The TOA has been leading the cause of VBM (vision benefit manager) reform since 2011, advocating successfully for legislation that curtails vision plan abuses in 2011, 2013, 2015, 2023, and 2025. We will continue to fight for patient access to care, protection of the independent doctor-patient relationship, and fairness in contracting with small business optometrists.

From statehouses to boardrooms, Main Street to Constitution Avenue, optometry’s advocates are championing the message that it’s time for a paradigm shift when it comes to vision benefit managers.
