Horizon Public Health honors the life and legacy of Sandy Tubbs, a visionary leader, compassionate nurse, and dedicated public health advocate who passed away on April 8, 2026.

Sandy played an instrumental role in shaping Horizon Public Health and strengthening services across our region. Her leadership, innovation, and unwavering commitment to community wellbeing left a lasting impact on countless individuals and families. She was not only a respected administrator, but also a trusted colleague, mentor, and friend.

Her legacy lives on in the programs she helped build, the partnerships she fostered, and the lives she touched through her work and kindness. We extend our deepest sympathy to Sandy’s family and loved ones. She will be profoundly missed and forever remembered.
