Sudan’s Rapid Support Forces Occupy Areas in Raja County, Western Bahr El Ghazal: Commissioner Calls for National Intervention

In a significant escalation of tensions in the region, the Rapid Support Forces (RSF) of Sudan have reportedly occupied two strategic areas in Raja County, located in Western Bahr El Ghazal State, South Sudan. The presence of these heavily armed units has sparked widespread concern among local authorities and the civilian population, leading to an urgent call for intervention by the national government.

Occupation of Raja County

The RSF, a paramilitary force originally established by the Sudanese government, has gained notoriety over the years for its involvement in various conflicts, including the Darfur war and, more recently, the civil unrest in Sudan following the ousting of President Omar al-Bashir. Their presence in South Sudanese territory, particularly in Raja County, has raised alarms about the security and stability of the region.

According to local sources, the RSF has taken control of two key areas within the county. These areas, whose exact locations are yet to be confirmed, are believed to be of strategic importance, potentially affecting local trade routes and the movement of people within the region. The occupation by the RSF has disrupted normal life in the county, with reports of increased tension among the local population and fears of possible confrontations.

Commissioner's Plea for Intervention

The Commissioner of Raja County, alarmed by the situation, has issued an urgent appeal to the South Sudanese national government. In a statement, the Commissioner emphasized the gravity of the threat posed by the RSF's occupation, highlighting that the armed forces are well-equipped and pose a significant danger to the safety and security of the local population.

"The presence of the Rapid Support Forces in our county is a direct threat to our sovereignty and the safety of our people," the Commissioner stated. "We urgently call upon the national government to intervene and address this situation before it escalates into a larger conflict."

The Commissioner also expressed concerns that the RSF's occupation could destabilize the broader Western Bahr El Ghazal region, potentially leading to further incursions or even armed confrontations. Such a development, he warned, could have dire consequences for the already fragile peace in the area.

National and Regional Implications

The occupation of Raja County by the RSF is a troubling development not only for South Sudan but also for the wider region. The presence of foreign armed forces within South Sudanese territory could exacerbate existing tensions between the two countries, particularly given the historical complexities of their relationship.

Moreover, the RSF's actions in Raja County could set a dangerous precedent, encouraging other armed groups to exploit the region's porous borders and fragile state institutions. This could lead to an increase in cross-border incursions, further destabilizing an already volatile region.

Call to Action

In light of these developments, the Commissioner of Raja County has urged the South Sudanese government to take immediate action. This includes deploying national security forces to the region to counter the RSF's occupation, engaging in diplomatic efforts to resolve the situation peacefully, and coordinating with international partners to ensure that the RSF withdraws from South Sudanese territory.

: ON THE 31ST OF AUGUST 1991 THE OTHER 10 MEMBERS OF THE SPLM/A'S HIGH COMMAND ISSUED A STATEMENT THAT GARANG WAS STILL THE LEADER OF SPLM/A

By July 1991, the SPLA was firmly in control of all Southern Sudan except for three towns of Malakal, Wau and the capital, Juba. Juba, John Garang said at the time, would fall at any moment. The SPLA had pulled out almost all its troops from the interior areas such as Bor and laid a crippling siege on Juba.

However, things began to unravel. On the morning of Wednesday, 28th of August 1991 the normal crackle of SPLA’s Military Radio relayed an abnormal message. Message, 229/8/99 bearing code names of three commanders, Sennar (Riek Machar), Alpha Beta (Lam Akol) and Ivory (Gordon Koang Chuol), broadcasted from Nasir in Eastern Upper Nile to all units of the SPLA declared that John Garang, the Chair and Commander-in-Chief of the SPLM/A had been overthrown. It partially read:

“During the past eight years John Garang has headed the Movement in the most dictatorial and autocratic fashion... To save the Movement from the imminent collapse, it has been decided to relieve John Garang of the leadership of SPLM/A. He is no longer the leader of the Movement. An interim leadership composed of the high command members listed in this message will be as of today 29/8/91 take charge of the Movement’s affairs. The struggle will henceforth be wage with a clear sense of purpose to achieve equality, justice and freedom under democratic set-up.”

