MY FINAL ACADEMIC LECTURE& IARC/ WHO & SINGAPORE GOV REPORT
THE HEPATITIS B VACCINE

This is mankind’s achiement in development of a novel hepatitis B vaccine which covers all serotypes found in different ethnic groups and animals( eg Prairie dog, Peking duck etc) … the common “ a”determinant

Since BC 3,200 it was the unknown killer of millions till Baruch Blumberg discovered it in an Australian aborigine in 1960 and called it Australia antigen .
It took over a decade to identify the immensity of this antigen as the killer which spread by airborne and parenteral as reagents developed with WHO scientific help through its eight Collaborating Centers of which Singapore was one of them .

I was appointed WHO Consultant in charge of our Singapore center

In 1976 WHO named it Viral Hepatitis B

Research in Singapore started in 1975 when I returned home “ to help our people.

We developed a prototype vaccine but needed WHO help to industrialize .

In 1983 phase I studies were carried on a recombinant hepatitis using the “a” determinant with yeast as promoter and inactivated with alum as adjuvant and formalin as inactivator

Singapore was chosen for its small size of 2.5 million people, good government and academia , had a tracer system of a National Indeitity card . I was chosen as Principal Invesigstor and a contract was signed by my Head of Department and Dean of Faculty of Medicine Prof Wong Poi Kong and a grant of US$20,000 to provide reagents and equipment .

The final Data is provided by our Ministry of Health and Singaporr Cancer Registry

This lecture was delivered on the 4July 2019. 34 yrs after implementation on 2 October 1985.

It was mankind’s achievement in eliminating an ancient killer after 5,175(1975) from start of our research and 5,219(1985) when we slowly started vaccination of all newborns and non immune .

1975@ University Department of Medicine three professors Prof Seah. KHOO Oon Teik( my department head)& Prof Shanmugaratnam (head of University Pathology and new Singapore Cancer Registry) at a convened meeting told me “ Chong Jin. We want you to Resesrch on Liver Cancer as it’s No:- Killer here, Asia Pacific and No;3 in World🧑‍🎓🧑‍🎓🧑‍🎓

1975 start : Meagre resources

1980 Discovery of potent liver carcinogen Aflatoxin in food
Legislation banning its import.

1976 Viral hepatitis B called by WHO from discovery of ancient killer of millions from BC3,200(5,000 years)

In wards and corridors sad scenes of dying patients dying of liver failure or vomiting and bleeding from HBV disease. Crying relatives🥲😫😳

1983 Singapore government through Ministry of Trade and Industry award me $1.4 million . I lead combined National University, Ministry of Health Ministry of Environment. Cancer Registry teams and make a prototype vaccine from infected plasma

I Seek WHO and International Agency for Cancer/WHO help to industrialize

Start early clinical phase I trial on a novel HBV vaccine approved by WHO

I Visit regulators FDA and Bureau of Biologics (UK)as well as manufacturers MSD. (USA)Welcome(UK) Pasteur (France)

1985 start national vaccination and monitor safety and efficacy
Reject unsafe novel vaccines and discover vaccine escape mutants

Start antiviral treatment with Weferon preventing liver cancers and healing cirrhosis

2001World Health Assembly adopts universal HBVaccination for all new borns following safety and efficacy results at WHO meeting in Singapore (2000)

2010,25thAnniversary of successful implementation. Massive reduction in HBV and liver cancer

2019
34 years after national immunization & 44yrs(1975) from the start of Research.

Report Mission Accomplished

1) HBV and liver cancer eradicated in all vaccinated in Singapore and below age40 yrs.

2) No disasters

I was 80 yrs old and gave good news to Singapore and the world at DukeNUS lecture to packed auditorium on 4 July 2019

Today age 84 On our 58 National Day 9/8/2023 I dedicate this pioneering achievement of my team. Many ministers of Health. IARC/WHO and international scientific colleagues who help to wipe out this ancient killer and terror .

It too us some 5 423 years to do it

SATURDAY 28 JULY 2023 FEAST DAY OF ST. IGNATIUS MASS CELEBRATED BY CARDINAL WILLIAM GOH. Archbishop of Singapore

I received Holy Communion from His Emminence Cardinal William Goh at the 6pm Mass at ST Ignatius Church

Later in the procession out he stopped briefly at my side.@ Blessed me

I have known His Emminence for many years and have been keeping him informed privately like

1) the new Singapore chapel in Magdal a sea of Galillee Holyland( Duc in Altrium) was blessed by him with a special to all pilgrims on the 23 December 2013

2) also on my historical mission to eliminate the ancient unknown killer from BC3,200 called viral hepatitis B by WHO in 1976 by a novel vaccine and Research despite overwhelming difficulties This IARC/WHO and Singapore government spear head project and it elimination was announced by me in my lecture at DukeNUS on 4 July 2019(34 yrs later)

3) my advice on which safe inactivated vaccines agsinst SARSCOV-2/ covid 19. To usesY

I was in 1965 the World No.2 for Badminton having being the All England Mens Doubles Finalist It was then the unofficial world championships and top world tournament.

There were no Olympics nor world championships then

😆🏸 I was later Invited to return home to defend the Thomas Cup as Singapore was then in Malaya👏🧑‍🎓 but as it was three months from my Cambridge Final MB exams I had to turn down invitation

I served in our Singapore National Badminton Association and was the Thomas Cup Manager for our team to Thailand in 1978🏸🏸🏃🏿
