اختتام مشروع تحسين المخيمات للاجئين (PALCIP II) بين الوكالة اليابانية للتعاون الدولي (جايكا) ودائرة شؤون اللاجئين

في 18 أيلول 2025، عُقدت في رام الله الندوة الختامية وجلسة تجنيد الأموال لمشروع التعاون الفني التابع للوكالة اليابانية للتعاون الدولي (جايكا) بعنوان "مشروع تحسين المخيمات للاجئين – المرحلة الثانية (PALCIP II)"، وذلك بحضور السيد ميتسوتاكا هوشي، الممثل العام لمكتب جايكا في فلسطين، والدكتور أحمد أبو هولي، وزير دائرة شؤون اللاجئين، والسيد يوسوكي تابوتشي، رئيس قسم التعاون الاقتصادي والتنمية والسكرتير الأول في مكتب ممثلية اليابان، إلى جانب عدد كبير من المانحين، والجهات الحكومية، ووكالة الأونروا، والمنظمات غير الحكومية، والقطاع الخاص، وممثلي مخيمات اللاجئين.

تضمنت الندوة عروضًا لنتائج المشروع والدروس المستفادة من تدخلات المرحلة الثانية من PALCIP في الضفة الغربية، بهدف تحسين ظروف المعيشة في مخيمات اللاجئين، بالإضافة إلى حشد الدعم من مجموعة متنوعة من الجهات المعنية، بما في ذلك المجتمع المحلي، والقطاع الخاص، والمؤسسات الحكومية، والمنظمات الدولية. كما تم عرض قصص نجاح ملهمة لبناء الثقة لدى المانحين المحتملين وإبراز النتائج الملموسة للمساهمات السابقة.

وفي كلمته، أشار السيد هوشي إلى أن فريقي الخبراء من جايكا، من خلال المرحلتين الأولى والثانية من PALCIP، عملوا بشكل وثيق مع دائرة شؤون اللاجئين، حيث تم تبادل المعرفة والخبرات الأساسية في مجال تحسين المخيمات من خلال التخطيط الشامل والمشاركة المجتمعية. وركز المشروع على تعزيز الإدماج الاجتماعي من خلال إشراك جميع فئات المجتمع، وخاصة الفئات الضعيفة، لتمكينهم من التعبير عن احتياجاتهم والمشاركة في عمليات اتخاذ القرار داخل المخيم، مما يسهم في تعزيز بناء السلام.

وخلال المشروع، تم تطوير 12 خطة لتحسين المخيمات (CIPs) بمشاركة فعالة من سكان المخيمات. وقد دعا السيد هوشي دائرة شؤون اللاجئين إلى مواصلة دعم نشر هذه الخطط في مخيمات أخرى في الضفة الغربية، والاستمرار في العمل المشترك، مستلهمين من قصص النجاح التي تم عرضها اليوم، ومؤمنين بأن لكل فرد الحق في حياة كريمة وفرص متساوية.

JICA and the Department of Refugee Affairs concluded the “Refugee Camp Improvement Project” (PALCIP Phase II)
On 18th September, 2025 the final and fundraising seminar for JICA’s Technical Cooperation Project on “Refugee Camp Improvement Project” (PALCIP Phase II) was conducted in Ramallah with the presence of Mr. Mitsutaka Hoshi, CR of JICA Palestine Office, Dr. Ahmed Abu-Holi, Minister of DoRA, Mr. Yusuke Tabuchi , Head of Economic and Development Cooperation Section, First Secretary in the Representative Office of Japan, with numerous donors, governmental entities, UNRWA, NGOs, private sector and refugee camp stakeholders.

The seminar included presentations of the outcomes and lessons learnt from PALCIP Phase II project interventions in the West Bank to the stakeholders with the aim of enhancing the living conditions in refugee camps, additionally garnering support from a diverse range of stakeholders, including the local community, private sector entities, governmental institutions, and international organizations. Furthermore, success stories were shared, to inspire confidence in potential donors and to demonstrate the tangible outcomes of previous contributions.

In his speech, Mr. Hoshi stated that through PALCIP I & II, JICA’s expert team collaborated closely with the department of Refugee Affairs, sharing essential knowledge and expertise on camp improvement through inclusive and participatory planning. The project focused on promoting social inclusion by engaging all segments of the community, especially the vulnerable, to empower them to voice their needs and participate in decision-making processes within the camp. This approach ultimately fosters peacebuilding.

