News Release

Support Module for Management of Care Organisations

As a result of the UN Convention on the Rights of Persons with Disabilities can be concluded that the care provision to persons with a disability need to be client centred. This means that the structure of the care organization, style of management, the culture of the organization and the competences of the care professionals need to be in line with this. In practise this is still, for different reasons, not often the situation. The European Commission has expressed that as a result of the Rights of Persons with a Disability the focus need to be on Independent Living and Inclusion in the Community (Commission Notice, November 2024).
The management of care organizations have also an important task to contribute to this. To create awareness is, specific for managers of care organizations, through the European Erasmus Plus Programme the training “Support Module for Management of Care Organizations” developed.
The training has an hands on approach in which proven theories and practical examples are used.

Subjects who are addressed are:
1. Human rights; rights of persons with a disability;
2. The necessity to change from supply – oriented care to demand – oriented support care;
3. The way in which care need to be organized and the consequences for the structure of the care organization, the style of management and the culture of the organization;
4. The role of the care professional;
5. The possibility to adapt care strategies;
6. The meaning of active (ongoing) participation in the community and in which way this can be realized and which organization and persons have to fulfil a role.
The Module can be seen as a basis from where further steps can be made to achieve inclusion and participation in the community.

The Module, which includes a Reader, Practical Manual and Power Points, is free accessible and can be downloaded, free of charge, from the website www.smmco.eu. The materials can be used for further developments of training and education.

Vrijwillige – onvrijwillige zorg
In de zorgsector wordt al vele jaren het adagium gehanteerd dat de cliënt centraal dient ter staan. In de praktijk worden door zorgverleners, uit goede wil en betrokkenheid, beslissingen voor de cliënt genomen omdat zij deze goed kennen en weten wat goed voor hem/ haar is. Het gaat hierbij niet altijd om expliciete uitspraken. Veelal gaat het om impliciete houdingen waar de cliënt op reageert c.q in mee gaat.

Per 1 januari 2020 is de Wet Zorg en Dwang in werking getreden. Deze wet gaat over onvrijwillige zorg. Aan onvrijwillige zorg zijn restricties verbonden. Bij “ernstig nadeel” mag onvrijwillige zorg worde toegepast. Volgens de wet gaat het om het bestaan van “aanzienlijk” risico op:

Levensgevaar, ernstig letsel, psychische, materiële, immateriële of financiële schade, ernstige verwaarlozing of maatschappelijke teloorgang, ernstige verstoorde ontwikkeling voor of van de cliënt of een ander;
Bedreiging van de veiligheid van de cliënt, al dan niet onder invloed van een ander;
Agressie van anderen door het hinderlijk gedrag van de cliënt;
De situatie dat de algemene veiligheid van personen of goederen in gevaar komt.
Het uitgangspunt is de vrijheid en de zelfstandigheid van de cliënt waar het handelen van de zorgmedewerkers op gebaseerd dient te zijn. Dit geldt alle aspecten van de zorg, dus ook vrijwillige zorg.

Voor de medewerkers is dit niet altijd eenvoudig. In de praktijk ontstaan er veel situaties waarbij afwegingen worden gemaakt wat wel en niet verantwoord is. Medewerkers zullen een grondhouding moeten hebben en over competenties moeten kunnen beschikken om hier adequaat mee om te kunnen gaan. Aan het management van de zorgsector de taak om de medewerkers hierin te faciliteren.

Mensen met een handicap hebben dezelfde grondrechten als mensen zonder handicap. Deze rechten zijn noodzakelijk, maar onvoldoende voor de volledige inclusie van mensen met een verstandelijke en ontwikkelingsbeperking. Er is dus werk aan de winkel, maar hier komen we later op terug.

Modules worden steeds meer zichtbaar. Ook tijdens de vakantie hebben we hard gewerkt aan de verschillende trainingsmodules ter optimalisatie van internationale cliënten. Wist u dat het zelfs in de wet is opgenomen dat cliënten het recht hebben om zelf een hulpverlener te kiezen? Door te kiezen krijgt de cliënt steeds meer belang in de keuzes voor hun eigen leven, best een logisch beredenering toch.

Conselleria d’Afers socials i Esports , . “La Cooperativa Social SI, de Campanet, participa en un projecte europeu per millorar l’atenció que dóna a les persones majors al centre de dia, i a les persones amb diversitat funcional a qui dóna ocupació en les empreses del mercat obert. Aquest projecte formatiu pretén ajudar el personal a transitar d’un model de serveis centrat en l’organització a un model més actual, centrat en els desitjos i necessitats de les persones. A més de la cooperativa social de Campanet, participen en aquest projecte dues entitats holandeses i un centre de rehabilitació professional de Portugal.”

CRPG acolhe reunião transnacional do projeto “Support Module for Management of Care Organisations”
Os parceiros do projeto Support Module for Management of Care Organizations (SMMCO), que pretende contribuir para uma mudança de paradigma na prestação de serviços a pessoas com deficiência e incapacidades, estiveram reunidos no CRPG nos dias 26 e 27 de junho.

Cumpre-se assim mais uma etapa deste projeto iniciado no início de março e que terminará em 2025.

Nesta reunião, os parceiros debruçaram-se sobre o trabalho de conceção de um módulo de formação dirigido a gestores de organizações prestadoras de serviços, que se espera começar a testar, ainda este ano, em Portugal, Espanha e Países Baixos.

CRPG hosts a transnational meeting of the "Support Module for Management of Care Organizations" project
The partners of the Support Module for Management of Care Organizations (SMMCO) project, which aims to contribute to a paradigm shift in the provision of services to people with disabilities, met at CRPG on June 26th and 27th.
This is another stage of this project, which started at the beginning of March and will end in 2025.
At this meeting, the partners worked on the design of a training module aimed at managers of organizations that are service providers, which we expect to start testing later this year in Portugal, Spain and the Netherlands.
