CDPAANYS provides support for fiscal intermediaries and consumers participating in CDPAP by serving as a voice for the program in Albany on policy and rate issues, working with other like-minded organizations to continue to grow the program, providing technical assistance on the interpretation of rules and guidelines from the Department of Health and reaching out to stakeholders around the state to promote the program.

"Since the state brought on Public Partnerships PPL to run CDPAP, it’s been nothing but chaos. Their technology fails. Their phones go unanswered. And now, caregivers across the state aren’t even being paid for their work. Some have already had to quit just to make sure they can cover rent and buy groceries, and many more are thinking about it."

Despite what Gov. Hochul says, the problems affecting the CDPAP transition are far more than "hiccups."

Please help us track whether CDPAP workers around the state are being paid on time and accurately by completing this quick survey.

Thomas Grimes is a quadriplegic who requires specialized nursing care, attended to by rotating PA's or personal assistants on a daily basis. The Schenectady resident has used CDPAP since 1997.

"The transition has been extremely, extremely difficult for not only me, but for my personal assistants to transition over. There's been continual complications."

Now, former Public Partnerships PPL employees are speaking out, saying they were left untrained and unsupported — and that problems inside the company contributed to missed paychecks for caregivers across the state.

“We had to teach ourselves,” said one former PPL customer service representative, who requested anonymity. “It was self-learning — watching videos to figure out PPL’s system."

Former employees with Public Partnerships LLC felt the company was unprepared to take over payroll services for New York's home care program, CDPAP.

"Workers and the consumers they are caring for often spend hours trying to figure out workarounds for many of the system’s glitches or technical issues, the lawsuit asserts, which results in a 'serious burden' for the low-wage workers who participate in the program.

The Legal Aid Society is asking a federal judge to classify the lawsuit as a class action based on the “tens of thousands” of people it estimates have been impacted by the alleged timekeeping and wage errors. The nonprofit organization said it is basing that number on the program's records."

UPDATE ON PAPER TIMESHEETS:

PPL has extended the blanket exception for Personal Assistants to use paper timesheets if they cannot log time in Time4Care, PPL@Home, or by using the PPL Telephony system. This means PAs can use paper timesheets if needed until May 17, 2025.

Were you or your CDPA Personal Assistant paid yesterday?

Yesterday marked PPL’s third payday, and many workers are still waiting for their wages—or weren’t paid correctly.

A few figures from last week's survey results...

79% are owed back wages.
32% were not paid at all.
43% received incorrect or incomplete payments.
50% are owed more than $500 in back payments.

"Right now, this is not working," state Assemblywoman Jo Anne Simon, a Brooklyn Democrat, told reporters Tuesday of the transition.

Many personal care assistants say they're aren't getting paid on time, or are paid incorrectly for hours worked since the company took over April 1. Some program recipients have said it's forced them to live with less of the care they need.

"Out of 10 people that work with the person I take care of, I'm the only one who's been fully paid," said Lolli Edinger, a home care worker who assists a CDPAP user who needs 24-hour care.

It's unclear if legislative leaders are onboard.
