This yearโ€™s message challenges us to create inclusive communities, influence policy, and support systems that welcome and empower.

We are reminded to honor their courage, resilience and the journeys they have taken in search of safety, dignity and hope.

Refugees are not just survivors, but they are leaders, learners, workers, parents and changemakers.

Uganda Society for Disabled Children is committed to inclusion and dignity for all, therefore, we recognize the strength that displaced communities bring to society when given the chance.

Letโ€™s reaffirm our commitment to a world where every displaced person finds not just shelter but an opportunity to thrive.

โ€œI believe that every child regardless of his or her disabilities deserves access to basic needs like education, healthcare, food, clothes, shelter.โ€
โ€” Birungi, age 13, Uganda

Following on from the Day of the African Child 2025, we are raising the voices of children who are asking for real change. This yearโ€™s theme, "Planning and budgeting for children's rights: progress since 2010", challenges governments to reflect on whether the needs of every child โ€” especially those with disabilities โ€” are truly being met.

Birungi calls for meaningful investment in education, inclusion and independence.

Birungi expressed the following:

"I request the government of Uganda to increase on the money given to support children with disability in schools to make conducive learning environment which is free from noise to teach learners financial knowledge that can help them generate income to help them improve on their lives."

Together with Uganda Society for Disabled Children and across the Able Child Africa Network, we stand with children like Birungi who are not only asking to be included, but who are offering clear solutions.

Today, we attended the CSO Post-Budget Dialogue hosted by Civil Society Budget Advocacy Group - Uganda under the theme: "Transforming Challenges into Opportunities: Budgeting for people centered economic growth."

The dialogue brought together Civil Society Actors, Government Representatives, and Policy Experts to reflect on the national budget and explore how it can be better aligned with the real needs of Ugandans.

The conversations were a powerful reminder that with inclusive planning and transparent resource allocation, Uganda can transform current challenges into real, lasting opportunities. There were some highlights such as;

a. Support to health, to ensure that children are born in safe hands, are immunized, sleep under a mosquito net, drink safe clean safe water and are educated in a nearby school for free.

b. Support to the elderly, persons with disabilities and other vulnerable the budget offers several social safety nets not only to shield them from poverty but also to ensure that can be productive and begin to live a decent life.

To mark the Day of the African Child 2025, we are recognising the power of children who speak up for what they need. This yearโ€™s theme, "Planning and budgeting for children's rights: progress since 2010", is a call to listen carefully and act responsibly โ€” placing childrenโ€™s rights, voices and priorities at the heart of how decisions are made, and money is spent.
At Uganda Society for Disabled Children, and across the Able Child Africa Network, we believe that real progress starts when children are included in shaping the systems that are meant to support them.

Today marks a significant step as partners come together to kick off a joint project (Building Resilient Inclusive Systems for Locally Led Education and Protection (RISE) Project in Kyangwali Refugee Settlement. The project will ensure that:

1. Conflict affected refugee and host community children, adolescents and youth, including those out of school and at risk of drop out are enrolled, retained and progress to the next education level in an inclusive, safe and supportive learning environment.

2. Conflict affected refugee and host community children, adolescents and youth, including those out of school and at risk of drop out enrolled in formal and non-formal education progressively demonstrate improved learning outcomes, supported by teachers with improved competencies.

3. District, school, and community systems are strengthened to promote and provide inclusive, safe, and resilient learning opportunities to conflict affected refugee and host community children, adolescents and youth, including those out of school and at risk of drop out.

4. Conflict affected refugee and host community children, adolescents and youth, including those out of school and at risk of drop out are protected from abuse, neglect, exploitation and violence through provision of quality education and community-based protection mechanisms.

We were honored to host representatives from Civil Society Budget Advocacy Group - Uganda, Out Loud (EOL) and Oxfam at USDC Head Office as part of the Strengthening Public Accountability and Investment in Education Project (SPAIE).
The visit provided an opportunity to share our progress, success stories, and ongoing efforts to promote inclusive education for children with disabilities in the three project districts (Yumbe, Namayingo and Sheema).
