Addison Police Department

Join us this Tuesday, September 9, to hear Chris Freis who currently serves as the Chief of Police for the Addison Police Department. Throughout his law enforcement career, he served in multiple capacities, including Patrol Officer, School Resource Officer, Field Training Officer, SWAT Team Leader, Use-of-Force Instructor, and Department Fi****ms Instructor. Before being appointed with the Town of Addison, Chief Freis served as the Assistant Chief of Police for the City of Duncanville, where he oversaw various divisions, including Patrol, SWAT, Internal Affairs, and Training and Personnel. Chief Freis is most proud of his work in developing great officers and leading high-functioning teams.

Chief Freis is a graduate of the 87th session of the Senior Management for Police Institute Police Executive Research Forum, the FBI LEEDA Trilogy Series, the Institute for Law Enforcement Administration School of Police Supervision, the Force Science Institute Certification Course, and the Active Bystandership for Law Enforcement Train the Trainer Course. He holds a Master Peace Officer License from the Texas Commission on Law Enforcement and a Bachelor of Science in Criminal Justice and Military Science from Dallas Baptist University. He is an active member of the International Association of Chiefs of Police, the Texas Police Chiefs Association, and the North Texas Police Chiefs Association.

Secure Our Seniors’ Safety (SOSS) was founded when the unthinkable happened.

A serial killer, indicted for 22 homicides, murdered our loved ones in their residences for jewelry. The majority of the crimes occurred in four senior independent living establishments in Dallas, Plano and Frisco, Texas. Over time, we learned these establishments knew a stranger was wandering their properties, unattended deaths were reported. The management said nothing to the residents of the crimes occurring.

We found this behavior of silence, cover up, unacceptable. We do not want others to have our experience. We want seniors safe from crime.

Our first goal is legislation passed to improve senior security at residential establishments.

Our second goal is to educate consumers to know what to look for when choosing a residence; increase awareness of crimes against seniors and how to be safe.

SOSS started July 2019 when four daughters found each other and met with State Senator Nathan Johnson and State Representative Julie Johnson, shared their tragic stories and vowed to make changes. We have grown to family members of over twenty victims.

The DART 2030 Transit System Plan (TSP), approved in October 2006, identified the Cotton Belt Corridor (now referred to as the Silver Line Regional Rail Project) as a priority project. In 2016, DART advanced implementation of the project to the year 2022 in its FY2017 Twenty-Year Financial Plan.

The 26-mile Silver Line extends between DFW Airport and Shiloh Road in Plano (see map below). The alignment traverses seven cities: Grapevine, Coppell, Dallas, Carrollton, Addison, Richardson and Plano. The Silver Line Project's primary purpose is to provide passenger rail connections and service that will improve mobility, accessibility and system linkages to major employment, population and activity centers in the northern part of the DART Service Area.

Christine DeCoudreaux-Ngonga joined the DART Silver Line team in August of 2019 to assist in managing the various questions that are asked by the community for the Silver Line Project. Christine became the Community Engagement Representative for the Town of Addison and City of Dallas during the pandemic as members of the team retired and was then promoted to her current role Deputy Public Involvement Lead for the Silver Line Project.

Join us Tuesday, July 8 to hear Rotary District 5810 Governor Mary Ryan Bedosky
Mary is just starting the Rotary year as 2025-26 District Governor for District 5810. She is a member and Past President of the Richardson East Rotary Club. She joined Rotary in 1994 when one of her bank customers invited her to a meeting. Little did she know that she would be replacing that customer as a new member of the Richardson Sunrise Club! She served as Community Service Director and later as Treasurer for that club. She joined the Richardson East Rotary Club in 2003 and served on its board in such roles as Community Service Director, Foundation Chair and Membership Chair. They finally convinced her to be Club President in 2020. YES – that was during COVID. She had a challenging but successful year, while only holding one weekly meeting in person – her very last meeting! The club’s annual Gala still raised over $30,000 - even though it was held remotely.

Since then, Mary has served the District as an Assistant Governor for three years, then as the Team Lead for the Assistant Governors. She has been preparing for her role as District Governor since 2023. She has traveled to Honduras and Mexico with the District to participate in service projects as part of two District Conference cruises. She is a three-time Paul Harris Fellow and is working towards becoming a Rotary Benefactor.
