The Spokane Tribe of Indians, through the Impact Mitigation Fund (IMF) Committee, awarded the City of Airway Heights thousands of dollars in grants during their annual Disbursement Awards Luncheon at the Spokane Tribe Casino.

"The Spokane Tribe's generous gift and support help protect public safety for tribal members and other community members who call Airway Heights home," said Albert Tripp, City Manager, City of Airway Heights.

The IMF comprises a portion of the Spokane Tribe's Class III Gaming Revenue. An Impact Mitigation Committee meets to discuss the disbursements that aid non-tribal law enforcement, emergency services, and service agencies—including those responsible for traffic and transportation. At this year's luncheon, the City of Airway Heights received IMF Grants for the Police Department and Municipal Court.

"The Airway Heights Police Department deeply appreciates and is humbled by the IMF Grant Funding from the Spokane Tribe. This generous support enhances the safety of both our officers and the community. We are honored to serve alongside the Spokane Tribal Police Department in our shared mission to protect our West Plains Community. Their steadfast commitment to community safety is inspiring and commendable," said Brad Richmond, Chief of Police, Airway Heights Police Department.

The Airway Heights Police Department successfully executed an arrest warrant at 591 S Easy Street in Airway Heights Wednesday morning. Officers and detectives arrested Leonard E. Higgins on a no-bail felony drug warrant related to the ongoing investigation at the residence that commenced this summer.

We will continue to keep our community updated as this investigation progresses. I want to extend my gratitude to our dedicated patrol officers, detectives, and Spokane County Prosecutors for their diligent efforts in ensuring the safety of our community.

Thank you for your continued support.

The Airway Heights Police Department, the West Plains Crisis Response Team (WPCR), and our partners are grateful for the mention in the Association of Washington Cities (AWC) 2025 report.

The document reflects “... current fiscal conditions, costs, and service challenges...” faced by Washington’s 281 cities and towns and aims to condense and communicate that information with state leaders.

The Association of Washington Cities celebrated the collaboration between the Airway Heights Police Department and the Cheney Police Department, which led to the creation of the West Plains Crisis Response team in 2023. Community and grant funding helped bring together two teams of specially trained law enforcement officers paired with mental health clinicians. Their goal is to respond to people caught in crisis and find alternatives to incarceration.

AWC writers praised the team for responding to almost 1800 emergency calls last year and helping 605 people find alternative solutions. It’s not easy. Team members cover a lot of ground and a lot of people. The team covers over 20 square miles and includes Airway Heights, Cheney, Medical Lake, Four Lakes, and Tribal communities.

Thank you for the recognition, Association of Washington Cities. We’re thrilled we can continue to improve the quality of life in the West Plains.

If you talk to Daryl Kennedy, you’ll quickly learn he likes solving problems, creating calm in chaos, and helping people in his community. That’s why he’s such an incredible role model and volunteer.

Daryl came to firefighting by way of a kitchen. It seemed a better career fit.

"I had family who worked fires, and I always loved their stories," Daryl said. "I used to go to the fire department when my aunt worked just to hang out. It was something I was always interested in.”

So Daryl left behind his cooking career and graduated from a Fire Sciences program. Now, he works as an Emergency Medical Technician (EMT) for a Spokane ambulance company and volunteers with the Airway Heights Fire Department.

For Daryl, the work boils down to a simple concept—community. “I like being able to help somebody on what could be their worst day,” Daryl explained. Airway Heights is a great place to volunteer. It’s a second family. I know I can call any of my coworkers at any time, and it goes both ways. We are a very tight, family-oriented group."

We’re so glad you joined our team, Daryl! Thank you for your hard work, risk, and sacrifice over the last five years. (Oh- and by the way- we're counting on you to cook for us on your next shift!)

Today is Law Enforcement Appreciation Day, a day dedicated to recognizing our law enforcement officers' hard work and dedication. I have the privilege of working alongside some of the most dedicated and selfless officers.

While I’m not one to chase or seek thanks for my service, I feel it’s important to shine a light on the incredible team I work with daily. These men and women are the backbone of our community’s safety and well-being, consistently going above and beyond to ensure that the West Plains remains safe and welcoming for all its residents.

Our law enforcement officers face challenges daily, and they do so with unwavering commitment and professionalism. Whether they respond to emergencies, engage with the community, or simply be a reassuring presence, their work is invaluable.

I want to express my deep appreciation for my fellow officers and encourage everyone in our community to do the same. A simple thank you, a wave, or a kind word can go a long way in showing our support and gratitude for their service.

Let’s make sure our officers know how much we value their dedication and sacrifice. Together, we can create a community that feels safe and is united in appreciation for those who protect us.

Thank you to all the law enforcement officers in Airway Heights and beyond. Your hard work does not go unnoticed, and we are grateful for all you do!

Stay safe and take care,

Brad Richmond
