💧 From financing gaps to investment opportunity: Rethinking how we fund water

During the 𝗛𝗶𝗴𝗵-𝗟𝗲𝘃𝗲𝗹 𝗣𝗿𝗲𝗽𝗮𝗿𝗮𝘁𝗼𝗿𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗳𝗼𝗿 𝘁𝗵𝗲 #𝟮𝟬𝟮𝟲𝗨𝗡𝗪𝗮𝘁𝗲𝗿𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲, convened by the Government of Senegal in Dakar, Alex Simalabwi, CEO of the Global Water Partnership Organisation and Executive Secretary of GWP, highlighted a critical message for the road to UN 2026 Water Conference.

Discussions underscored the scale of the global water financing gap - and the risks of polarising debates around public versus private finance. As Mr. Simalabwi emphasised, 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝘀 𝗺𝘂𝘀𝘁 𝗿𝗲𝗺𝗮𝗶𝗻 𝗳𝗶𝗿𝗺𝗹𝘆 𝗮𝘁 𝘁𝗵𝗲 𝗰𝗲𝗻𝘁𝗿𝗲, leading strong, country-driven processes with clear missions, outcomes, and targets, while creating the conditions to mobilise investment from across the public and private sectors.

With 𝗼𝘃𝗲𝗿 𝟮 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 𝗽𝗲𝗼𝗽𝗹𝗲 𝘀𝘁𝗶𝗹𝗹 𝗹𝗮𝗰𝗸𝗶𝗻𝗴 𝗮𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝘀𝗮𝗳𝗲 #𝘄𝗮𝘁𝗲𝗿, incremental ambition will not be enough. Turning water challenges into 𝗯𝗮𝗻𝗸𝗮𝗯𝗹𝗲, 𝗰𝗼𝘂𝗻𝘁𝗿𝘆-𝗼𝘄𝗻𝗲𝗱 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗼𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀 is essential to unlocking finance at the scale required and ensuring the UN 2026 Water Conference delivers concrete, actionable outcomes.

💧 𝗛𝗶𝗴𝗵-𝗹𝗲𝘃𝗲𝗹 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗶𝘀 𝗮 𝗴𝗮𝗺𝗲 𝗰𝗵𝗮𝗻𝗴𝗲𝗿 𝗳𝗼𝗿 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗶𝗻 𝘄𝗮𝘁𝗲𝗿

At the High-Level Preparatory Meeting for the in Dakar, Alex Simalabwi, CEO of GWPO and Executive Secretary of Global Water Partnership , participated in a high-level side event convened by H.E. Dr Cheikh Tidiane Dieye, Minister of Water and Sanitation of Senegal, focused on mobilising and sustaining Heads of State and Government commitment for system-wide transformation in water and sanitation.

The discussion brought together senior leaders from across the global water, finance and development landscape, including Dr. Alvaro Lario, President of the International Fund for Agricultural Development (IFAD) and Chair of UN-Water; Ms Michelle Gyles-McDonnough, Executive Director of United Nations Institute for Training and Research (UNITAR); Mr. Mtchera Johannes Chirwa, Director at the African Development Bank Group; Mr. Paul Deverill, Senior WASH Advisor of Foreign, Commonwealth & Development Office; Ms Josien Sluijs, Managing Director of Aqua for All; and Ms. Barbara Balke, Secretary General of the European Investment Bank.

The dialogue highlighted how leadership at the highest political level accelerates progress - unlocking reforms, driving investment, strengthening climate resilience, and breaking long-standing sectoral silos.

As Lead Facilitator of the stakeholder consultation on 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁𝘀 𝗳𝗼𝗿 𝗪𝗮𝘁𝗲𝗿, Global Water Partnership continues to champion political leadership as a critical enabler for mobilising scaled, better-targeted investment and delivering resilient, inclusive, and sustainable and sanitation systems.

Today marks the start of the High-Level Preparatory Meeting for the 2026 United Nations Water Conference, bringing together governments, the UN system, international and regional organisations, civil society, youth, Indigenous Peoples, academia, and the private sector to build political momentum and shared ambition ahead of the Conference later this year.

Discussions in Dakar will focus on the Conference’s six Interactive Dialogue themes:

GWP is participating in the meeting as Lead Facilitator of the stakeholder consultation on Investments for Water. Alex Simalabwi, CEO of GWPO and Executive Secretary of GWP, is onsite and will participate in the Interactive Dialogue 6: Investments for Water round table, among other sessions.

Today in Dakar, Senegal, stakeholders from across civil society, communities, academia, youth, women’s organisations, the private sector and beyond come together for the One-Day Stakeholder Meeting ahead of the High-Level Preparatory Meeting for the UN 2026 Water Conference.

The discussions today will consolidate stakeholder priorities and recommendations – including on Investments for Water – which will be carried forward into the High-Level Preparatory Meeting on 26–27 January, also taking place in Dakar, Senegal, and onward into the broader preparations for the 2026 UN Water Conference.

The Global Water Partnership is participating in Dakar as Lead Facilitator of the stakeholder consultation on 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁𝘀 𝗳𝗼𝗿 𝗪𝗮𝘁𝗲𝗿, working closely with Water.org and African Water and Sanitation Association to ensure stakeholder inputs are channeled into the intergovernmental process.