During the project, 12 Camp Improvement Plans (CIPs) were developed with the active involvement of the camp residents. Hoshi urged DoRA to continue the support to disseminate the Camp Improvement Plans to other camps in the West Bank, and to continue working hand in hand, inspired by the success stories we have shared today, and driven by the belief that every individual deserves a life of dignity and opportunity.

نشارككم تقرير تلفزيون فلسطين حول حفل افتتاح مشاريع المنح في مخيمي عقبة جبر وعين السلطان للاجئين في أريحا، ضمن مشروع منحة جايكا بعنوان "برنامج تحسين مخيمات اللاجئين".

وقِعت اتفاقية منحة جايكا في تشرين الأول 2020، وستستمر حتى عام 2031، بهدف تحسين ظروف معيشة اللاجئين في المخيمات، والمساهمة في تنفيذ خطط تحسين المخيمات التي وُضعت من خلال التعاون الفني مع جايكا بعنوان "مشروع تحسين مخيمات اللاجئين (بالسيب) المرحلة الأولى من 2017 إلى 2019، مع التركيز على مخيمات عقبة جبر والجلزون وعسكر القديم، والمرحلة الثانية من 2020 إلى 2025، وتستهدف تسعة مخيمات في الضفة الغربية.

وفي إطار مشروع بالسيب تم تطوير خطط تحسين المخيمات بمشاركة فعالة من سكان المخيمات المستهدفة، ويسلط منتدى تحسين المخيم الضوء على قوة المبادرات التي يقودها المجتمع، كما قام مشروع المنحة اليابانية بتمويل تنفيذ مشاريع البنية التحتية ذات الأولوية.

We share with you the Palestine National TV report on the opening ceremony for the Grant Aid projects in Aqbat Jaber and Ein el-Sultan refugee camps in Jericho, within JICA’s Grant Aid Project on “The Program for the Improvement of Refugee Camps.”

The Grant Aid agreement was signed in October 2020 and will continue to 2031 aiming to improve livelihood conditions in refugee camps and to contribute to the implementation of Camp Improvement Plans (CIP), which had been developed through JICA’s technical cooperation entitled “Refugee Camp Improvement Project (PALCIP)”- Phase I from 2017 to 2019, focusing on Aqbat Jabr, Jalazone, and Old Askar camps, and PALCIP phase II running from 2020 to 2025, targeting nine camps in the West Bank.

Through PALCIP I & II, the Camp Improvement Plans were developed with active involvement from camp residents, the Camp Improvement Forum (CIF) highlights the power of community-driven initiatives, and the Grant Aid project funded the implementation of infrastructure priority projects.

افتتاح مشاريع المنحة اليابانية في مخيمي عقبة جبر وعين السلطان للاجئين في أريحا

بتاريخ 7 أيلول 2025، احتفى مكتب جايكا في فلسطين ودائرة شؤون اللاجئين بإنجاز مهم تمثل بافتتاح مشاريع المنحة اليابانية في مخيمي عقبة جبر وعين السلطان للاجئين، والتي تشمل إنشاء مركز مجتمعي -عقبة جبر (المركز النسوي)، ومرافق جديدة في الملعب المحلي، وتأهيل طرق داخلية في مخيم عين السلطان.

تأتي هذه المشاريع ضمن الأنشطة ذات الأولوية التي تم تحديدها في خطط تحسين المخيمات، والتي تهدف إلى تلبية الاحتياجات والتطلعات الأكثر إلحاحًا للمجتمع. وسيكون المركز المجتمعي - عقبة جبر، الذي تقوده مجموعة نسائية طموحة، بمثابة مركز للتعلم والتفاعل والنمو. يعزز الوحدة ويوفر فرصًا للنساء والشباب والأطفال وأفراد المجتمع الآخرين. وفي الوقت نفسه، ستعمل المرافق الجديدة في الملعب على تحسين تجربة الرياضة، وتعزيز الصحة والرفاهية وروح التعاون بين السكان.

ومن الجدير بالذكر أن جايكا، بالشراكة مع دائرة شؤون اللاجئين، أطلقت مشروع تحسين المخيمات الفلسطينية (PALCIP) – المرحلة الأولى من عام 2017 إلى 2019، وركزت على مخيمات عقبة جبر، الجلزون، وعسكر القديم. وفي ضوء نجاح المرحلة الأولى، تمتد المرحلة الثانية من عام 2020 إلى 2025 وتستهدف تسعة مخيمات في الضفة الغربية. ومن خلال المرحلتين الأولى والثانية من PALCIP، تم تطوير خطط تحسين المخيمات بمشاركة فعالة من سكان المخيمات، ويُبرز منتدى تحسين المخيمات (CIF) قوة المبادرات المجتمعية وفعاليتها.

