Behavioral Health System Baltimore BHSB is a nonprofit organization that provides leadership in advancing behavioral health.

Vision Statement: We envision a city where people live and thrive in communities that promote and support behavioral health. Mission Statement: The new entity is committed to enhancing the behavioral health of individuals, families, and communities
through:
*** the promotion of behavioral health and wellness, prevention, early intervention, treatment, and recovery,
*** the creation and leadership of an integrated network of providers that promotes universal access to comprehensive, data-driven services, and
*** advocacy and leadership of behavioral health-related efforts to align resources, programs, and policy. Statement of Values: In our commitment to enhancing the behavioral health of all Baltimore residents, the new entity is guided by the following core values:
1. All of Baltimore’s residents, regardless of community, socioeconomic and family status, and behavioral health, should have the opportunity to achieve their full potential.
2. We must approach our work, our colleagues, and the people we serve with dignity, compassion, integrity, cultural competence, equity, and an understanding of the full range of behavioral health challenges people face.
3. We must work to ensure that the care provided throughout Baltimore is of the highest quality, comprehensive, and person-centered, and that providers work in true partnership with those who seek care.
4. We must collaborate with community leaders and residents to advocate for and promote policies, values, and norms that are supportive of behavioral health.

Medicaid work requirements don’t promote employment—they create barriers to care. Maryland could spend millions to implement a system that risks coverage for up to 175,000 people, many of whom are already working or qualify for exemptions. This policy threatens access to behavioral health care and will increase emotional distress across our communities.

Michigan’s experience shows how challenging it will be to stop people who qualify for Medicaid from losing coverage. They spent $30 million to make it work, and 80k people still fell through the cracks. The new Medicaid work requirements will create unnecessary barriers for people and harm the health of Marylanders.
