Theodore “Ted” Hugo Herman, III was born on August 24, 1931, in the Bartlesville County Memorial Hospital. Today, we gather to honor and celebrate the life of Billy Marshone Leflore, born on January 7, 1975—a beloved son, nephew, brother, cousin, friend, and a soul who left a lasting mark on everyone who truly knew him.

Billy was born and raised in Bartlesville, Oklahoma, where he was the pride and joy of his mother’s eye from the very beginning. He was a happy-go-lucky child who never met a stranger. His outgoing personality, warm spirit, and natural charm made him someone people were instantly drawn to. Billy also had a keen sense of fashion and took great pride in his appearance—well known for his love of Polo shirts and Polo boots, always stepping out with confidence and style.

Billy carried that same energy into the halls of Bartlesville Public Schools, where he made a name for himself both socially and athletically. He had a deep love for basketball and excelled on the court. A devoted Chicago Bulls fan, much of his bedroom décor and attire reflected his love for the team. During his high school years, he earned numerous awards and accolades for his talent. As a member of the 1991–1992 Bruin basketball team, Billy and his teammates achieved back-to-state titles and came close to securing a third (had they not been cheated). Their legacy was later honored with induction into the 2023 Bartlesville Sports Hall of Fame.

After graduating from Bartlesville High School in 1993, Billy attended Oklahoma State University before transferring to the University of Oklahoma, where he reunited with his cousin Dionna. The two shared a special bond as roommates during that time. Eventually, Billy returned to Bartlesville to continue pursuing his passion for basketball. He later attended Oklahoma Wesleyan University, where he spent two years excelling both on and off the court. Billy earned recognition not only for his athletic ability but also for his academic excellence. He went on to graduate with a Bachelor’s Degree in Behavioral Science—a testament to his dedication and determination.

Billy was far more than his accomplishments. He was family. He was laughter. He was a loyal and dependable friend—someone who was always there when you needed him most. His presence brought joy, and his memory will continue to live on in the hearts of those who loved him. Though his absence leaves a space that can never be filled, the love he gave will remain with us forever.

Waiting to greet him at the gates of Heaven were his maternal grandparents, Harland and Corinne Chambers, and his paternal grandparents, Billy Joe and Rena Leflore, along with a host of loving family members.

Billy leaves to cherish his memory his loving and devoted parents, Brenda Chambers and Billy Leflore Jr.; his brother, Marcus Paul, and his children, Jaxon, Julian, and Mila; his uncles, Steven (Sandra) Chambers, Charles Leflore, Garland Leflore, Carlos Shoate, and Joseph Wilson; his aunts, Gwendolyn Maxwell, June Taylor, and Mary (Wilson) Tanner; a host of great-aunts and great-uncles; along with many special cousins and dear friends who will continue to carry his spirit with them every day.

Visitation will be held on Thursday, April 2, 2026, from 9:00 AM until 7:00 PM, at Arnold Moore and Neekamp Funeral Home in downtown Bartlesville. Funeral services for Billy will be held on Friday, April 3, 2026, at 11:00 AM at the Bartlesville First United Methodist Church at 4715 Price Road with Pastor Anthony Nash officiating. Arrangements are under the direction of Arnold Moore & Neekamp Funeral Home and Cremation Service of downtown Bartlesville. To leave an online condolence, visit www.honoringmemoriesbartlesville.com.
