Here's the truth: muscles don't "tone," a rather outdated word that our industry just can't seem to shake.
But we get it, "toning" sounds safe, non-threatening, accessible. Not that difficult to accomplish. And it sounds like it would look and feel really good!
So, let's agree with what "I want to tone up" really means: You want to see evidence of muscles, to feel firm instead of soft, to have definition (maybe not bulk), and you want to feel strong and capable.
