DOT SAP Evaluations & the FMCSA Clearinghouse
The Federal Motor Carrier Safety Administration (FMCSA) Drug & Alcohol Clearinghouse went into effect on January 6, 2020. This federal online database tracks drug and alcohol program violations for individuals operating in DOT-regulated safety-sensitive positions.
If you have a verified drug or alcohol violation in your Clearinghouse record, you are required to designate a qualified Substance Abuse Professional (SAP) to begin the Return-to-Duty (RTD) process.

What Is a DOT SAP Evaluation?
A DOT SAP evaluation is a mandatory step in assessing the nature and extent of an individual’s substance use issue after a DOT violation. The goal is to ensure safety in the workplace while offering the employee a structured pathway back to a safety-sensitive role.
According to DOT regulations, employees who test positive for drugs or alcohol must complete an evaluation and follow a SAP’s treatment and/or education recommendations. Upon documented compliance, the employee may become eligible to return to duty in a DOT-regulated position.