Celebrating New Beginnings: Opening Ceremony for JICA Grant Aid projects in Aqbat Jaber and Ein el-Sultan Refugee Camps in Jericho

On Sep 7th, 2025, JICA Palestine Office and the Department of Refugee Affairs (DoRA) marked a significant milestone with the opening of the Japanese grant aid projects in Aqbat Jaber and Ein el-Sultan refugee camps, which includes the construction of the Aqbat Jaber Community Center (women’s center), new facilities at the local stadium, and the rehabilitation of internal roads in Ein el-Sultan camp.

The projects inaugurated were part of the priority actions outlined in the Camp Improvement Plans, addressing the community's most pressing needs and aspirations. Aqbat Jaber Community Center, led by a dedicated women's group, will serve as a hub for learning, interaction, and growth, fostering unity and providing opportunities for women, youth, children, and other community members. Meanwhile, the new stadium facilities will enhance the sporting experience, promoting health, well-being, and a spirit of camaraderie among residents.

The opening ceremony was attended by Mr. Mitsutaka Hoshi, Chief Representative of JICA Palestine Office, Mr. Yusuke Tabuchi, Head of Economic and Development Cooperation Section, First Secretary at the Representative Office of Japan, Dr. Hussein Hamayel, Governor of Jericho and the Jordan Valley, Mr. Anwar Hamam, Deputy Head of DoRA, Mr. Jamal Awadat, Head of Aqbat Jaber Popular Committee, Mr. Yousef Manasra, Head of Ein el-Sultan Popular Committee and audience from the camps residents and official representatives.

It is worth mentioning that JICA in partnership with DoRA, initiated the Refugee Camp Improvement Project (PALCIP) - Phase I from 2017 to 2019, focusing on Aqbat Jabr, Jalazone, and Old Askar camps. Building on the success of PALCIP I, phase II runs from 2020 to 2025 and targets nine camps in the West Bank. ختام دورة تدريبية في إندونيسيا حول الإدارة المتكاملة للمحاصيل الزراعية للفواكه الاستوائية (الأفوكادو) ضمن برنامج السيباد

بتاريخ 25 آب 2025، اختتم 15 مهندسًا زراعيًا من وزارة الزراعة الفلسطينية مشاركتهم في الدورة التدريبية حول "الإدارة المتكاملة للمحاصيل الزراعية للفواكه الاستوائية (الأفوكادو)" في إندونيسيا، والتي نُفذت في إطار التعاون بين دول شرق آسيا من أجل التنمية الفلسطينية (CEAPAD).

من خلال هذه الدورة التدريبية، قام المشاركون الفلسطينيون بتعزيز معرفتهم ومهاراتهم المتعلقة بشتلات الأفوكادو: التلقيح والتقليم، وإدارة المياه، ومكافحة الآفات والأمراض المتكاملة، وخصوبة التربة، وما بعد الحصاد، وتركيب وتطبيق المبيدات، وسلسلة القيمة للأفوكادو في إندونيسيا، بالإضافة إلى التسويق وتطوير الشبكات الخاصة بالأفوكادو. كما اكتسبوا فهمًا شاملاً ومهارات عملية ونظرية من خلال الجلسات الميدانية التي قدمها خبراء إندونيسيون.

ومن المتوقع أن يقوم المشاركون بنقل المعرفة والممارسات الجيدة التي اكتسبوها خلال التدريب إلى زملائهم، بالإضافة إلى تطبيق التقنيات في مزارع الأفوكادو في مختلف أنحاء الضفة الغربية.

Conclusion of CEAPAD Training Course in Indonesia on Integrated Crop Management of Tropical Fruit Crops (Avocado)

On 25th Aug 2025, 15 Agriculture Engineers from Palestinian Ministry of Agriculture concluded their participation in the training course on Integrated Crop Management of Tropical Fruit Crops (Avocado) in Indonesia which was implemented under the “Cooperation among East Asian Countries for Palestinian Development” (CEAPAD) cooperation framework.

