Having funding doesn’t always mean getting the right support.

I often see plans that look “fine” on paper —
but in reality, nothing is changing.

Appointments are attended.
Hours are used.
Services are in place.

But outcomes? Minimal.

Because support without direction is just activity — not progress.

Real support should:
