Overview of OMIG’s Audit and Protocols Processes

We’re pleased to welcome Mike D’Allaird, Deputy Medicaid Inspector General for OMIG’s Division of Medicaid Audits, who will walk providers through:
• How OMIG audit protocols are developed and applied — including those specific to LHCSAs
• Key protocols impacting NHTD and TBI waiver programs
• What to expect during the audit process — from entrance conference through final determination and due process
• Compliance program trends and industry review data that can inform your internal strategy

He’ll be joined by Bill Schwarz, OMIG’s Director of Public Affairs and Intergovernmental Relations, to help agencies better prepare for, participate in, and learn from the audit experience.

Reimbursement rates are not an abstract policy issue. They determine whether agencies can recruit staff, meet wage mandates, and continue serving patients safely in their homes.

For years, providers have submitted complaints to the New York State Department of Health about reimbursement concerns — and many have wondered: does it make a difference?

At our upcoming Forum, Jaimie Allen, General Counsel of the New York State Association of Health Care Providers (HCP), is leading a session designed to answer that question — and change the dynamic.

Making DOH Complaints Count: From Isolated Complaints to Coordinated Impact

This interactive workshop will focus squarely on reimbursement. Jaimie will explain:

• What makes a complaint credible and difficult to dismiss
• How DOH evaluates submissions
• Common mistakes that weaken valid concerns
• Why documentation and precision matter
• How coordinated advocacy can elevate systemic reimbursement issues

Members will identify the top reimbursement concerns affecting agencies statewide. From there, HCP will develop structured complaint templates and organize focused member action weeks so providers can submit well-documented complaints on the same issue at the same time.

This isn’t about sharing proprietary rate details. It’s about strengthening lawful, strategic advocacy — and building a record that supports real change.
