為達成農業淨零排放目標及促進農村永續發展,農業部攜手台經院與荷蘭百年國際驗證機構Control Union共同舉辦2023國際永續農業論壇「自然解方的實踐之路」。本次論壇於十月十三日星期五下午三點半於台灣創新技術博覽會永續發展館舞台區登場,由再生農業、自然碳匯、循環農業及永續農村旅遊等專家學者輪流進行演講及問答,希望藉此提升國內外產、官、學、研各界在永續農業上的交流與合作。Control Union Taiwan總經理曾尚德在開場時表示,Control Union創立於1920年,集團總部位於荷蘭鹿特丹,目前在全世界80多個國家設立分公司及辦事處,全球員工總數超過5,000名。我們以農業檢驗為起家,至今已經營超過一百年,後續所服務的產業包含農林業、循環回收、生質能源、紡織業及旅遊業等。這次希望藉由舉辦國際永續農業論壇的機會,與農業部、農科院和台經院等單位一同為臺灣農業永續淨零所努力。
本次論壇首先登場的是Control Union英國分公司計畫經理Marina Mérola Teixeira,她介紹了歐美再生農業的實際作法,包含盡量減少翻土的次數、輪作、多使用有機肥減少使用化肥、種植不同種類的覆蓋作物、良好的土壤含水管理、多種樹及搭配放牧型畜牧業等。也就是說,農場如果調整目前的栽種方法改為再生農法,就可以有效提升土壤健康度,進而增加土壤碳匯及生物多樣性。而關於regenagri再生農業驗證,她進一步解釋說,第一次申請的農場只須評分超過65分即可通過驗證。但之後必須訂定年度改善計畫,每年都要進步、提高分數,一步一步往更永續方向邁進。主持人Control Union Taiwan 循環經濟與永續農業部主任吳明熹補充說明,未來碳權的重點將不再只是關注「碳」的議題,其伴隨的「附加價值」正根據新研究及發展擴大解釋中,包含生物多樣性、社區發展、ESG效益、SDGs效益…等。這些「附加價值」不僅會提升碳權交易的價格,更是TNFD報告書及ESG永續報告書豐富內容的來源,這也是這一次論壇我們如此關注自然碳匯的原因。
農業部畜產試驗所黃振芳所長從政策、技術、成本、法規等面向分析循環農業之創新經營模式。他以「甘藷青貯料循環示範場域」為例,一般來說甘藷農場會產生佔總產量約30%的格外品,大約每年6萬公噸,這些原本都屬於農業廢棄物,造成農民非常大的困擾。因此農業部協助金翔生技公司研發甘藷青貯飼料,將甘藷混合營養配方製成動物營養食品,並每年生產6000公噸的飼料供應給牧場。這不但是循環農業的成功個案,也解決了近幾年畜牧業者因疫情與航運漲價關係,導致進口玉米與大豆等原物料價格上漲與供貨不穩定的問題。
而來自宜蘭的頭城休閒農場是臺灣第一間通過GSTC全球永續旅館驗證的休閒農場,林宏達經理表示由於創辦人卓陳明的理念與堅持,頭城休閒農場投入了許多的資源與心力去落實永續作為,包含使用自家栽種友善食材、不提供瓶裝水及一次性用品、制定節能措施、支持在地社區與年輕人、使用廚餘自行堆肥與設置昆蟲旅館增加生物多樣性等。這些符合SDGs與ESG的旅遊體驗也成功吸引了許多國際永續旅人來台觀光,據統計目前農場大約有25%是國際旅客,主要來自於新加坡、馬來西亞、泰國等國家,在在顯示頭城休閒農場在亞洲地區已經累積了一定的國際知名度與顧客口碑。

🍀“Regenerative agriculture and sustainable tourism have received much attention under the international trend of sustainability”
In order to achieve the goal of net-zero emissions from agriculture and promote sustainable rural development, the Ministry of Agriculture, the Taiwan Economic Research Institute and Control Union Certification Taiwan jointly held the sustainable agriculture forum "The Practice of Nature-based Solutions". This forum has been held at the Taiwan Innovation and Technology Expo at 3:30 pm on Friday, October 13th. Experts and scholars from regenerative agriculture, natural carbon sinks, circular agriculture and sustainable rural tourism took turns giving speeches and Q&A. It is hoped that this will enhance exchanges and cooperation between industry, government and academia on sustainable agriculture.