The message listed Riek Machar effectively as the new Chairman and Commander-in-Chief of the SPLM/A. The message also listed 13 other points and referred people to obtain more details from a manifesto written by Lam Akol titled, “Why Garang Must Go.” (See Lam Akol’s ‘SPLM/A: The Nasir Declaration.’).

After securing Nasir on the 28th and most white people having left, the three then convened a meeting on the 29th at 5:30PM to persuade SPLA officers who were in Nasir. This meeting resumed on the morning of 30th at 8:30AM however, 40 officers who had refused to join the coup the previous day had still not changed their minds. They stated that SPLA having just lost its bases in Ethiopia and principal sponsor in May, following fall of Mengistu could not afford a change in leadership because any outbreak of intra-SPLA fighting would weaken the Movement. They told Riek and Lam that the objective was to capture Juba. When they refused after further “persuasions” Riek had seven officers executed and thirty-three detained (See Mansour Khalid, “Call for Democracy page 272, and pages 280-281 for names and ranks).

Most civilians were oblivious to the happenings in Nasir since this was broadcasted over the secretive two-way SPLA Radio (Jahaz not to be confused with Radio SPLA – SW Radio) but like all things among Southern Sudanese, rumours had started to swirl by the evening of 28th and by 29th everything had reach fever pitch. At first the rumours were dismissed as untrue until the 30th of August when BBC Focus on Africa broadcasted a joint interview by Riek Machar, and Lam Akol with BBC Nairobi Correspondent Colin Blane.

In their interview (taped on 28th and broadcasted on the 30th) the coup plotters denounced Garang as a dictator and promised that they will bring democracy to the SPLA/M and pledged that they would respect human rights citing the plight of commanders, Kerubino Kuanyin, Arok Thon Arok, Martin Majier G*i and others who had been imprisoned in 1987. They also said, they would halt the recruitment of ‘child soldiers’.

In reaction on the 31st of August 1991 the other 10 members of the SPLM/A’s High Command issued a statement that Garang was still the leader of SPLM/A (see attached photo). Garang also in an interview with the BBC said that those forces loyal to him would not attack Riek’s forces and in his messages to SPLA units urged for calm. He urged Riek to wage a parallel war against Khartoum like in Angola however, it was to no avail because prior to the coup throughout July and early August, Lieutenant Colonel Gatluak Deng Garang Abit (later Governor of Upper Nile State) of Sudan Armed Forces, had already made contacts with Riek. The government of Sudan transferred government allied militia and pro-Khartoum forces of Anyanya II around Doleib Hill, New Fangak and Mayom into command of Riek in Nasir (See Douglas Johnson, “Root Causes of Sudan’s Civil War” page 96) and urged him to attack SPLA.

In early September clashes started to break out between the SPLM/A loyalists and Nasir Coup loyalists as those still loyal to John Garang tried to escape SPLA-Nasir strongholds. The first full clashes between the SPLA and SPLA-Nasir began on the 5th of September 1991 when Commander William Nyuon Bany overran Kuac Deng 12 miles south of Ayod after a contingent of Nasir loyalist raided civilians. Three days later on the 8th of September 1991 SPLA-Nasir under Elijah Hon Tap attack Atar, Wunlem, Duk Padiet and Duk Payuel and on the 15th of September overran Poktap and Wernyol few days later killing hundreds. Thus began what was to become infamously known as the First "Bor Massarce”.

Riek’s marauding forces launched expeditionary campaigns and wiped out ad hoc SPLA forces and civilians as they advanced southwards through what was then Duk, Kongor and Bor districts towards Bor town the capital. On the 9th of October 1991 they captured Kongor and reached Bor town on the 23rd of November amid fierce fighting and in the process displacing the entire Jieng population from Duk to Bor. They overran Bor town at 10am in the process massacring an initial estimated 2,000 civilians and displaced thousands (see Amnesty International for later figures) and were only stopped at about 7pm in Gemeza by a ferocious counterattack by the SPLA. The scale of slaughter in Bor town was only discovered when the SPLA took back the town on the 29th of November 1991. Thousands more later died as a result of war induced famine.

John Garang years later would say Riek Machar and Lam Akol, "even if I forgive them, the history will not forgive them." He added that, "they will be known in history as people who stabbed the movement in Southern Sudan in the back. They will be known as people who at the point of victory, when we were going to win in Juba - this was our next target still is - they stabbed us in the back. The people of Southern Sudan and the people of Sudan will judge that.”

