad (Project Manager, LPDI) and Muhammad Javid.
The session brought together men, women, youth, persons with disabilities (PWDs), transgender persons, students, community influencers, social activists and media representatives to promote inclusive dialogue and awareness.
Key topics discussed included:
• Fundamental human rights under the Constitution of Pakistan (1973)
• Economic and social rights of women, girls, minorities, PWDs, and transgender persons
• Rights of informal workers, including Women Home-Based Workers (WHBWs)
• Punjab Home Based Workers Act 2023
• Importance of women’s socio-economic empowerment and participation in the economy
• Women protection laws in Punjab
• Grievance redressal mechanisms and referral pathways in Sialkot for cases of harassment, violence and rights violations
