Youth Homelessness Demonstration Project Request for Proposals
Due Wednesday, June 18, 2025
The Housing & Homeless Coalition of Central New York (HHC) is releasing the following Request for Proposals in response to the Youth Homelessness Demonstration Project (YHDP). The YHDP project will be accepting applications through the e-snaps platform for specific projects outlined in the Coordinated Community Plan.
Please note that this funding was allocated in Fiscal Year 2024 and based on Fair Market Rent of that fiscal year.
Funding Ceiling & Application Information
Total funding opportunity available to our region’s CoC is $2,635,438.
The CoC will be accepting applications for the following four projects:
• Cayuga County Transitional to Rapid Rehousing (Th-RRH): $476,760
• Onondaga County Rapid Rehousing (RRH): $671,273
• Oswego County Rapid Rehousing (RRH): $467,275
• Multi-County Transitional to Rapid Rehousing: $760,961

Applicants must submit project applications in the e-snaps platform, in their entirety, by the due date of June 18th.

Review Committee Details
The YHDP Review Committee will be made up of non-funded HHC Board members and the Youth Action Board of the HHC. Applications will be reviewed and selected by the members of these committees.
Timeline
E-snaps submissions are due June 18, 2025, at 5pm.
Applicants will be selected and notified by EOD June 25, 2025.
Project Start Dates will October 1, 2025.

Within e-snaps, there are questions about providing services specifically to youth. Please pay close attention to the supportive services outlined in the Coordinated Community Plan to guide applicant responses.