Through the training the Palestinian participants improved their knowledge and skill related to avocado seedlings, pollination and pruning, water management, integrated pest and disease, soil fertility, postharvest, pesticide formulation and application, avocado value chain in Indonesia, and marketing and network development on avocado. They also gained comprehensive understanding and skill through theoretical and practical sessions in the field from Indonesian expertise.

The participants are expected to disseminate the knowledge and good practices they acquired during the training with their colleagues, in addition to applying the techniques in the avocado farms across the West Bank.

The training was organized by JICA and the Government of Indonesia (Ministry of Foreign Affairs and Ministry of Agriculture) and implemented by the Indonesian Center of Agricultural Training (ICAT) Ketindan, Indonesian Agency for Agricultural Extension and Human Resource Development, and the Ministry of Agriculture of Republic of Indonesia.

インドネシアでパレスチナ行政官がアボカドの栽培管理を学ぶ

2025年8月25日、パレスチナ農業省の15名の農業技師が、インドネシアで開催された「熱帯果樹作物（アボカド）の統合作物管理」に関するトレーニングコースを修了しました。このコースは「パレスチナ開発のための東アジア協力促進会合」（CEAPAD）の枠組みの下で実施されました。

参加者たちは、アボカドの苗木、受粉と剪定、水管理、統合的な害虫と病気の管理、土壌肥沃度、収穫後の処理、農薬の調合と適用、インドネシアにおけるアボカドのバリューチェーン、マーケティングとネットワーク開発に関する知識とスキルを向上させました。また、インドネシアの専門家からの理論的および実践的なセッションを通じて、包括的な理解とスキルを得ました。

参加者は、トレーニングで得た知識と好事例を同僚と共有し、ヨルダン川西岸地区のアボカド農場で技術を応用することが期待されています。

このトレーニングは、JICAとインドネシア政府（外務省と農業省）によって組織され、インドネシア農業訓練センター（ICAT）ケティンダン、インドネシア農業普及・人材開発庁、およびインドネシア共和国農業省によって実施されました。

حملة إنسانية لإنقاذ الأرواح عبر التبرع بالدم في غزة من قبل خريجي جايكا

في ظل الحرب المستمرة، تعاني المستشفيات في جميع أنحاء قطاع غزة من ضغط هائل نتيجة التدفق اليومي للمرضى والمصابين بجروح خطيرة تهدد حياتهم، والذين يحتاجون إلى نقل دم عاجل وتدخل طبي فوري.

وفقًا للمستشفيات المحلية في القطاع، فإن أكثر من 350 وحدة دم مطلوبة يوميًا لعلاج المرضى والمصابين، ولذلك نظم أعضاء جمعية خريجي جايكا في غزة حملة إنسانية للتبرع بالدم بتاريخ 27 آب، بالتعاون مع جمعية بنك الدم المركزي.

وقد أُقيمت الحملة تحت شعار "التبرع بالدم شريان الحياة لإنقاذ الأرواح"، وجمعت جهود عدد من المؤسسات الصحية المحلية، بما في ذلك الجمعية التعاونية للخدمات الطبية والصحية، واللجنة الشعبية في مخيم الشاطئ للاجئين.

ورغم سوء التغذية المنتشر والذي أضعف السكان وجعل الكثيرين غير قادرين على التبرع، تقدم العديد من المتطوعين، بمن فيهم أعضاء جمعية خريجي جايكا، للتبرع بالدم لإنقاذ الأرواح. وأسفرت جهودهم عن جمع 47 وحدة دم سيتم توزيعها عبر بنك الدم المركزي، المزود الرئيسي للمستشفيات في غزة. هذه التبرعات ليست مجرد أكياس دم، بل هي شريان حياة وفرصة وحيدة للنجاة بالنسبة للعديد من المرضى.

ويُعد هذا العمل الجماعي من التضامن والتعاضد تذكيرًا قويًا بأنه حتى في أحلك الأوقات، يمكن للعمل الإنساني أن يجلب الأمل ويُحدث فرقًا حقيقيًا.

Life-Saving Humanitarian Blood Donation Campaign in Gaza by JICA Alumni

Amid the ongoing conflict, hospitals across the Gaza Strip are under immense pressure due to the daily influx of patients and those seriously injured with life-threatening conditions, requiring urgent blood transfusions and immediate medical intervention.
According to local hospitals, over 350 units of blood are needed daily to treat patients and the injured, therefore, members of the JICA Alumni Association in collaboration with Central Blood Bank Society conducted/organized a humanitarian blood donation campaign on August 27.

