County of Summit ADM Board The County of Summit ADM Board is committed to building a community where exceptional care inspires hope and supports mental well-being.

The County of Summit Alcohol, Drug Addiction and Mental Health Services Board (ADM Board) is the local agency mandated by law to see that treatment and support services are available for adults, teens and children with mental illness and/or alcohol/drug addiction. The ADM Board plays a pivotal role in keeping Summit County healthy by providing opportunities for recovery through the assurance that treatment, prevention and support services are available. We welcome you and your comments to the County of Summit Alcohol, Drug Addiction and Mental Health Services (ADM) Board pages. The purpose of this site is to educate and present matters of public interest. Meet Beth, our Children’s Program Coordinator!

With more than 30 years of experience in social work and mental health, Beth is dedicated to supporting the emotional well-being and healthy development of young people and their families. She brings deep expertise, compassion, and leadership to her role, helping create programs that foster resilience, safety, and healing within the community.

Beth holds a Master of Social Work degree and is especially passionate about Trauma-Informed Care. She believes in meeting every child and family with empathy, respect, and understanding. This approach shines through in her warm, approachable style and her ability to build strong connections with those she serves.

Beyond her role at the ADM Board, Beth has served on the Summit County Children Services Board of Trustees for 11 years and has co-chaired the Youth Su***de Prevention Sub-Committee for 7 years. Her work reflects a deep belief in the power of compassionate care and community collaboration to make a lasting, positive difference.

Meet Dr. Doug Smith, our Chief Clinical Officer/Medical Director!

Doug has more than 30 years of experience in community mental health and forensic psychiatry, and he plays a vital role in shaping clinical services across the ADM system. His work includes supporting crisis services, collaborating with clinical agencies and first responders, and mentoring medical students and psychiatry residents from NEOMED. Doug is deeply committed to strengthening coordinated care across the Circle of Hope and ensuring community members have access to timely, effective behavioral health support.

Outside of work, Doug enjoys growing some of the hottest peppers in the world in his garden each summer and has a soft spot for spicy foods. We’re grateful for Doug’s clinical leadership and his dedication to enhancing behavioral health services throughout Summit County.

Aubrey provides leadership in the coordination, oversight, and evaluation of addiction, prevention, and wellness promotion services across ADM’s provider network. She is committed to the strategic use of public resources while strengthening collaboration to enhance access, quality, and overall community impact. Grounded in a trauma-focused, holistic approach to care, Aubrey is inspired by the resilience of those she serves and driven to instill hope while helping create meaningful pathways to recovery and wellness.

Outside of work, Aubrey enjoys curling up with a good book, taste-testing new recipes, working on Rally training with her dog Elliot, searching for the perfect latte, and making memories with her favorite people.

Meet Max, our Community Outreach Specialist!

Max helps lead strategic communications, outreach initiatives, and community partnerships that expand awareness of mental health and addiction resources across Summit County. From managing large-scale events and digital campaigns to coordinating vendor relationships and supporting countywide initiatives like 988 awareness, Max works to make information accessible, engaging, and community-centered.

His passion for behavioral health work is grounded in lived experience. Having faced his own mental health challenges and lost loved ones to overdose and su***de, he is driven by a deep commitment to reducing stigma and ensuring people know support is always within reach.

Outside of work, Max loves traveling (16 countries so far), line dancing, gaming, and spending time with his two cats, Boobear and Ollie. He’s currently pursuing his MBA at Youngstown State University and is an active member of Torchbearers Akron, where he focuses on civic leadership and community engagement. True to his Enneagram 7 personality, Max brings energy, curiosity, and creativity to everything he does.

The Summit County ADM Board was honored to join students at the UAkron College of Health and Human Sciences School of Nursing yesterday evening for a campus presentation focused on student wellbeing, substance use awareness, and overdose prevention.

Prior to hearing from Dr. Beth Weinstock of BirdieLight about fentanyl awareness and lifesaving harm reduction strategies, Maxwell Warner provided a brief overview of the ADM Board’s role as the local authority for alcohol, drug addiction, and mental health services in Summit County.

We were also grateful to be joined at our resource table by partners from Portage Path Behavioral Health, connecting students with additional local mental health resources.

Through collaboration, education, and access to tools such as naloxone, we can equip future healthcare professionals with the knowledge they need to respond confidently and compassionately. Thank you to Dr. Timothy Meyers and The University of Akron for hosting this important conversation.
