The Government of Rwanda has welcomed the signing of the Doha Framework for a Comprehensive Peace Agreement between the Democratic Republic of the Congo (DRC) and the AFC/M23 fighters.
The agreement document signed in Qatar this Saturday is not the final peace accord but a roadmap outlining the methodology and timeline for the remaining negotiations.
Both nations' delegations agreed to accelerate discussions on key issues and finalize detailed Protocols before the end of November.
This also comes at a time when the US Government, which has backed the idea of restoring peace in the Great Lakes region, has condemned the DRC and the AFC/M23 leadership for sabotaging the process with violations of ceasefire agreements ahead of the anticipated peace deal.
Rwanda's Ministry of Foreign Affairs said that this development marks an important step on the road to definitively addressing the root causes of conflict in eastern DRC and the obstacles to peace in the Great Lakes Region.
"Rwanda commends the important and sustained engagement of the State of Qatar as a mediator, as well as the support of the United States Government and the African Union," the Ministry said in a statement.
In the next phase, the parties will put pen to paper on a permanent ceasefire and reaffirm their commitment to release prisoners, consistent with earlier mechanisms initialed in September and October 2025.
The framework agreement indicates that the final Protocols to be negotiated will cover humanitarian access, transitional security arrangements, the DDR process, restoration of state authority, the return of displaced people and refugees, economic recovery, and transitional justice.
