During 1993 and 1994, a small group of dedicated people with disabilities joined together to establish Placer Independent Resource Services (PIRS). Their goal was to assist people with disabilities in Placer, El Dorado and Alpine Counties of California. On a volunteer basis, the founders provided peer support counseling with information and referral services from the dining room of one founder’s home. Joined by family members and other volunteers, they reached out to the community about all the services they planned to offer and searched for funding.
In 1994, with help from a retired Placer County adminstrator, they wrote their first grant application to the State Department of Rehabilitation (DOR). They were very surprised when the grant was awarded to them. With those funds, they opened the office in Auburn in March 1995 and hired two employees. PIRS is still located in that same office, although it has expanded over the years. The staff now has grown to ten and we just opened a branch office in Placerville to serve that rural area of the Sierra Foothills better.
Centers for Independent Living are regulated by the Federal Rehabiltiation Act and the State Welfare and Institutions Code. As a resource and information center for people with disabilities, PIRS actively promotes the philosophy of independent living by teaching self-advocacy; supporting control by the individual in all life decisions, known as "consumer control;" and having over 51% of the staff and board members to be people with disabilities. They are effective role models who have experienced the various barriers to independent living. Our services include: information and referral; independent living skills training; peer support; individual and systems advocacy; personal assistants referral; assistive technology resource coordination, minor home modifications, and resource information on housing and transportation. PIRS also provides education and technical assistance on access and disability rights for the community and especially for businesses.