The campaign was conducted under the slogan “Blood Donation is a Lifeline for Saving Lives,” and brought together several local health organizations, including the Cooperative Society for Medical and Health Services and the Popular Committee of Al Shatee Refugee Camp.

Despite widespread malnutrition that has weakened much of the population and rendered many unable to donate, numerous volunteers—including JICA Alumni members—stepped forward to give blood. Their efforts resulted in the collection of 47 units, which will be distributed through the Central Blood Bank, the primary supplier to Gaza’s hospitals. These donations represent more than just bags of blood—they are lifelines, offering patients their only chance at survival.

This collective act of compassion and solidarity is a powerful reminder that even in the darkest times, humanitarian action can bring hope and make a meaningful difference.

التكنولوجيا اليابانية تدعم الاستجابة الطبية في غزة
— تسهيل عملية الإبلاغ عن البيانات الطبية —

في غزة، أدت الحرب المستمرة إلى خلق ظروف قاسية للغاية. ومنذ بداية الأزمة، تقدم الوكالة اليابانية للتعاون الدولي (جايكا) دعمًا عن بُعد لإدارة البيانات الطبية، مستفيدة من الخبرات في طب الكوارث التي راكمها فريق الإغاثة الطبية الياباني (JDR).

منذ تشرين الثاني 2023، أُدخل نموذج الإبلاغ عن الحد الأدنى من البيانات (MDS) إلى قطاع غزة، مما أتاح جمع بيانات طبية أساسية مثل عدد المصابين وأنواع الإصابات. ولتسهيل عملية الإبلاغ أكثر، أطلقت جايكا دعمًا باستخدام تطبيق على الهواتف الذكية.

في الفترة من 8 إلى 15 آب، أرسلت جايكا فريقًا إلى القاهرة لتدريب فرق الطوارئ الطبية (EMTs) العاملة في غزة. وقد تم تنفيذ التدريب بالتعاون مع خلية تنسيق فرق الطوارئ الطبية (EMTCC) في المكتب الإقليمي لمنظمة الصحة العالمية لشرق المتوسط.

Japanese Technology Supporting Medical Response in Gaza
— Making Medical Data Reporting Easier —

In Gaza, prolonged conflict has created extremely harsh conditions. Since the onset of the crisis, JICA has been providing remote support for medical data management, drawing on disaster medicine expertise accumulated through Japan Disaster Relief (JDR) Medical Team.

Since November 2023, the Minimum Data Set (MDS) reporting format has been introduced in Gaza, enabling the collection of key medical data such as the number of patients and types of injuries. To make this reporting process even easier, JICA has launched support using a smartphone application.

From August 8 to 15, JICA dispatched a team to Cairo to conduct training for Emergency Medical Teams (EMTs) operating in Gaza. The training was carried out in collaboration with the Emergency Medical Team Coordination Cell (EMTCC) at the WHO Regional Office for the Eastern Mediterranean.

This app is based on Japan’s proven J-SPEED+ system, customized for use in Gaza. EMTs working in the field have already shared positive feedback, noting that the app is “easy to use” and “makes reporting smoother.”

JICA will continue to utilize Japan's expertise in disaster medicine to protect the lives of people in Gaza through various means, including remote support.

ガザの医療支援に、日本の技術が貢献中
〜診療データの報告を、もっと簡単に〜

　ガザ地区では長引く戦闘により 、非常に厳しい状況が続いています。JICAは「国際緊急援助隊（JDR）」が蓄積した災害医療の知見を活かし、危機発生直後から遠隔で診療情報のデータマネジメント支援を行っています。

ガザ地区では2023年11月以降MDS（Minimum Data Set）という診療データの報告様式が導入され、患者数や傷病の種別などが報告されています。今回JICAはこの報告をより簡単に行えるようにするため、スマートフォンアプリを活用した支援を開始しました。

8月8日から15日にかけ、JICAはカイロに調査団を派遣し、ガザ地区で活動する緊急医療チーム（EMT：Emergency Medical Team）に対して、WHO中東地域事務所内に設置されたEMTCC（緊急医療チーム調整本部）と連携しながら研修を実施しました。

このアプリは、日本国内で実績のある「J-SPEED+」をガザ向けに応用したもので、現地で活動するEMTからも「使いやすい」「報告がスムーズになった」と高い評価を受けています。