At the time when reports of Bor Massacre emerged Riek denounced them as "propaganda" and "myth" saying he had not ordered any killings. However, on the 14th of August 2011 in tears and seemingly remorseful, at the home of Dr John Garang in Juba, he unexpectedly owned up to the heinous crimes and offered an apology and taking full responsibility for the events of 1991.

“Hello Awan Murokuau Media Reports, I need your help please. There is something that is killing me inside and I need other people opinions on how I can get a solution to this. I have been following you and I have seen you sharing stories like mine. I don’t have any money but I sincerely need your help to share my story.
My name is Mary Abuk Bol Akook from Warrap State and I am 27 years old and a mother of three children. I am a catholic Christian and the elder child to my father and mother. My father died during my early childhood when I was only 4 years old. When he died my mother was pregnant and she gave birth to my little brother Akech few months later. Few years after my father’s death, I heard that my mother was asked to be inherited my Uncle Deng but she refused. She wants to take care of us and never want to have another child from different person apart from my late father. But According to Dinka culture, it is compulsory that one can inherit his brother’s or father’s wife if he had died when the wife is still young. This tradition is intended for expansion of the family size and the society. My mother rejected the request to be inherited by uncle Deng. She committed su***de by hanging herself one night when my uncle came home drunk and force her to make love with him. She came out at night while my uncle was asleep and enters to the hut where there were ropes and she hanged herself to death inside. I was nine years old when I lost my mother. Three years later, my uncle requested me and his elder daughter Achol Deng who was nine to come to Kuajok for studies. I was in P5 and Achol was in P4. I sat for primary eight certificates when I was fifteen years old, which was 2012.

To cute the long story short, my uncle r***d me and broke my virginity when I was fifteen years old. He came back from work one evening when I was cooking and my cousin went out to fetch water and my step mother (tiwaar) was in the neighborhood for hair plating. He came home and entered to his room and called me to bring water as he was thirsty and he wants to quants his thirst. When I arrived with water, he closed the door behind me and asked me to keep silence or else he will chase me away from his house and he will not take care of any of my needs again. I was terrified but I could do nothing because his strength outweighs mine. He closed my mouth with his hands and he made love to me by force just like he did to my late mother. I was lying lifeless on bed after countless rounds. When step mom returned, she found me laying in coma in his room and he lied to her that I fell down and became unconscious on my own. Tiwaar took me to her room and started checking me all over until she realized that I was rapped and return to my uncle crying and shouting. I don’t know what he told her but the meeting was called in the next morning and I was threatened not to let anybody know about the incident or else my flesh will be a feeding for dogs. This is where i conceived for my first child, a son. Three years after I have breastfeed my son, I was send to school again and my uncle was taking care of my school requirements and the thing remained secret. I finished my secondary School in 2018 when I was 21 and my son was 5 years old.

I got married after my secondary school even though my uncle was opposing my decision because he wanted me to continue up to the university but I was tired and I want to be far away from the shame he has committed. My house was far away from Kuajok town, about 30KM. Each time my uncle visited and sleeps in my house, something strange use to happen. His visit always coincides with my husband’s journey. Whenever, he sleep in my house something would push me to his room where we both make love to each other throughout the night. To be honest, he had slept with me more that my husband does. I would prepare my room and cook delicious food whenever he informed me about his intention to visit me and sleep in my house. I don’t really understand what happened but I became weak that I can’t withstand his presence without having s*x together. When my husband bought a house in juba after securing a little assignment from one of the oil company, I left warrap state with three of my kids and came to Juba. My uncle still followed me to juba and that made our intimacy even much closer than before. I booked for him a room in one of the small apartment where we usually meet up for our regular business.
Right now I am very confused. My husband love and cares for me and my children so much but my uncle is a good man. He is good on bed too and I can’t even reason how I will come out from this mess. I spent sleepless night and restless days trying to figure out the solution but I am helpless to myself right. I need your help please. I hate the kind of life I am living secretly I swear. I hate living a life of shame and I don’t know if I will make it out this year. I am broken inside me sincerely. Each time I think about this and the dignity of my children, my heartbeat rise and my eyes filled with tears all over. Help me out please. Help me!”
