We have received a lot of calls and questions on why a snow parking ticket was issued to them during the blizzard yesterday. The answer is that this qualifies as a Snow Emergency under the city ordinance.
69.10 SNOW EMERGENCY.
No person shall park, abandon, or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during any snow emergency. The snow emergency parking ban shall be in effect during any one of the following times or periods:
1. When snow and/or freezing rain (ice) is falling on such street.
2. When snow is drifting onto such street.
3. The twenty-four (24) hour period immediately following the end of any such snowfall and/or icing event.
4. The twenty-four (24) hour period immediately following the end of any such drifting of snow.
Such an emergency and parking ban shall be of uniform application. The City Administrator or Public Works Director may proclaim an emergency parking ban if predictions or occurrences indicate the need, and the proclamation and the parking rules thereunder shall be publicized. The City Administrator or Public Works Director is directed to widely publicize the snow emergency requirements, using all available media, in early November every year. Such emergency may be extended or shortened when conditions warrant. This section shall not be construed as suspending parking limitations or restrictions imposed by any other section of this chapter, except that, in the event of a snow emergency parking ban pursuant to this section, this section shall supersede any ordinances in conflict with this provision.
