The CMHPSM currently has funding opportunities available for substance use prevention programs, substance use prevention coalitions, Designated Youth To***co Use Representative (DYTUR) programs, and Substance Use Services through Strategic Initiatives. These opportunities were released this morning at 9am. A combined bidder's conference is scheduled for April 5, 2024 and all responses to these opportunities are due back to the CMHPSM on May 3, 2024 by 5pm.

2023 CMHPSM Community Survey on Substance Use Services

We need your input by July 19, 2023!

This anonymous survey will be used to better understand overall substance use services in our communities and the current practices for people who need them. Please share this post so we can get as much input as possible to improve our services and build on what works.

Please complete this survey if you are a person in Lenawee, Livingston, Monroe or Washtenaw County that meets any of the qualifiers below:

1. Who has used substance use services (treatment, prevention, recovery, harm reduction, etc.); or:
2. Who tried to but was not successful getting substance use services; or:
3. Who knows a person who has or has tried to use substance use services; or:
4. Who works with individuals in the community who may need or have used substance use services.

Senate Bills 597 & 598 are being falsely portrayed as improvements to the state’s public mental health system. If passed into law, these bills will severely damage Michigan’s Community Mental Health system and cause significant harm to the 320,000+ Michiganders who rely on its stability.

To help navigate the information we have split up common points of discussion for these bills into myths vs. facts.

Myth: The public mental health system is confusing and hard to navigate.

Fact: Health care in general is hard to navigate, if you don’t know who to call. For the public mental health system there is one number to call.

The confusion and difficulty to navigate service access exists largely for persons not eligible for CMH services without insurance, or privately insured with high co-pays and deductibles, or those with employer sponsored health care trying to find qualified and eligible providers in their insurance networks close to home.
Getting in touch with the access center at the local CMH is easy. The CMH in each community serves as the central hub for information for those who qualify. However, those who do not qualify must find help calling endless 1-800-NUMBERS for private insurance plans, provider information, finding a therapist/provider taking new patients, or who take a certain insurance. Many are not available for weeks or months.

Mental health is prevalent in communities across our state. According to 2019 research by the National Alliance on Mental Illness, over 1.3 million adult Michiganders have a mental health condition. About 38 percent of these individuals (and 80 percent of those with substance use disorders) are not receiving care.

A new poll commissioned by the Community Mental Health Association of Michigan and conducted by third-party survey provider EPIC-MRA found 67% of Michigan voters prefer the public mental health system to be managed by public entities who specialize in mental health care vs. turning the system over to private, for-profit companies.
SB 597 & 598, which have been introduced to the Michigan Senate, seek to switch mental health services over to private for-profit health insurance companies.
Our legislators need to put Michiganders before profits. Sign our petition to oppose these bills: https://bit.ly/CMHAAdvocacy

For the past 50 years, the mental health system in Michigan has been run and operated by county-based government entities to serve Michiganders with complex mental health, emotional disturbance, intellectual and developmental disabilities, and substance use disorders.

Recent legislation under consideration in the Michigan State Senate would eliminate the existing Michigan public mental health care system and shift $3.5 billion of these state and federal dollars spent annually on this to private for-profit insurance companies based in Missouri, California, Minnesota, Arizona, and Indiana.