Tenna Tseng, Managing Director of Control Union Certification Taiwan, said at the opening that Control Union Certification was founded in 1920 and the group is headquartered in Rotterdam. Currently, it has branches and offices in more than 80 countries around the world, with a total of more than 5,000 employees worldwide. We started with agricultural inspection and have been in business for more than a hundred years. The industries we subsequently serve include agriculture, forestry, recycling, biomass, energy, textiles and tourism. This time, we hope to use the opportunity of hosting the Taiwan Sustainable Agriculture Forum to work with the Ministry of Agriculture, ATRI and TIER to work towards net-zero agriculture in Taiwan.
The first speaker of this forum was Marina Mérola Teixeira, Program Manager of Control Union Certification UK. She introduced the practical practices of regenerative agriculture in Europe and the United States, including minimizing the frequency of soil plowing, crop rotation, reducing the use of chemical fertilizers, planting cover crops, good soil moisture management, a variety of trees, and grazing animal husbandry. In other words, if farms adjust their current planting methods to regenerative farming methods, they can effectively improve soil health, thereby increasing soil carbon sequestration and biodiversity. Regarding the regenagri regenerative agriculture certification, she further explained that farms applying for the first time only need to score more than 65 points to obtain the certificate. But then the farm must submit an annual improvement plan, making progress and improving its score every year, moving step by step toward a more sustainable direction. Chairperson Thomas Wu, Supervisor of the Circular Economy and Sustainable Agriculture Department of Control Union Certification Taiwan, added that the focus of carbon credits in the future will no longer just focus on “carbon” issues. The "added value" associated with carbon credits is being expanded based on new research and development, including biodiversity, community development, ESG benefits, SDGs benefits, etc. These "added values" will not only increase the price of carbon credit trading, but are also a source of rich content for TNFD reports and ESG sustainability reports. This is why we pay so much attention to natural carbon sinks in this forum.
Dr. Jeng-Fang Huang, Director of TLRI, analyzed the innovative business model of circular agriculture from the aspects of policy, technology, cost and regulations. He cited the "Sweet Potato Silage Demonstration Field" as an example. Generally speaking, sweet potato farms will have about 30% of the total output of defective products, about 60,000 metric tons per year. These were originally agricultural wastes, causing great trouble to farmers. Therefore, the Ministry of Agriculture assists Jinxiang Biotechnology Company in developing sweet potato silage and mixing sweet potato nutrition formula into animal nutritional food. And it produces 6,000 metric tons of feed every year to supply to the pasture. This is not only a successful case of circular agriculture, but also solves the problem of livestock farmers in recent years due to the epidemic and rising shipping prices, which has led to rising prices and unstable supply of imported raw materials such as corn and soybeans.
Toucheng Leisure Farm from Yilan is the first farm hotel in Taiwan to obtain a GSTC certificate. Manager Hunter Lin said that Toucheng Leisure Farm has invested a lot of resources and effort in implementing sustainable practices due to founder Zhuo Chenming’s belief in sustainability. This includes using local organic agricultural products, not providing bottled water and disposable supplies, formulating energy-saving measures, supporting local communities and young people, using food waste to compost and setting up insect hotels to increase biodiversity, etc. These travel itineraries that comply with SDGs and ESG have also successfully attracted many international sustainable travelers to visit Taiwan. According to statistics, about 25% of the current farm visitors are international tourists, mainly from Singapore, Malaysia, Thailand and other countries. Toucheng Leisure Farm has accumulated a good international reputation and customer favorability in Asia.
