He stressed that while Thailand is fully committed to the Convention, having cleared over 99% of its mine-contaminated areas, it must now confront new threats along its border with Cambodia.
At a meeting with stakeholders of the Anti-Personnel Mine Ban Convention in Geneva on August 27th, 2025, Foreign Minister Maris Sangiampongsa outlined Cambodia's recent acts of aggression and violations of the treaty. He stressed that while Thailand is fully committed to the Convention, having cleared over 99% of its mine-contaminated areas, it must now confront new threats along its border with Cambodia.
The Minister provided a timeline of events, stating the situation began on July 16th when a Thai soldier lost a leg to a newly planted PMN-2 landmine in Ubon Ratchathani. This was followed on July 24th by Cambodian cross-border attacks into Surin province, which included BM-21 multiple rocket launchers striking civilian targets such as hospitals and schools. He stated these attacks killed innocent civilians, including children.
Minister Maris affirmed that Thailand's response was strictly for necessary and proportionate self-defense, aimed at military targets in full compliance with international law. He noted that even after a ceasefire was reached on July 28th, Cambodia continued its violations with further landmine incidents on August 9th, 12th, and as recently as that afternoon, bringing the total number of Thai soldiers disabled by these attacks to six.
The Foreign Minister informed the delegation that Thailand has formally requested clarification from Cambodia under Article 8 of the Convention and has called on the international community to urge Cambodia to comply with its obligations. He also noted a positive development from a recent bilateral meeting where Cambodia agreed in principle to cooperate on demining.
Concluding his remarks, Minister Maris announced that Thailand will join the United Nations Secretary-General’s Global Advocacy Campaign on Humanitarian Disarmament and Mine Action, reinforcing its commitment to achieving a mine-free world.
