The Border Consortium - TBC

The Border Consortium - TBC Since 1984, TBC has provided food, shelter, and capacity-building support to refugees from Burma/Myanmar and internally displaced persons (IDPs).

TBC is a consortium of ten international Non-Governmental Organisations (NGOs) from eight countries. For 29 years TBC has provided food, shelter and capacity-building support to Burma/ Myanmar refugees and internally displaced persons (IDPs) through community managed programmes. It has also engaged in research into the root causes of displacement and refugee outflows. Membership is open to other NGOs with similar interests. TBC’s head office is in Bangkok, with field offices in the border towns of Mae Hong Son, Mae Sariang, Mae Sot, Umphang and Kanchanaburi. TBC also has an office in Yangon, Burma/Myanmar. TBC’s programme has evolved as circumstances have changed. In recent years increasing emphasis was place on promoting self-reliance of displaced people to reduce aid-dependency, particularly through the support of livelihood activities. However, following recent dramatic political reforms in Burma/ Myanmar which offer the possibility of reconciliation after decades of conflict, the focus has now changed to preparedness for refugee/ IDP return. TBC works in cooperation with the Royal Thai Government (RTG) in accordance with regulations of the Ministry of Interior. It is an Executive Member of the Committee for Coordination of Services to Displaced Persons in Thailand (CCSDPT). TBC’s programmes are consistent with the CCSDPT/ UNHCR 'Strategic Framework for Durable Solutions’ and are implemented through partnerships with refugee committees and community-based organisations. TBC is a signatory to The Code of Conduct for The International Red Cross and Red Crescent Movement and NGOs in Disaster Relief, and as such, aims to be impartial and independent from any political viewpoint. TBC and its member organisations are not affiliated with the political aspirations or foreign policies of any government, group or movement. TBC’s advocacy work is based on the principles of International Humanitarian and Human Rights

TBC’s Food Card System: Empowering Refugees Through Choice

Every month, over 108,000 refugees receive food support through TBC’s innovative food card system—a more efficient and empowering alternative to traditional rations. Refugee households receive a cash value on their card, they use it to buy food from refugee-run shops. This provides greater choice for refugees and generates employment opportunities. It costs approximately $1.3 million USD per month to provide food to refugees in camp.

Over the next 7 days, we’re highlighting key activities from TBC’s Thailand program!

TBC's Camp Management Preparedness Program is a vital initiative across 9 refugee camps along the border. We work alongside the Karen Refugee Committee and Karenni Refugee Committee to ensure that camps are run by refugees, for refugees.
By strengthening local agency and refugee-led management, we support community engagement and help refugees prepare for a future beyond the camps.
