A refreshed version of the MORE Act—the Ma*****na Opportunity Reinvestment and Expungement Act—has just been reintroduced in the U.S. House of Representatives. This legislation would completely remove cannabis from the federal Controlled Substances Act, giving states full autonomy to legalize and regulate without federal obstruction.
So, what’s in the bill?
1. It repeals cannabis’s Schedule I status, effectively ending its federal criminalization and allowing states to set their own policies.
2. The bill mandates automatic expungement of past federal cannabis arrests and convictions and permits resentencing for those still under supervision.
3. A new 5% federal sales tax on cannabis products would fund an Opportunity Trust Fund, supporting:
-Community reinvestment programs (e.g., job training, legal aid, re-entry services)
-Equity-focused grants for small businesses owned by those most impacted by the drug war
